CITY OF RANCHO CUCAMONGA
FIRE PROTECTION DISTRICT MINUTES
Regular Meeting
A. CALL TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, December 3,
1997, in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. The meeting was called to order at 7:25 p.m. by President William J. Alexander.
Present were Boardmembers: Paul Biane, James Curatalo, Diane Williams, and President William J.
Alexander.
Also present were: Jack Lam, City Manager; James Markman, City Attorney; Linda Daniels, RDA Manager;
Jan Reynolds, RDA Analyst; Brad Buller, City Planner; Tom Grahn, Associate Planner; Shintu Bose, Deputy
City Engineer; Bill Makshanoff, Building Official; Larry Temple, Administrative Services Director; Suzanne Ota,
Community Services Manager; Deborah Clark, Library Manager; Duane Baker, Assistant to the City Manager;
Diane O'Neal, Management Analyst II; Jennifer Haruyama, Management Analyst I; Chief Dennis Michael,
Rancho Cucamonga Fire Protection District; Ralph Crane, Battalion Chief/Fire Marshal; Captain Rodney
Hoops, Rancho Cucamonga Police Department; and Debra J. Adams, Secretary.
Absent was: Boardmember Rex Gutierrez.
B. ANNOUNCEMENTS/PRESENTATIONS
B1. Presentation of a Proclamation to Gary Hall recognizing his heroic actions in extinguishing a mobile
home fire at the Pines Mobile Home Park.
Proclamation presented to Gary Hall.
Chief Dennis Michael, Rancho Cucamonga Fire Protection District, talked about the incident and the heroic
efforts of Mr. Hall.

D. CONSENT CALENDAR
D1. Approval of Minutes: November 5, 1997 (Williams absent)
D2. Approval to receive and file current Investment Schedule as of November 30, 1997.
D3. Approval of General Fund 01 Monthly Expenditure Report for November, 1997 in the amount of
$472,782.28.
D4. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for November, 1997 in the
amount of $162,453.54.
MOTION: Moved by Biane, seconded by Curatalo to approve the staff recommendations in the staff reports
contained in the Consent Calendar. Motion carried unanimously, 4-0-1 (Gutierrez absent).
E. ADVERTISED PUBLIC HEARINGS
El. CONSIDERATION OF A RESOLUTION TO ADJUST THE FIRE DISTRICT'S FEE SCHEDULE BY
MODIFYING CERTAIN FEES (CONTINUED FROM NOVEMBER 5, 1997)
RESOLUTION FD97-019
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA,
CALIFORNIA, ESTABLISHING AND MODIFYING CERTAIN FEES ADOPTED IN
RESOLUTION 96-012
Staff report presented by Chief Dennis Michael.
President Alexander asked if there would be any increases next year.
Chief Michael stated no.
It was pointed out some of these fees are pay for service and that is why they are being charged; therefore,
the Fire District can stay competitive with other cities.
President Alexander opened the meeting for public hearing. There being no response, the public hearing was
closed.
MOTION: Moved by Curatalo, seconded by Biane to approve Resolution No. FD97-019. Motion carried
unanimously, 4-0-1 (Gutierrez absent).
F. IDENTIFICATION OF ITEMS FOR NEXT MEETING
No items were identified for the next meeting.

G. ADJOURNMENT
MOTION: Moved by Biane, seconded by Curatalo to recess to the conclusion of the City Council meeting for
an executive session to discuss Labor Negotiations per Government Code Section 54957.6 to give Larry
Temple, Administrative Services Director, direction in regards to the Meet and Confer Process. Motion carried
unanimously, 4-0-1 (Gutierrez absent). The meeting recessed at 7:37 p.m. No action was taken in executive
session.
