CALL TO ORDER An adjourned meeting of the Rancho Cucamonga City Council, Redevelopment Agency and Fire Protection Distdct was held on Thursday, June 6, 1996, in the Td Communitjes Room of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 5:35 p.m. by Mayor William J. Alexander. Present were Council/Agency/Boardmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams (arrived at 5:54 p.m.), and Mayor William J. Alexander. Also present were: Jack Lam, City Manager; Jerry B. Fulwood, Deputy City Manager; Linda D. Daniels, Redevelopment Agency Manager; Susan Stark, Finance Officer; Sandy Ramirez. Resource Services Supervisor; Ingrid Blair, GIS Supervisor; Rose Colum, Accountant; Jim Frost, City Treasurer; Deborah Clark, Library Manager; Rick Gomez, Community Development Director; Joe O'Neil, City Engineer; Shintu Bose, Deputy City Engineer; Dave Blevins, Public Works Maintenance Manager; Joe Stofa, Associate Engineer; Cindy Hackett, Associate Engineer; Brad Buller, City Planner; Bill Makshanoff, Building Official; Suzanne Ota, Community Services Manager; Kathy Sorensen, Recreation Superintendent; Paula Pachon, Management Analyst II; Captain Ron Bieberdorf and Lieutenant Joe Henry, Rancho Cucamonga Police Department; Chief L. Dennis Michael and Alex Ahumada, Administrative Services Officer, Rancho Cucamonga Fire Protection District; Duane Baker, Assistant to the City Manager; Diane O'Neal, Management Analyst II; and Debra J. Adams, City Clerk. B. ITEM OF DISCUSSION B1. DISCUSSION OF PROPOSED BUDGETS FOR FISCAL YEAR 1996/97 Jack Lam, City Manager, stated that at the last meeting the Council talked about allocating the Chamber addi~onal money, and added that Bill Holley, Executive Director for the Chamber, was present to talk about that. He also mentioned that the Etiwanda Historical Society had sent a letter requesting $1,000 for the Chaffey Garcia House for the monitored alarm system that was installed. He stated Route 66 representatives were present to talk about a request for money also. Bill Holley, Executive Director of the Chamber of Commerce, stated he and Jack Lam had talked and that he had also talked to the Chamber's Board of Directors about the money from the City. He reported that the Chamber is very delighted about the prospects of their future and that they want to conduct themselves as a business. Mr. Holley added they are looking at things differently so that if the City needs assistance or a service, they can check with the Chamber to provide that. He added they are not looking to be subsidized by receiving any money from the City. Mr. Holley stated they are looking to help the City and will be happy to assist whenever possible. Councilmember Gutierrez asked if Mr. Holley had any thoughts how they would generate revenue. Mr. Holley stated their purpose is to serve their clients and that they are working on contacting all businesses to noljfy them about this. He felt a strong business relationship between the Chamber and the City would benefit both agencies. Councilmember Guljerrez wondered how the Chamber would feel about such issues as the utility tax and if their position would change this year compared to last year. Mr. Holley stated the Board would act on issues as a body even though they may not all agree on all of the issues. Jack Lain, City Manager, stated he has had discussions with Councilmember Williams to discuss this issue so that she was aware of the Chamber's position. He also talked about the "Shop R.C." campaign. Mayor Alexander stated even though there may have been differences of opinion with the Chamber, he does respect their position. Councilmember Williams arrived at 5:54 p.m. Councilmember Biane suggested that there be a gateway from the I15 Freeway to the shopping area which he thought would help the retailers. Jack Lam, City Manager, stated staff could look into this and possibly redefine some of the dollars involved to do this. Jim Frost, Etiwanda Historical Society representative, stated they are requesting $1,000 to cover monthly costs for a security system and dedicated phone line for the year. Councilmember Gutierrez stated he supported this and felt the Council should approve this request. Mayor Alexander stated he supported this also, but that he would like to find out about the API monitoring system. He also asked that these types of requests be received by the Council earlier on in the budget process instead of at the last minute. Councilmember Biane stated he agreed with both Mayor Alexander and Councilmember Gutierrez. Councilmember Curatalo stated he also agreed. Derby Wheeler, Route 66 Visitors Center, stated they would propose that the Council give them $6,000 which would go towards paying for Mr, Lunde's volunteer time and other marketing ideas. Mayor Alexander felt this information should come to the Council earlier than it did. Mr. Wheeler distributed informational packets to the Council regarding his proposal. City Council/Redevelopment Agency/ Fire District Minutes June 6, 1996 Page 3 Jack Lam, City Manager, stated the staff has put a lot of thought and work into making this budget balanced so that it meets the City's goals. C. COMMUNICATIONS FROM THE PUBLIC No communication was made from the public. D. ADJOURNMENT MOTION: Moved by Gutierrez, seconded by Biane to adjourn the City Council, Redevelopment Agency and Fire Protection Distdct to Thursday, June 13, 1996, 5:30 p.m. in the Council Chambers located at 10500 Civic Center Drive, Rancho Cucamonga, California, to adopt the City and Redevelopment Agency budgets, and to adopt the preliminary budget for the Fire Protection District. Motion carried unanimously, 5-0.
