CALL TO ORDER A spedal meeting of the Rancho Cucamonga Fire Protection Distdct was held on Wednesday, Apdl 5, 1995, in the Council Chambers of the CMc Center, located at 10500 CMc Center Drive, Rancho Cucamonga, California. The meeting was called to order at 6:03 p.m. by President William J. Alexander. Present were Boardmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and President William J. Alexander. Also present were: Jack Lam, City Manager; James Markman, City Attorney; Linda D. Daniels, Redevelopment Manager; Brad Buller, City Planner; Joe O'Neil, City Engineer; Shintu Bose, Deputy City Engineer; Bill Makshanoff, Building Official; Robert Dominguez, Administrative Services Director; Suzanne Ota, Community SerVices Manager; Karen Matcham, Recreation Supervisor; Deborah Clark, Library Manager; Duane Baker, Assistant to the City Manager; Susan Mickey, Management Analyst I; Jan Sutton, Deputy City Clerk; Shirr'l Griffin, Secretary; Joi Simpson, Office Specialist II; Jill Ecoff, Records Clerk; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Capt. Ron Bieberdorf, Rancho Cucamonga Police Department; and Debra J. Adams, Secretary. B. ANNOUNCEMENTS/PRESENTATIONS No announcements or presentations were made. C. COMMUNICATIONS FROM THE PUBLIC No communications were made from the public. D. BOARDBUSINESS D1. CONSIDERATION TO AMEND THE FISCAL YEAR 1994/95 MOU BETWEEN THE BOARD AND RANCHO CUCAMONGA FIREFIGHTERS LOCAL 2274 Staff report presented by Robert Dominguez, Administrative Services Director. President Alexander opened the meeting for public comment. Addressing the Board were: Fire Protection District Minutes Apdl 5, 1995 Page 2 Don Kurth, 10569 Apple, read a statement into the record which is on file in the City Clerk's office. Gary Christian, President of the Chamber of Commerce, stated the Chamber has concerns about the use of the utility tax money. They questioned what was prudently fiscal for the firefighters. There being no further input, public comments were closed. Coundlmember Gutierrez stated the Council has committed to reduce or eliminate the utility tax. He felt every time something goes wrong that it should not be blamed on the firefighters. He felt they should be paid what they deserve. He stated the Council is determined to lower the utility tax, and felt the City family should work together and not have the feelings they had in the past. Don Kurth stated he did not feel the firefighters are high risk. Coundlmember Williams stated she did not think there was a problem with the City family. She stated she did not think it was right to give one group of employees a raise when all employee groups cannot receive the same thing because the City cannot afford it. She inquired of the City Manager and the Administrative Services Director if the Fire Board should vote to approve this. Jack Lam, City Manager, stated the staff recommendation to these proposals in the past has been to not support them because of financial reasons. Robert Dominguez, Administrative Services Director, stated staff's recommendation is to not vote for it because of the financial impacts it would have on the City. Mayor Alexander stated the firefighters are not paid what other firefighters in the surrounding cities are paid and felt this should be approved tonight. Councilmember Curatalo stated he is in favor of phasing out the utility tax, but not at the expense of public safety. He did not think the firefighters make enough money for what they do. Councilmember Biane stated the City will do something with the utility tax this year. Don Kurth felt the Council should postpone this and not vote on it tonight. RESOLUTION NO. FD95-001 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, TO AMEND AN MOU FOR FISCAL YEAR 1994/95 BETWEEN THE BOARD AND RANCHO CUCAMONGA FIREFIGHTERS LOCAL 2274 MOTION: Moved by Curatalo, seconded by Biane to approve the MOU and Resolution No. FD95-001. Motion carried, 4-1 (VVilliams voted no) E. IDENTIFICATION OF ITEMS FOR NEXT MEETING No items were identified for the next meeting. Fire Protection District Minutes April 5, 1995 Page 3 F. ADJOURNMENT MOTION: Moved by Cumtalo, seconded by Biane to adjourn. Motion carded unanimously, 5-0.
