B. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Planning Commission on any
item listed or not listed on the agenda. State law prohibits the Commission from addressing any
issue not previously included on the Agenda. The Commission may receive testimony and set
the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the
Chair, depending upon the number of individual members of the audience. This is a professional
business meeting and courtesy and decorum are expected. Please refrain from any debate
between audience and speaker, making loud noises or engaging in any activity which might be
disruptive to the decorum of the meeting.

C. DISCUSSION ITEMS PLANNING COMMISSION
C1. NORTH EASTERN SPHERE ANNEXATION SPECIFIC PLAN DRC2015-00750 — CITY OF
RANCHO CUCAMONGA - A Planning Commission Workshop to review the proposed
development areas of the North Eastern Sphere Annexation Project (NESAP). Related
applications include: General Plan Amendment DRC2015-00749, Zoning Map Amendment

DRC2015-00752, Etiwanda North Specific Plan Amendment DRC2015-00750, North Eastern
Sphere Annexation DRC2015-00732, and related Environmental Impact Report
Torn Grahn, Associate Planner: gave a brief overview of the staff report and PowerPoint presentation (copy
on file). He introduced the applicants team: David Sargent and John Baucke of Sargent Town Planning.
Mr. Gratin noted 4 community workshops have been held and this is the 2" Commission workshop. He said
some opposition has been received at these meetings. They gave a PowerPoint presentation (copy on file)
and gave the opportunity to ask questions and.
Chairman Oaxaca asked what drives the number of dwelling units proposed for the project
Mr: Sargent said they are looking for a 'complete cormunity'. •
The Commissioners had a general discussion regarding density, project feasibility and the E1R.
Mr. Sargent noted that the County should be part of the EIR process because they are not selling the property
to the City. He said the County would surely object if we annexed the property and then did nothing.
The Commissioners had a general discussion about explaining the value of the project, our inability to provide
some requested information about the EIR to the public because it has not been written yet, it is not available.
The Commissioners noted all alternatives should be explored in the EIR. The public has a construed
perception of what is proposed. they are seeing a project rather than a long-range plan that also has a
conservation component. They are also seeing it as a "done -deal" rather than something that has a lot of
vetting, many options to consider and many hurdles to cross before anything could take place. Most people
only hear the projected number of units and ignore the benefits of local control and our conservation efforts.
Mr. Sargent proceeded with a discussion about possible types of development and the scale of the buildings.
He said there is no need for traditional big apartment buildings as far as 'hitting a number' of dwelling units.
He talked about placement of taller buildings in the area of the old gravel pit to help preserve views site lines
and establishing an intimate feel of the development with walkability (wider sidewalks). He said in spite of
projected ratios of rental units versus ownership, folks should understand that a person can purchase a home
and later rent it oul which would negate any pre-set ratios. He also noted the trend of "renting by choice".
They proceeded to a general discussion re: uses.
Mike Smith, Senior Planner noted that for the Empire Lakes project they looked at compatibility of uses and
eliminated uses that were not compatible.

Mr. Sargent noted they should look at both the use and the size of the use to help preserve the village feet
of the town center part of the development and also the variety of residential types offered including large lot
homes.
The Commissioners offered the following wrap up comments:
Commissioner Munoz said he likes the terraced levels of development shown in the presentation. He said
the message to the public has to include that the "no -build" option also means no control and that the worst
case alternative scenarios also have to be discussed in the environmental documents.
Commissioner Macias said he is comfortable with the general direction and he likes the village atmosphere
• and the mix of product.
Chairman Oaxaca said they need to work orr delivering the message as to how we explain how we can drive
the character of the development. He said he supports working with the grade and preserve the natural
contours. He said he likes the variety of setbacks and entries shov+m in the presentation.

Commissioner Wimberly said they are on the right track and he agreed they should work on messaging and
explain what happens if we do not do this plan.

TO ADDRESS THE PLANNING COMMISSION
The Planning Commission encourages free expression of all points of view. To allow all persons to speak, given the
length of the agenda, please keep your remarks brief. If others have already expressed your position, you may simply
indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entir
group. To encourage all views and promote courtesy to others. the audience should refrain from clapping, booing o
shouts of approval or disagreement from the audience.
The public may address the Planning Commission on any agenda item. To address the Planning Commission, please
come forward to the podium located at the center of the staff table. State your name for the record and speak into the
microphone. After speaking, please sign in on the clipboard located next to the speaker's podium. It is important to list
Your name, address and the agenda item letter your comments refer to. Comments are generally limited to 5 minutes
per individual.
If you wish to speak concerning an item not on the agenda, you may do so under "Public Comments." There is
opportunity to speak under this section prior to the end of the agenda.
If you need special assistance or accommodations to participate in this meeting, please contact
the Planning Department at 1909) 477-2750. Notification of 48 hours prior to the meeting will
enable the City to make reasonable arrangements to ensure accessibility. Listening devices are
available for the hearing impaired.
Any handouts for the Planning Commission should be given to the Planning Commission Secretary for distribution to
the Commissioners. A copy of any such materials should also be provided to the Secretary to be used for the official
public record.
All requests for items to be placed on a Planning Commission agenda must be in writing. Requests for scheduling
agenda items will be at the discretion of the Commission and the Planning Director.
AVAILABILITY OF STAFF REPORTS
Copies of the staff reports or other documentation to each agenda item are on file in the offices of the Plannin
Department, City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California 91730. These document
are available for public inspections during regular business hours, Monday through Thursday, 7.00 a.m. to 6 00 p.m.,
except for legal City holidays.

APPEALS
Any interested party who disagrees with the City Planning Commission decision may appeal the Commission's decision
to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk's Office and must be
accompanied by a fee of $2,725 for all decisions of the Commission. (Fees are established and governed by the City
Council).
Please turn off all cellular phones and pagers while the meeting is in session.
