PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Planning Commission on any item listed or not listed on the agenda. State law prohibits the Commission from addressing any issue not previously included on the Agenda. The Commission may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Chair, depending upon the number of individual members of the audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises or engaging in any activity which might be disruptive to the decorum of the meeting. C. DISCUSSION ITEMS PLANNING COMMISSION C1. PRE-APPLICATION REVIEW DRC2017-01009 — GRAND PACIFIC COMMUNITIES — A request for a Planning Commission Workshop to review a proposed 160-unit mixed- use development on 4.8 acres of land that includes 7,700 square feet of commercial tenant space and 5,600 square feet of commercial ready tenant space located in the Community Commercial (CC) District of the Foothill Boulevard Overlay District • approximately 300 feet north of Foothill Boulevard on the west side of Etiwanda Avenue. — APN: 1090-601-04 and 20 Page 1 of 6 MARCH 28, 2018 4 PLANNING COMMISSION WORKSHOP MINUTES RAINS ROOM RANCHO CUCAMONGA CIVIC CENTER 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA, CALIFORNIA Tabe van der Zwaag, Associate Planner, gave a brief introduction and summarized the items to be addressed in the discussion. He said a Development Code Amendment will be needed to be in conformance with the General Plan. He noted that the commercial ready units have a different layout than what staff originally understood. The change adjusted the parking needs and lessened their deficit of parking. He said they propose tandem parking with one space in front of each garage. He said the original proposal had a 26% deficit in parking and with the adjustment is now a 15% deficit (55 spaces). Connrnissioner Munoz confirmed that there is no agreernent yet for the easement between the two parcels (referring to the westerly border of the site adjoining the existing developed commercial area to the west). Mike McDaniel indicated nothing formal has been worked out although those existing businesses stand to benefit by allowing easy pedestrian access frorn the applicant's development. • Mr. van der Zwaag said it has also been suggested that a shift of the driveway location (shown off of Etiwanda Avenue) to the south so that it could be a shared driveway with any new development that takes place on the vacant parcel to the south of this application. He provided 3 options for the smaller, .44-acre parcel that fronts along Foothill Boulevard. Serafhn Maranan of Architects Orange provided an overview of the presentation. Mr. McDaniel said they met with liquor store owner and they indicated there is a 10-year lease and that it had recently sold. Mr. van der Zwaag asked the Commission for their inclinations regarding the Land Use makeup and if they thought there was enough commercial space compared to the number of residential units. Commissioner Munoz said he did not know if it will be enough space provided. He said his concern about mixed use projects is that if it looks empty, that's not good. He asked if they could design it so it does not look awkward if units are still empty. Mr. McDaniel said the commercial ready units will be commercial but if they are not getting filled, they will change over to apartments. Mr. Maranan said the two-story high building is set up for commercial, and will have a commercial look. Chairman Oaxaca said his experience with transitioning residential spaces and ramping up to commercial is difficult. He said the reality is it may not look like mixed use for a while. • Mr. McDaniel said they intend to stay to manage this place. He said this is new territory for Rancho Cucamonga and therefore we don't know. Mc Maranan said they can't predict but they followed a suggestion to make it flexible. Commissioner Munoz said the next time the applicants should bring a firmed-op plan to show that commercial pari can work. He said the challenges are parking and the corrvnercial component. He said the architecture looks good and the amenities look good, the circulation shows thinking out of the box. Mr: van der Zwaag said that when they cane back they need to provide financial numbers representing rental differences between the units being commercial rather than residential. • Commissioner Munoz said staff should continue to work with the applicant. If the commercial sits empty they tray end up with awkward looking apartments. Chairman Oaxaca said the proportion of commercial vs the rest of project makes sense if all proposed commercial units work. He said more commercial units might not make sense. He said he has no problem supporting the zoning change Commissioner Guglielmo said he believes it is important to make the parking interconnected with the adjacent project. Mr: Maranan said 31 parking spaces are available for the retail units. Commissioner Guglielmo asked if the commercial ready units could be live work units. Mr. Maranan said they could consider that and it may be a good idea. Mr. McDaniel said with respect to switching units from commercial to residential, they can plumb there for either use and easily change from one to another. Commissioner Guglielmo asked if they have clone this type of tandem parking before. Mr. McDaniel said with this layout, the tenants can't block each other, the tandem space belongs to the same tenant. • Mr. van der Zwaag asked for Commissioner comments on the Site Layout Page 3 of 6 MARCH 28, 2018 ` PLANNING COMMISSION WORKSHOP MINUTES RAINS ROOM RANCHO CUCAMONGA CIVIC CENTER 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA, CALIFORNIA Commissioner Munoz said it appears the circulation only allows an outer loop. Mr. Maranan said residents will be using the parking in assigned spots, there are contiguous corridors around each building and internal corridors as well. Mr: van der Zwaag noted that for the smaller building-staff likes the building to be closer to the street rather than pushed back like the liquor store. Mr. Mc Daniel said they purchased the small parcel because they hope to get it all. They unsuccessfully tried to acquire the liquor store and the other piece to the east-it was bought before they could get it. Offers were made to the new owners, but they asked for too much money. Commissioner Munoz thought the layout of that piece is awkward. • Chairman Oaxaca said it may make more sense to leave that piece alone for now. If something goes there it should make sense to complement the project to the west. A decision on this does not need to be made now. Mr. van der Zwaag asked about their thoughts on the architecture. He noted it currently provides good articulation and good use of materials. Commissioner Munoz said he appreciates the articulation, the contemporary design and said it provides a nice streetscape. Chairman Oaxaca said pedestrian scale is important. Mrvan der Zwaag said they should make sure quality is displayed throughout the project and they should work with the neighbor to the south and adjust for a shared driveway. Chairman Oaxaca asked if we are looking for a master plan for the entire corner. Commissioner Munoz noted that when the application comes in for the property to the south they should design their project to work with this application. Chairman Oaxaca noted that it is important to look at the possible connections now. Mr. Marana said we can help give them cues and look for staffs help when that time comes. • Mr: van der Zwaag suggested they revisit the parking Page 4 of 6 MARCH 28, 2018 PLANNING COMMISSION WORKSHOP MINUTES RAINS ROOM RANCHO CUCAMONGA CIVIC CENTER 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA, CALIFORNIA Commissioner Munoz noted there is a concern for as and the City Council regarding projects that come in with too little parking. Mr: van der Zwaag said we do not want to see a problem created for the other development to the south. Commissioner Munoz was curious as to how they would resolve a 25% deficit. Mr. Maranan said if the commercial ready space was residential we would have 160 units and 7700 square feet of retail leaving only a 12% parking deficient. Mr. McDaniel said if there is after hours shared parking at night we end up with only an 11-parking space • deficit- He asked if shared parking after hours would be acceptable. Chairman Oaxaca said the applicant should work with staff on these issues. D. ADJOURNMENT 8:35 PM I, Lois J. If others have already expressed your position, you may simply indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entire group. If you wish to speak concerning an item not on the agenda, you may do so under "Public Comments." There is opportunity to speak under this section prior to the end of the agenda. Any handouts for the Planning Commission should be given to the Planning Commission Secretary for distribution to the Commissioners. A copy of any such materials should also be provided to the Secretary to be used for the official public record. All requests for items to be placed on a Planning Commission agenda must be in writing. Requests for scheduling agenda items will be at the discretion of the Commission and the Planning Director. AVAILABILITY OF STAFF REPORTS Copies of the staff reports or other documentation to each agenda item are on file in the offices of the Planning Department, City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California 91730. These documents are available for public inspections during regular business hours, Monday through Thursday, 7:00 a.m. to 6:00 p.m., except for legal City holidays. APPEALS Any interested party who disagrees with the City Planning Commission decision may appeal the Commission's decision to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk's Office and must be accompanied by a fee of $2,725 for all decisions of the Commission. (Fees are established and governed by the City Council).
