This is the time and place for the general public to address the Historic Preservation
Commission or Planning Commission on any item listed or not listed on the agenda. State law
prohibits the Commission from addressing any issue not previously included on the Agenda.
The Commission may receive testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the
Chair, depending upon the number of individual members of the audience. This is a professional
business meeting and courtesy and decorum are expected. Please refrain from any debate
between audience and speaker, making loud noises or engaging in any activity which might be
disruptive to the decorum of the meeting.

C1. PRESENTATION OF A RESOLUTION OF COMMENDATION FOR JEFF BLOOM,
RETIRING DEPUTY CITY MANAGER!ECONOMIC AND COMMUNITY DEVELOPMENT
Chainnan Oaxaca made the presentation.
Jeff Bloom, Deputy City Manager/Economic and Community Development, thanked the
Commission and staff for their friendship. He remarked that the needs of cities have changed
since the 80s when he started with .some of his colleagues. He said we are now responding
to the demands of 2017 and he can see the fruit of our work done in earlier years.
C2. PRESENTATION OF A RESOLUTION OF COMMENDATION HONORING
COMMISSIONER RICHARD B. FLETCHER
Chairman Oaxaca announced Commissioner Fletcher could not be present and the
presentation will be made at another time.

E. DIRECTOR'S STAFF REPORTS/HISTORIC PRESERVATION

The following items do not legally require any public testimony, although the Chairman may
open the meeting for public input.
• El. UPDATE ON THE STATUS OF THE CHINATOWN HOUSE LOCATED AT 9591 SAN
BERNARDINO ROAD —ORAL REPORT
Candyce Burnett, City Planner: gave the report. She noted CVWD owns the property and to
our knowledge it is up for sale. She said the water district has money set aside in their budget
to shore up the building but they are waiting to see if the property sale is completed. At that
time, the City will be able to determine a strategy.
Commissioner Wimberly expressed concern over the "demolition by neglectaspect of the
property. He said they are not improving the quality of the building or site.
E2. UPDATE ON POTENTIAL DEVELOPMENT CODE AMENDMENT APPLICABLE TO
HAUNTED HOUSES IN RESIDENTIAL DISTRICTS
Dat Tran, Assistant Planner; gave the report. The Secretary received and filed the report.
E3. UPDATE ON URGENCY ORDINANCE ADOPTED BY CITY COUNCIL APPLICABLE TO
NEW HOTEL DEVELOPMENT
Jennifer Nakamura, Associate Planner, gave the report.
Commissioner Munoz appreciated staff recognizing that times are changing and for doing the
right thing for the community.
• Commissioner Wimberly expressed concern that other cities are experiencing a lowered
clientele in some hotel as people are living there. He asked what controls will be placed on
new hotels corning in and what can the City do to protect City interests and public safety.

Ms. Nakamura noted there are a number of negative impacts that will be reviewed.
Chairman Oaxaca asked if the ordinance will impact hotel development already it? progress.
Ms. Nakamura said it will not affect projects in the process that have been deemed complete
not will it affect those projects already approved by the Commission.
Chairman Oaxaca asked if we can look at the calls for service metrically.
Ms. Nakamura said we are focusing on the types of calls for service and then causes rather •
than just the number of calls. She said we do not want to create unsafe spaces.

Dominick Perez, Associate Planner gave the staff report and PowerPoint presentation (copy
on file).
Michael Sizemore, the applicant, noted that Mr. Perez did an outstanding job through the
process.
Chairman Oaxaca opened the public hearing.
Thornas Reese of the LIUNA Labor Union said his union supports the project because it
improves the area that is underutilized and provides sidewalks and landscape, creates jobs
and contributes to worker pensions. •

Commissioner Macias said the project was well thought out and he offered support.
Commissioner Wimberly agreed and said he worked with the applicant at the DRC. He said
the project will enhance the area.
Commissioner Munoz was the report was excellent and thanked staff and the applicant.
Moved by Munoz seconded by Wimberly carried 4-0-1(Fletcher absent) to adopt the Mitigated
• Negative Declaration of environmental impacts for the project and the Resolutions of Approval
for Tentative Parcel Map SUBTPM19823, Design Review DRC2017-00402, Uniform Sign

G. COMMISSION BUSINESS/HISTORIC PRESERVATION AND
PLANNING COMMISSION
INTER -AGENCY UPDATES:
Commissioner Munoz reported on the activities of the League of California Cities (detailed copy orr file)
including the passing of SB1 (Transportation Funding). The Board will not support opposition but focus
on measure to protect revenues earmarked for transportation (ACA-5 will accomplish this re: motor
vehicle registration fees). They also support SB% (Park and water bond), SB3 (Housing bond) and
oppose a pending ballot measure to repeal existing transportation funding for California cities.
He also noted the 2018 goals for the League including: public safety re: reduced sentencing laws,
protect local funding and authority in the implementation of the AUMA (cannabis): preserve City rights
to deliver emergency med services and seek tools and resources to address community challenges
such as homelessness, mental health, domestic violence, drug rehab, ex -offender reentry and human
trafficking: 1) address public safety concerns of California cities 2) Ensure sustainability of public pension
and retirement health benefits. 3) Protect existing transportation funding for local priorities and 4)
• improve housing affordability and support additional resources to address the homelessness crisis.
Cornmissione. Munoz also recognized retiring Danielle Boldt, Police Captain job well done. He also
thanked the Mayor. City Council, City Manager: the City Planner and staff for their ample support this

The Commission adjourned to a workshop held in the Rains Room to
discuss the North Eastern Sphere Annexation Specific Plan DRC2015-00750
at 8:00 pm.

APPEALS
Any interested party who disagrees with the City Planning Commission decision may appeal the Commission's decision
to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk's Office and must be
accompanied by a fee of $2,725 for all decisions of the Commission. (Fees are established and governed by the City
Council).
