PLANNING COMMISSION MINUTES
Regular Meeting
June 11, 2008
Chairman Stewart called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:20 p.m. The meeting was held in the Council Chambers at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.

APPROVAL OF MINUTES
Motion: Moved by Munoz,seconded by Wimberly, carried 3-0-2(Fletcher, Howdyshell absent),to
approve the minutes of May 28, 2008.

PUBLIC HEARINGS
A. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT17769-WESTERN
STATES DEVELOPMENT -A request to subdivide 2.975 acres of land into 11 lots in the Low
Residential District(2-4 dwellings per acre)located at the southwest corner of Beryl Street and
19th Street - APN: 0202-461-62, -63, -65. Related Files: Development Review DRC2006-
00892, Minor Exception DRC2008-00157 and Tree Removal Permit DRC2007-00457. Staff has
prepared a Mitigated Negative Declaration of environmental impacts for consideration.
B. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2006-00892 -
WESTERN STATES DEVELOPMENT -A request to develop 10 single-family residences on
2.975 acres of land in the Low Residential District (2-4 dwellings per acre) located at the
southwest corner of Beryl Street and 19th Street-APN: 0202-461-62, -63, -65. Related Files:
Tentative Tract Map SUBTT17769, Minor Exception DRC2008-00157 and Tree Removal
Permit DRC2007-00457. Staff has prepared a Mitigated Negative Declaration of environmental
impacts for consideration.
C. MINOR EXCEPTION DRC2008-00157-WESTERN STATES DEVELOPMENT-A request to
increase the permitted wall height from 6 feet to 8 feet in order to construct property line walls

related to the subdivision of 11 lots located at the southwest corner of Beryl Street and 19th
Street- APN: 0202-461-62, -63, -65.
Tabe van der Zwaag, Associate Planner, presented the staff report. He said that the historic home
will be preserved in place on Lot 11. He noted that staff is proposing a new condition be added to
the draft resolution of approval which shall read: "All Special and Standard Conditions included with
the approval of Conditional Use Permit DRC2004-01173 and Landmark Alteration Permit DRC2006-
000226 (Resolutions of Approval 06-01 and 06-44) shall be completed to the satisfaction of the
Planning Director prior to approval of Rough Grading Permits for Tentative Tract SUBTT17769."
Commissioner Munoz concurred with the added condition and noted they should be tied together.
He said this should help with the slow movement on the work required on the historic home.
Chairman Stewart opened the public hearing.
Katherine Hall stated she is the applicant and had no further comment but is available for questions.

Commissioner Wimberly stated it is a good project and addition to the area, and should be a nice
place to live. He strongly concurred with the added condition.
Commissioner Munoz remarked that the applicant worked with staff and the Design Review
Committee on this towards a successful outcome. He thanked staff for the upgraded photos in the
agenda packet.
Motion: Moved by Munoz, seconded by Wimberly, to adopt the Resolutions of Approval for
Tentative Tract Map SUBTT17769 with the added condition as noted and Development Review
DRC2006-00892. Also adopted was a Mitigated Negative Declaration of environmental impacts.
The related Minor Exception DRC2008-00157 was approved by minute action. Motion carried by
the following vote:
AYES: MUNOZ, STEWART, WIMBERLY
NOES: NONE
ABSENT: FLETCHER, HOWDYSHELL - carried
D. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2007-00497-HMC
ARCHITECTS: A proposal to construct a demonstration building comprised of offices and
display/exhibition areas at the Cucamonga Valley Water District facilities located in the
Industrial Park (IP) District, Subarea 17, at 10440 Ashford Street; APN: 1077-401-47. The
Planning Department Staff has determined that the project is categorically exempt from the
requirements of the California Environmental Quality Act (CEQA) and the City's CEQA
Guidelines. The project qualifies as a Class 32 exemption under State CEQA Guidelines
Section 15332 In-Fill Development Project.
Mike Smith,Associate Planner, presented the staff report. He noted that Engineering Condition#1
would be amended by deleting "a"and "b" of that condition. He said the specific fees noted in "a"
and "b" are no longer applicable to the project.
Chairman Stewart opened the public hearing.
Pasqua) Gutierrez of HMC Architects commented that the Frontier Foundation project has taken a
proactive approach to sustainable practices and resource conservation and allows the Water District

to demonstrate new technologies as they become developed and improved. Some of the features
noted are specialized climate control systems, rain water collection and storage, passive ventilation,
the use of natural daylight to minimize electricity used for lighting, composting, and drought tolerant
landscaping. He remarked that the building is intended to be LEED certified at the platinum level.
Chairman Stewart closed the public hearing.
Commissioner Munoz remarked that it is an exciting project that is educational and timely. He
commented that it is a planned "green building" and LEED certified. He said that the project will
demonstrate to people how they can conserve water which is necessary now. He voiced his
support.
Commissioner Wimberly concurred. He said the project is very technically advanced and exciting
and is part of the educational process towards conserving our environment.
Chairman Stewart agreed. She said that she reviewed the project at the Design Review Committee
and that it is a magnificent project and Rancho Cucamonga is fortunate to have this project here in
our City. She said she is looking forward to see how we can all do better in conservation and that it
is critical to our environment.
Motion: Moved by Munoz, seconded by Wimberly, to adopt the Resolution approving
Development Review DRC2007-00497 with the noted deletion of the Engineering condition. Carried
by the following vote:
AYES: MUNOZ, STEWART, WIMBERLY
NOES: NONE
ABSENT: FLETCHER, HOWDYSHELL - carried
PUBLIC COMMENTS
James Troyer, Planning Director, reported that the Planning Department conducted an introductory
workshop for LEED to 70.staff persons here at City Hall today. He noted that there are also LEED
training classes for new construction that will be held on June 25th and 26th at Central Park
specifically for the staff planners and engineers.
No other comment was made.
