FIRE PROTECTION DISTRICT MINUTES
Adjoumed Meeting
A. CALL TO ORDER
An adjourned meeting of the Rancho Cucamonga Fire Protection District was held on Thursday, August 14, 1997, in
the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. The
meeting was called to order at 5:48 p.m. by President William J. Alexander.
Present were members: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and President William J. Alexander.
Also present were: Jack Lam, City Manager; Jerry B. Fulwood, Deputy City Manager; Linda D. Daniels, Redevelopment
Agency Manager; Larry Temple, Administrative Services Director; Susan Stark, Finance Officer; Ingrid Blair, GIS
Supervisor; Sandy Ramirez, Resource Services Supervisor; Rose Colum, Accountant; Kathy James, Sr. Account
Technician; Alex Ahumada, Administrative Services Officer; Rick Gomez, Community Development Director; Joe
O'Neil, City Engineer; Shintu Bose, Deputy City Engineer; Suzanne Ota, Community Services Manager; Paula Pachon,
Management Analyst II; Deborah Clark, Library Manager; L. Dennis Michael, Fire Chief; Rodney Hoops, Police Chief;

B. PUBLIC HEARINGS
1. CONSIDERATION TO ADOPT THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT
GENERAL FUND PRELIMINARY BUDGET IN THE AMOUNT OF $7.325.640.00 FOR FISCAL YEAR 1997/98

Boardmember Williams felt the Fire District budget is very easy to understand and felt the City and RDA budgets should
be done this same way which includes more detail.
Boardmember Biane stated there is a $650,000 transfer from the general fund to the Fire District and that this is done
every year, but indicated they only spend a portion of this. He felt the extra money instead of going back into reserves
should be spent on computers and books for the Library.
Jack Lam, City Manager, stated the funds that are transferred to the Fire District are to cover estimated expenses they
have for their department. He stated because they are general funds from the City, whatever funds that are not expended
cannot be put into the reserves of the District, but have to go back into the reserves of the City. He stated they do not
know what will be left over until the end of the year, or the audit is done to determine how much exactly. He stated at
that time, the Council can make a decision as to what they want to do with the reserve funds.
Boardmember Biane stated he felt reserves were important, but felt there was enough there that they could earmark some
of this money to go back into the community, such as for the Library.

Jack Lam, City Manager, stated once the audit is completed in October, it can come to the Council for direction for what
to do with the money whether it should go in reserves or spend it on a specific project.
Boardmember Williams felt after the audit is complete, she would like to know what the report says.
Boardmembers Biane and Curatalo agreed.
President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed.
MOTION: Moved by Williams, seconded by Gutierrez to approve the general fund preliminary budget. Motion carried
unanimously 5-0
2. CONSIDERATION TO ADOPT THE FISCAL YEAR 1997/98 GENERAL FUND ARTICLE XIII-B
APPROPRIATIONS LIMIT IN THE AMOUNT OF $9.022.860.00

President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed.
RESOLUTION NO. FD 97-007
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE
PROTECTION DISTRICT, CALIFORNIA, ESTABLISHING THE GENERAL FUND
APPROPRIATIONS LIMIT FOR FISCAL YEAR 1997/98 PURSUANT TO ARTICLE XIII-B OF
THE CALIFORNIA CONSTITUTION
MOTION: Moved by Biane, seconded by Curatalo to approve Resolution No. FD 97-007..Motion carried unanimously
5-0.
3. CONSIDERATION OF APPROVAL OF RESOLUTIONS ADOPTING A BUDGET IN THE AMOUNT OF
$2.601.120.00. ESTABLISHING AN APPROPRIATIONS LIMIT IN THE AMOUNT OF $4.706.300.00. AND
ESTABLISHING THE MAXIMUM SPECIAL TAX THAT COULD BE LEVIED IN COMMUNITY FACILITIES
DISTRICT NO. 85-1 FOR FISCAL YEAR 1997/98

MOTION: Moved by Curatalo, seconded by Biane to approve Resolution Nos. FD 97-008, 97-009, and 97-010.
Motion carried unanimously 5-0
4. CONSIDERATION OF APPROVAL OF RESOLUTIONS ADOPTING A BUDGET IN THE AMOUNT OF
$343.000.00 AND APPROVING THE APPROPRIATIONS LIMIT IN THE AMOUNT OF $319.430.00 FOR FISCAL
YEAR 1997/98 IN COMMUNITY FACILITIES DISTRICT NO. 88-1
