PLANNING COMMISSION WORKSHOP MINUTES
Adjourned Meeting
October 28, 2009
Vice-Chairman Munoz called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 8:00 p.m. The meeting was held in the Rains Room at Rancho Cucamonga
Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2008-00356
WS CONSTRUCTION SERVICES - Design Review of a proposed retail commercial center
consisting of 2 buildings totaling 14,860 square feet with second-floor parking on 1.08 acre of land
within the Specialty Commercial District(Subarea 3),of the Foothill Boulevard Specific Plan, located
on the northeast corner of Foothill Boulevard and Klusman Avenue. APN: 0208-153-12,
0208-153-13, 0208-153-24.
Mr. Shuey(applicant) started the workshop by presenting an overview of the project including the
design, roof top parking, and technical issues regarding roadway dedications and location of a
required bus stop. Mr. Shuey further commented stating that because of the narrowness of the
subject lot, in order to develop the property economically, roof-top parking is necessary to provide
the required parking. The applicant also discussed how his project was designed to be consistent
with surrounding development by incorporating similar architectural elements.
Adam Collier, Planning Technician, presented a PowerPoint presentation providing zoning and
general plan information, as well as a number of policy issues that the Planning Department would
like guidance from the Planning Commission on. Staff requested guidance on the following policy
areas:
• Project compatibility with adjacent development
• Project consistency with the Foothill Boulevard Specific Plan Design Guidelines
• Provision of access easements for future development
• Provision of a required bus stop location
• Driveway separation along major arterials
The Commission then gave their thoughts and comments on both presentations and of the
proposed project. They noted the following items:
• A Master Plan of the parcels to the east all the way to the corner of Archibald Avenue will
be required. The Commission is concerned that the current plans do not adequately
address staff's comments regarding driveway separation and the provision of a bus stop
location. The applicant should provide a Master Plan to show how future development
could address these issues.
• The proposed roof-top parking is not compatible with surrounding development and the
project should be reduced in scale to provide ground level parking.
• The proposed design must be considerate of the Foothill Boulevard Specific Plan Design
Guidelines.
• The proposed trash enclosure should be relocated away from adjacent residential
development and incorporated into the building.
• The proposed tower feature at the corner of Foothill Boulevard and Klusman Avenue is too
large and should be reduced to pedestrian scale.
• The proposed project must incorporate and be considerate of the adjacent locally
designated landmark — Richfield Station. Mitigation measures required by the
Cultural Assessment must be incorporated into the project.
PUBLIC COMMENTS
Two members of the public were present and were opposed to the proposed roof top parking due to
concerns regarding incompatible design and public safety.
