CALL TO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 15, 1996, in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:05 p.m. by President William J. Alexander. Present were Boardmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and President William J. Alexander. Also present were: Jack Lam, City Manager; James Markman, City Attorney; Jerry B. Fulwood, Deputy City Manager; Linda D. Daniels, Redevelopment Manager; Rick Gomez, Community Development Director; Brad Buller, City Planner; Larry Henderson, Principal Planner; Joe O'Neil, City Engineer; Shintu Bose, Deputy City Engineer; Dave Bierins, Public Works Maintenance Manager; Cindy Hackett, Associate Engineer; Bob Zetterberg, Integrated Waste Coordinator; Bill Makshanoff, Building Official; Robert Dominguez, Administrative Services Director; Susan Stark, Finance Officer; Ingrid Blair, GIS Supervisor; Jim Frost, City Treasurer; Diane O'Neal, Management Analyst II; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; and Debra J. Adams, Secretary. B. ANNOUNCEMENTS/PRESENTATIONS B1. Presentation of Proclamation Declaring the Week of Mary 19 through May 25, 1996 as National Emergency Medical Services Week. President Alexander presented the proclamation to Ron Mayfield and some of the firefighters. C. COMMUNICATIONS FROM THE PUBLIC C1. Jill Anderson commended the Fire Department for their attention to a hit and run accident her child was involved in. D. CONSENT CALENDAR D1. Approval of Minutes: March 20, 1996 April 17, 1996 D2. Approval to receive and file current Investment Schedule as of April 30, 1996. Fire Protection District Minutes May 15, 1996 Page 2 D3. Approval of General Fund 01 Monthly Expenditure Report for April, 1996 in the amount of $480,487.12. D4. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for April 1996 in the amount of $162,630.41. D5. Approval to amend Fiscal Year 1995/96 Appropriations. D6. Approval to reinstate Steven K. Taylor to a formerly held existing Firefighter vacancy. D7. Approval to execute an amendment to the contract (CO FD90-006) between the Board of Administration of the Public Employee's Retirement System and the Board of Directors of the Rancho Cucamonga Fire Protection District. RESOLUTION NO. FD96-006 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, AUTHORIZING AN AMENDMENT TO THE CONTRACT D8. Approval of Amendment No. 1 (CO FD94-004) to Helicopter Base Station sublease and agreement between Rancho Cucamonga Fire Protection District and Mercy Air Service, Inc. Amending Section 1 "Rent" and Section 2 "Term and Termination". MOTION: Moved by Gutierrez, seconded by Biane to approve the staff recommendations in the staff reports contained in the Consent Calendar. Motion carried unanimously, 5-0. E. ADVERTISED PUBLIC HEARINGS El. CONSIDERATION OF A RESOLUTION ESTABLISHING THE ANNUAL SPECIAL TAX RATES (NO INCREASE IN SPECIAL TAX RATES ARE RECOMMENDED) FOR FISCAL YEAR 1996/97 IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 88-1 Staff report presented by Chief Dennis Michael, Fire District. President Alexander opened the meeting for public hearing. Addressing the Fire Board was: Ron Walls, resident of the City, asked what the increase would be. Chief Michael, Fire District, explained the information that was included in the agenda packet. Ron Walls asked how much was in the fund and how much does it cost to build a fire station. Chief Michael, Fire District, stated there is currently $1.2 million in the reserve fund and that it costs between $2.5 and $3 million to build a fire station. There being no further response, the public hearing was closed. RESOLUTION NO. FD96-007 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, ESTABLISHING ANNUAL SPECIAL TAX FOR COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR THE FISCAL YEAR 1996/97 Fire Protection District Minutes May 15, 1996 Page 3 MOTION: Moved by Biane, seconded by Curatalo to approve Res FD96-007. Motion carried unanimously, 5-0. E2. CONSIDERATION OF APPROVAL FOR FIRST READING OF AN ORDINANCE AUTHORIZING THE ANNUAL LEVY OF A SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1996/97 Staff report presented by Chief Dennis Michael, Fire District. President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed. Debra J. Adams read the title of Ordinance FD26. ORDINANCE NO. FD26 AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1996/97 MOTION: Moved by Curatalo, seconded by Gutierrez to waive full reading and set second reading for the next meeting held by the Fire Board. Motion carried unanimously, 5-0. F. IDENTIFICATION OF ITEMS FOR NEXT MEETING No items were identified for the next meeting. G. ADJOURNMENT MOTION: Moved by Biane, seconded by Gutierrez to adjourn to a budget workshop to be held May 30, 1996, 5:30 p.m. in the Td-Communities Conference Room. Motion carded unanimously, 5-0.
