CALL TO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, October 1, 1997, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive., Rancho Cucamonga, California. The meeting was called to order at 7:10 p.m. by President William J. Alexander. Present were Boardmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and President William J. Alexander. Also present were: Jack Lam, City Manager; Bill Curley, Deputy City Attorney; Jerry Fulwood, Deputy City Manager; Linda Daniels, RDA Manager; Jan Reynolds, RDA Analyst; Cathy Wahlstrom, RDA Analyst; Brad Buller, City Planner; Joe O'Neil, City Engineer; Jon Gillespie, Traffic Engineer; Bill Makshanoff, Building Official; Deborah Clark, Library Manager; Jennifer Haruyama, Management Analyst I; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Captain Rodney Hoops, Rancho Cucamonga Police Department; and Debra J. Adams, Secretary. B. ANNOUNCEMENTS/PRESENTATIONS B1. Presentation of a Proclamation declaring the week of October 5 - 11, 1997, as Fire Prevention Week. President Alexander presented the Proclamation to Chief Dennis Michael. Chief Michael reminded everyone that there would be an open house at the Jersey Station on October 11 from 10:00 a.m. to 3:00 p.m. B2. Presentation of a Proclamation acknowledging the efforts of citizens who extinguished a vehicle fire and prevented the spread of fire to the Villa Del Norte complex. President Alexander presented Proclamations to Tony Montes, Miguel Sabala, Lionel Rodriguez Jr. and Lionel Rodriguez Sr. B3. Presentation of a Proclamation acknowledging the efforts of students at Alta Loma High School in saving the life of a drowning victim. Presentation by the California Highway Patrol to Fire Captain Paul Lenze. John Fogerty of the California Highway Patrol office in Barstow made the presentation to Paul Lenze. C. COMMUNICATIONS FROM THE PUBLIC No communications were made from the public. D1. D2. D. CONSENT CALENDAR Approval of Minutes: August 14, 1997 (adjourned meeting) August 20, 1997 September 3, 1997 Approval to receive and file current Investment Schedule as of August 31, 1997. D3. Approval of General Fund 01 Monthly Expenditure Report for August 1997, in the amount of $454,442.60. D4. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for August, 1997 in the amount of $174,813.76. D5. Approval of Professional Services Agreement (CO FD97-009) with Bucknam & Associates, Inc., to provide a program development plan in compliance with the Americans with Disabilities Act for the City's Fire Protection District's facilities, to be funded from Account No. 01-30-6822, in the amount of $12,000.00. MOTION: Moved by Biane, seconded by Curatalo to approve the staff recommendations in the staff reports contained in the Consent Calendar. Motion carried unanimously, 5-0. E. CONSIDERATION OF ADOPTION OF A RESOLUTION DECLARING ANNEXATION OF TERRITORY TO COMMUNITY FACILITIES DISTRICT NO. 85-1, CALLING A SPECIAL ELECTION AND AUTHORIZING SUBMITTAL OF LEVY OF SPECIAL TAXES TO THE QUALIFIED ELECTORS (TO BE CONTINUED TO OCTOBER 15, 1997) RESOLUTION NO. FD 97-017 RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, CALIFORNIA, DECLARING THE ANNEXATION OF TERRITORY TO AN EXISTING COMMUNITY FACILITIES DISTRICT, CALLING A SPECIAL ELECTION AND AUTHORIZING SUBMITTAL OF LEVY OF SPECIAL TAXES TO THE QUALIFIED ELECTORS Fire Protection District Minutes October 1, 1997 Page 3 E2. CONSIDERATION OF A RESOLUTION DECLARING RESULTS OF A SPECIAL ELECTION IN COMMUNI'FY FACILITIES DISTRICT NO. 85-1, ANNEXATION NO. 97-1 (TO BE CONTINUED TO OCTOBER '15, 1997) RESOLUTION NO. FD 97-018 RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, CALIFORNIA, DECLARING THE RESULTS OF A SPECIAL ELECTION IN COMMUNITY FACILITIES DISTRICT NO. 85-1, ANNEXATION NO., 97-1 E3. INTRODUCTION AND WAIVER OF FIRST READING OF AN ORDINANCE AUTHORIZING THE LEVY OF A SPECIAL TAX IN COMMUNITY FACILITIES DISTRICT NO. 85-5, ANNEXATION NO. 97-1 (TO BE CONTINUED TO OCTOBER 15, 1997) ORDINANCE NO. FD28 (first reading) AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN COMMUNITY FACILITIES DISTRICT NO. 85-1, ANNEXATION 97-1 Chief Dennis Michael stated it is requested that Items El, E2 & E3 be postponed until the October 15 meeting so that the proper advertising can take place. President Alexander opened the meeting for public hearing for those that could not attend the October 15 meeting. There being no response, the public hearing was closed until October 15, 1997. MOTION: Moved by Biane, seconded by Williams to continue items El, E2, E3 until October 15, 1997. Motion carried unanimously, 5-0. F. BOARD BUSINESS Fl. UPDATE ON EMERGENCY FIRE DISPATCH SERVICES - Oral Report Chief Dennis Michael stated a task force has been created representing the five west end cities to be reviewing alternatives to separate the police and fire dispatch center so that the fire dispatch center would become a stand alone center. He stated as of today he has received a report from the task force and that the west end chiefs will be meeting tomorrow to discuss this. He stated the alternatives in the report include 1) leaving the existing location in Ontario as is, 2) move it to another facility in a City-owned building within the City of Ontario, and 3) acquire our own building for fire dispatching. He stated there are also a couple of political considerations which will come back before the Board once there is consensus between the five fire agencies on policy items. He stated one of the policy items will be the organization structure and that we currently contract with the City of Ontario for fire dispatch services. He stated this can be continued or the other alternative would be to move it into the joint power authority that the five agencies belong to entitled the "Fire and Emergency Response Authority." He stated that currently the police department for Ontario oversees the dispatching operations for fire and that they believe in the best interest of all the agencies, the fire chiefs would like to see this separation occur. He added they have a target date of July 1, 1998. ACTION: Report received and filed. Fire Protection District Minutes October 1, 1997 Page 4 G. IDENTIFICATION OF ITEMS FOR NEXT MEETING No items were identified for the next meeting. H. ADJOURNMENT MOTION: Moved by Curatalo, seconded by Biane to recess to executive session to discuss Labor Negotiations per Government Code Section 54957.6 to give Larry Temple, Administrative Services Director, direction in regards to the Meet and Confer process.
