CALL TO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, December 18, 1996, in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:05 p.m. by President William J. Alexander. Present were Boardmembers: Paul Biane, James Curatalo, Rex Gutierrez, Diane Williams, and President William J. Alexander. Also present were: Jack Lam, City Manager; James Markman, City Attorney; Jerry B. Fulwood, Deputy City Manager; Linda Daniels, RDA Manager; Rick Gomez, Community Development Director; Larry Henderson, Principal Planner; Shintu Bose, Deputy City Engineer; Paul Rougeau, Traffic Engineer; Bob Zetterberg, Integrated Waste Coordinator; Bill Makshanoff, Building Official; Larry Temple, Administrative Services Director; Sandy Ramirez, Resource Services Supervisor; Jim Frost, City Treasurer; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Capt. Ron Bieberdorf, Rancho Cucamonga Police Department; and Debra J. Adams, Secretary. B. ANNOUNCEMENTS/PRESENTATIONS No announcements or presentations were made. C. COMMUNICATIONS FROM THE PUBLIC C1. Jim Frost, City Treasurer, commended the Fire Department on the great job they had done last evening. He stated they did an excellent job and thanked them for what they did. Boardmember Curatalo also thanked the Fire Chief and his staff for the great job they did. Boardmember Biane stated he was also at the Command Center with Boardmember Curatalo and others and pointed out that not only is the Fire District out fighting fires, but they are trying to be more efficient economically as well as shown in one of the items on the agenda. CONSENT CALENDAR Approval of Minutes: November 6, 1996 Approval to receive and file current Investment Schedule as of November 30, 1996. Approval of General Fund 01 Monthly Expenditure Report for November, 1996 in the amount of $405,480.27. D4. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for November, 1996 in the amount of $138,365.83. D5. Approval to extend the existing land use lease (CO FD92-004) for Fire Station #173 between San Bernardino County Flood Control Distdct and Rancho Cucamonga Fire Protection District for an additional five years. MOTION: Moved by Biane, seconded by Curatalo to approve the staff recommendations in the staff reports contained in the Consent Calendar. Motion carried unanimously, 5-0. E. STAFF REPORTS CONSIDERATION OF APPROVAL OF A CITY-WIDE SHARPS DISPOSAL PROGRAM Staff report El. presented by Chief Dennis Michael, Fire District. Boardmember Gutierrez inquired if the trash bills would have the notice included. Chief Michael, Fire District, stated yes. Boardmember Gutierrez suggested this also be put in the Grapevine for greater publicity. Chief Michael, Fire District, stated they are working on this. MOTION: Moved by Curatalo, seconded by Biane to approve staffs recommendation. Motion carried unanimously, 5-0. President Alexander thanked Joe Avakian who was present tonight and also all of the trash haulers for their involvement in this program. F. IDENTIFICATION OF ITEMS FOR NEXT MEETING No items were identified for the next meeting. Fire Protection District Minutes December 18, 1996 Page 3 G. ADJOURNMENT MOTION: Moved by Biane, seconded by Williams to recess to the conclusion of the City Council meeting for an Executive Session to occur regarding Labor Negotiations per Government Code Section 54957.6 to give Andrew Arczynski, Assistant City Attorney, direction in regards to the Meet and Confer process relating to the Fire Union, Fire Support and Fire Management. Motion carried unanimously, 5-0. The meeting recessed at 7:16 p.m. No action was taken in Executive Session. R~.3ectfully submitted, Secretary Approved: February 5, 1997
