• B. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Planning Commission on any
item listed or not listed on the agenda. State law prohibits the Commission from addressing any
issue not previously included on the Agenda. The Commission may receive testimony and set
the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the
Chair, depending upon the number of individual members of the audience. This is a professional
business meeting and courtesy and decorum are expected. Please refrain from any debate
between audience and speaker, making loud noises or engaging in any activity which might be
disruptive to the decorum of the meeting.

C. DISCUSSION ITEMS PLANNING COMMISSION
C1. PRE-APPLICATION REVIEW DRC2017-00987 — CHARLES JOSEPH ASSOCIATES FOR
CHRIS HYUN —A request for a Planning Commission Workshop to review a proposed office
and retail complex on a site of 9.37-acres consisting of seven structures, totaling
approximately 205,800 square feet located within the Industrial Park (IP) District and the
Haven Avenue Overlay District at the southwest corner of Haven Avenue and Arrow Route —
APN: 0209-092-09 and -13.
• Vincent Acuna, Assistant Planner, gave a PowerPoint presentation (copy on file). He noted Buildings A and
Fare elevated and would allow for parking underneath. He said a medical use was not contemplated in the
parking analysis.

Mr. Buquet said the development incorporates everything into an office business community that is walkable
to Haven City and other services. He said it is a city within a city and will be a good business address with a
nice blend of tenants and unique office types. He described it as a "Class A"office product.
The discussion began with Zoning.
Commissioner Munoz asked what the vision for the retail uses. He suggested no fast food but maybe a Baj•
fresh type of eatery.
Mr. Martin suggested a Kinkos.
Mr. Buquet said they are trying to create synergy-perhaps a jeweler. He said FashionistaAow impact retail.
Commissioner Munoz voiced a concern about the suggested Medical use. He said the renderings look good,
and architecturally it looks like it would work. He said Medical is a long stretch as there may be restrictions
on that use along Haven Avenue.
Mr. Buquet said it is currently all conceptual, they will address the uses-the retail uses will service the
business owners there in the development- there will not be strip center retail.
Mr. Hyun said he want things that suit his needs.
Commissioner Wimberly said he is glad that the applicants already talked with staff about the Haven Overlay,
requirements; he said there may be some things missing here. He said it architecturally looks nice.
Chairman Oaxaca noted that the development proposed for Haven & 26th Street will be addressing some of
the same issues.
Mike Smith, Senior Planner said there is a list for retail uses currently allowed like banks and financial
services. He said some uses, such as massage, call centers, etc. are not what we would want now. He sa�
some things have changed since the Code was written. This is an opportunity for us to reset some things w
are doing along this corridor-we can amend to get what we desire/ such as look at the development

standards, revisit the size requirements, and look at how we review/approve these projects. He said we can
develop solutions that work for the City and make their project work. He said it is unlikely a Taco Bell will be
allowed here.
Commissioner Munoz said the report is a little vague as to what staff was supporting but he confirmed that if
staff supports the changes we can amend the Code. He said part of the problem is that the vision for the
Haven Corridor has not been real popular out there for development.
Mr. Smith said we agree the Haven corridor is very important to the City with respect to land uses and
architectural expectations. He said we have to periodically ask ourselves if adjustments are needed and
make them accordingly. He said we are also updating the Code to stay current with development market
• changes.
Chairman Oaxaca confirmed that it allows us to look at the bigger picture.
Commissioner Macias said he is relatively pleased with the renderings; the retail is tastefully done. He said
with the parking structure they should be careful of residential views. The signage should be compatible with
the overall vision for that corridor.
Commissioner Guglielmo asked if there is an Uber drop off indicated on Arrow Route.
Mr. Buquet said it is just a rendering. He said there will not be on-street parking there. He said we would
need Engineering to approve a large drop off on the southbound side.
Chairman Oaxaca noted this project will fall under the public an requirement.
Mr: Buquet said they are considering a strong architectural element/something in the center of the
development and around the corner-but it will not be like the black silhouettes at MacDonalds.
Mr. Buquet said the parking deck makes a 6-story building possible. He added that a walkway goes from the
parking deck directly into the building.
The Commissioners offered generally positive remarks about the conceptual architecture.
Mr. Martin indicated the decision as to where to locate the parking structure either at the south end or north
end. He said the parking structure massing is to lessen conflict between the residential development to the
• north and the remaining development.

Mr: Buquet said the 6-story building is at the south end and is used as a focal point to craw people in — he
said the office building location will help free up parking and will lessen traffic for the retail and service uses
located at the northeast confer of the site. He said it allows people to drive clown to the entry point. He said
we want the office use to make us of the parking deck.
Mr. Martin said it encourages a dispersement of parking.
D. ADJOURNMENT
The Commission adjourned at 8:20 PM.

Any handouts for the Planning Commission should be given to the Planning Commission Secretary for distribution to
the Commissioners. A copy of any such materials should also be provided to the Secretary to be used for the official
public record.
All requests for items to be placed on a Planning Commission agenda must be in writing. Requests for scheduling
agenda items will be at the discretion of the Commission and the Planning Director.

Copies of the staff reports or other documentation to each agenda item are on file in the offices of the Planning
Department, City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California 91730. These documents
are available for public inspections during regular business hours, Monday through Thursday, 7:00 a.m. to 6:00 p.m.,
except for legal City holidays.
APPEALS
Any interested party who disagrees with the City Planning Commission decision may appeal the Commission's decision
to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk's Office and must be
accompanied by a fee of S2,725 for all decisions of the Commission. (Fees are established and governed by the City
Council).
