CITY OF RANCHO CUCAMONGA
FIRE PROTECTION DISTRICT MINUTES
Regular Meeting
A. CALL TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, October 15,
1997, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive., Rancho Cucamonga,
California. The meeting was called to order at 7:17 p.m. by President William J. Alexander.
Present were Boardmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and President
William J. Alexander.
Also present were: Jack Lam, City Manager; James Markman, City Attorney; Jerry Fulwood, Deputy City
Manager; Linda Daniels, RDA Manager; Rick Gomez, Community Development Director; Brad Buller, City
Planner; Tom Grahn, Associate Planner; Cathy Morris, Planning Technician; Shintu Bose, Deputy City
Engineer; Dan James, Sr. Civil Engineer; Bob Zetterberg, Integrated Waste Coordinator; Laura Bonaccorsi,
Landscape Designer; Bill Makshanoff, Building Official; Jim Frost, City Treasurer; Suzanne Ota, Community
Services Manager; Dave Moore, Recreation Superintendent; Deborah Clark, Library Manager; Diane O'Neal,
Management Analyst II; Jennifer Haruyama, Management Analyst I; Chief Dennis Michael, Rancho
Cucamonga Fire Protection District; Captain Rodney Hoops, Rancho Cucamonga Police Department; and
Debra J. Adams, Secretary.
Absent was: Boardmember Paul Biane.
B. ANNOUNCEMENTS/PRESENTATIONS
B1. Steve Wilkerson with Pop Warner commended the fire and police departments for what they had done
because of the fire at the trailer.
The Fire District presented Pop Warner with a check in the amount of $1,000 from a hot dog stand sale they
had to help out Pop Warner because of their loss.
C. COMMUNICATIONS FROM THE PUBLIC
No communications were made from the public.

D. CONSENT CALENDAR
D1. Approval to receive and file current Investment Schedule as of September 30, 1997.
D2. Approval of General Fund 01 Monthly Expenditure Report for September 1997, in the amount of
$448,924.28.
D3. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for September 1997, in the
amount of $167,164.20.
MOTION: Moved by Williams, seconded by Gutierrez to approve the Consent Calendar. Motion carried
unanimously, 4-0-1 (Biane absent).
E. ADVERTISED PUBLIC HEARINGS
El. CONSIDERATION OF ADOPTION OF A RESOLUTION DECLARING ANNEXATION OF
TERRITORY TO COMMUNITY FACILITIES DISTRICT NO. 85-1, CALLING A SPECIAL ELECTION AND
AUTHORIZING SUBMITTAL OF LEVY OF SPECIAL TAXES TO THE QUALIFIED ELECTORS (CONTINUED
FROM OCTOBER 1, 1997)
Staff report presented by Chief Dennis Michael. He also reported that Warren Diven, legal counsel, was
present to answer any questions the Board might have.
President Alexander opened the meeting for public hearing. Addressing the Fire Board was:
Bruce Strickland of Griffin Industries stated he supported this and is ready to vote tonight.
There being no response, the public hearing was closed.
RESOLUTION NO. FD 97-017
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, CALIFORNIA, DECLARING THE
ANNEXATION OF TERRITORY TO AN EXISTING COMMUNITY FACILITIES
DISTRICT, CALLING A SPECIAL ELECTION AND AUTHORIZING SUBMITTAL OF
LEVY OF SPECIAL TAXES TO THE QUALIFIED ELECTORS
MOTION: Moved by Curatalo, seconded by Gutierrez to approve Resolution No. FD 97-017. Motion carried
unanimously, 4-0-1 (Biane absent).
MOTION: Moved by Curatalo, seconded by Williams to recess so that the ballots could be distributed, voted
and canvassed. Motion carried 4-0-1 (Biane).
A recess was taken at 7:28 p.m. The Board reconvened at 8:15 p.m. with all Boardmembers present except
Boardmember Biane.
President Alexander announced that 79 votes had been cast with there being 79 votes for the levy of the
special tax in Community Facilities District No. 85-1, Annexation 97-1.

RESULTS OF A SPECIAL ELECTION IN COMMUNITY FACILITIES DISTRICT NO.

MOTION: Moved by Curatalo, seconded by Williams to approve Resolution No. FD 97-018. Motion carried
4-0-1 (Biane).
E3. INTRODUCTION AND WAIVER OF FIRST READING OF AN ORDINANCE AUTHORIZING THE
LEVY OF A SPECIAL TAX IN COMMUNITY FACILITIES DISTRICT NO. 85-1, ANNEXATION NO. 97-1
(CONTINUED FROM OCTOBER 1, 1997)

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, CALIFORNIA, AUTHORIZING THE
LEVY OF A SPECIAL TAX IN COMMUNITY FACILITIES DISTRICT NO. 85-1,
ANNEXATION 97-1
MOTION: Moved by Gutierrez, seconded by Curatalo to waive full reading and set second reading of
Ordinance No. FD 28 for the November 5 meeting. Motion carried unanimously, 4-0-1 (Biane).
F. IDENTIFICATION OF ITEMS FOR NEXT MEETING
No items were identified for the next meeting.
G. ADJOURNMENT
MOTION: Moved by Gutierrez, seconded by Curatalo to recess to the conclusion of the Council meeting for
an executive session to discuss Labor Negotiations per Government Code Section 54957.6 to give Larry
Temple, Administrative Services Director, direction in regards to the meet and confer process. Motion carried
unanimously, 4-0-1 (Biane). The meeting recessed at 8:20 p.m. No action was taken in executive session.
