Re.qular Meeting
A. CALL TO ORDER
A regular meeling of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 17, 1995,
in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. The meeting was called to order at 7:15 p.m. by President William J. Alexander.
Present were Boardmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and President
William J. Alexander.
Also present were: Jack Lam, City Manager; Ralph Hanson, Deputy City Attorney; Jerry B. Fulwood, Deputy
City Manger; Linda D. Daniels, RDA Manager; Brad Buller, City Planner; Miki Bratt, Associate Planner; Cindy
Norris, Associate Planner; Joe O'Neil, City Engineer; Paul Rougeau, Traffic Engineer; Mike Olivier, Sr. Civil
Engineer; Bill Makshanoff, Building Official; Robert Dominguez, Administrative Services Director; Susan Stark,
Finance Officer; James Frost, City Treasurer; Paula Pachon, Management Analyst II; Deborah Clark, Library
Manager; Marli Higgins, Disaster Preparedness Manager; Jana Ellis, Disaster Preparedness Specialist; Duane

B. ANNOUNCEMENTS/PRESENTATIONS
B1. Presentation of Proclamatjon to Julie Roberts for her efforts in assisting with the successful rescue of
her father.
President Alexander presented the proclamatjon to Julie Roberrs. He also added that the firefighters had hired
the interpreter that was present to assist Julie's parents.
C. COMMUNICATIONS FROM THE PUBLIC

Don Donnelly felt a nominalion should be made by the Fire District to the State Fire District Association
about Julie's efforts.

RESOLUTION NO. FD95-003
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, CALIFORNIA, AUTHORIZING AND
APPROVING THE BORROWING OF FUNDS FOR FISCAL YEAR 1995-1996; THE
ISSUANCE AND SALE OF A 1995-1996 TAX AND REVENUE ANTICIPATION NOTE
THEREFORE AND PARTICIPATION IN THE CALIFORNIA COMMUNITIES CASH
FLOW FINANCING PROGRAM
MOTION: Moved by Williams, seconded by Biane to approve the staff recommendations in the staff reports
contained in the Consent Calendar. Motion carried unanimously, 5-0.
E. ADVERTISED PUBLIC HEARINGS
El. CONSIDERATION OF AN ORDINANCE AUTHORIZING THE ANNUAL LEVY OF A SPECIAL TAX
IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1995/96 Staff report
presented by Chief Dennis Michael, Fire District.
Boardmember Biane inquired if there were any anticipated increases over the next few years.
Chief Michael, Fire District, stated it would depend on the economy.
President Alexander opened the meeting for public hearing. There being no response, the public hearing was
closed.

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY,
CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN MELLO-ROOS
COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1995/96
MOTION: Moved by Biane, seconded by Williams to waive full reading and set second reading for the next
available Board meeting. Motion carried unanimously, 5-0.
E2. CONSIDERATION OF A RESOLUTION ESTABLISHING THE ANNUAL SPECIAL TAX RATES (NO
INCREASE IN SPECIAL TAX RATES ARE RECOMMENDED) FOR FISCAL YEAR 1995/96 IN MELLO-ROOS
COMMUNITY FACILITIES DISTRICT NO. 88-1 Staff report presented by Chief Dennis Michael, Fire District.
President Alexander opened the meeting for public hearing. There being no response, the public hearing was
closed.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY,
CALIFORNIA, ESTABLISHING ANNUAL SPECIAL TAX FOR COMMUNITY
FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 1995/96
MOTION: Moved by Gutierrez, seconded by Biane to approve Resolution No. FD 95-004. Motion carried
unanimously, 5-0.
F. IDENTIFICATION OF ITEMS FOR NEXT MEETING
No items were identified for the next meeting.
G. ADJOURNMENT
MOTION: Moved by Biane, seconded by Gut~errez to recess to Executive Session to be held at the conclusion
of the City Council meeting (9:14 p.m.) to discuss Labor Negotiations per Government Code Section 54957.6
to give Robert Dominguez, Administrative Services Director, direction in regards to the meet and confer
process, and for Executive Session to adjourn to a budget meeting to be held May 18, 1995, at 4:00 p.m. in
the Tri- Communities Conference Room. Motion carried unanimously, 5-0. The meeting adjourned at 7:35
p.m. No action was taken in Executive Session.
