PLANNING COMMISSION MINUTES
Regular Meeting
July 9, 2003
Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:11 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.
ROLL CALL
COMMISSIONERS: PRESENT: Richard Fletcher, Rich Macias, Cristine McPhail, Larry McNiel
ABSENT: Pam Stewart
STAFF PRESENT: Brad Buller, City Planner, Kirt Gouty,Associate Planner, Nancy Fong, Senior

APPROVAL OF MINUTES
Motion: Moved by Macias, seconded by Fletcher, carried 3-0-1-1 (Stewart absent,McNiel abstain),
to approve the minutes of June 11, 2003, Adjourned Meeting.
CONSENT CALENDAR
A. RESOLUTION TO TEMPORARILY CHANGE THE LOCATION OF THE PLANNING
COMMISSION MEETINGS
B. DEVELOPMENT REVIEW DRC2003-00335-MANNING HOMES-A design review of detailed
site plan and building elevations for 28 single family homes on 7.46 acres of land in the Low
Residential District(2-4 dwelling units per acre), located at the southwest comer of 19th Street
and Amethyst Street-APN: 0202-061-15 and southerly portions of 0202-061-38 and 42. Related
Files:Tentative Tract Map SUBTT16432,Variance DRC2003-00216, and Tree Removal Permit
DRC2002-00965. On June 25, 2003, the Planning Commission adopted a Mitigated Negative
Declaration for Tentative Tract Map 16432. The California Environmental Quality Act provides
that no further environmental review or Negative Declaration is required for subsequent projects
within the scope of a previous Negative Declaration.
Motion: Moved by McPhail, seconded by Macias,to adopt the Consent Calendar. Motion carried by
the following vote:
AYES: FLETCHER, MACIAS, McNIEL, McPHAIL, STEWART
NOES: NONE

PUBLIC HEARINGS
C. CONDITIONAL USE PERMIT DRC2003-00207- HPJ ARCHITECTS-A request to convert an
existing residential structure into a caretaker's residence on the premises of a proposed
industrial building in the General Industrial District (Subarea 8), located at 13012 Whittram
Avenue-APN: 0229-161-21. Related file: Development Review DRC2002-00626.
NEW BUSINESS
D. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00626 - HPJ
ARCHITECTS:A request to construct a 54,112 square foot concrete tilt-up warehouse building
and paved outdoor storage area on lots with a combined acreage of 3.95 acres in the General
Industrial District (Subarea 8), located at 13012 Whittram Avenue - APN: 0229-151-17 and
0229-161-21. Related file: Conditional Use Permit DRC2003-00207. Staff has prepared a
Negative Declaration of environmental impacts for consideration.
Mike Smith, Planning Technician, presented the staff report.
Chairman McNiel opened the public hearing.
Randy Jepson, Himes, Peters, Jepson Architects, 3002 Dow Avenue, Suite 140, Tustin, stated the
owner was present. He said they concurred with the conditions and were available to answer
questions.
Chairman McNiel stated the neighborhood is a definite challenge.
Mr. Jepson felt the project will be an enhancement.
Chairman McNiel agreed. He felt the applicant did a good job.
Hearing no further testimony, Chairman McNiel closed the public hearing.
Commissioner Macias supported the project.
Commissioner Fletcher liked that the project would move the truck loading and unloading indoors.
Motion: Moved by Macias, seconded by McPhail, to issue a Negative Declaration and adopt the
resolutions approving Conditional Use Permit DRC2003-00207 and Development Review
DRC2002-00626. Motion carried by the following vote:
AYES: FLETCHER, MACIAS, McNIEL, McPHAIL
NOES: NONE
ABSENT: STEWART - carried

COMMISSION BUSINESS
E. ELECTION OF PLANNING COMMISSION OFFICERS
Motion: Moved by McNiel, seconded by Fisher, to nominate Rich Macias as Chairman. Motion
carried by the following vote:
AYES: FLETCHER, MACIAS, McNIEL, McPHAIL
NOES: NONE
ABSENT: STEWART - carried
Vice Chairman Macias stated he would like to nominate Pam Stewart as Vice Chair.
Brad Buller, City Planner, reported that Commissioner Stewart had indicated she was not able to do
that at this time.
Motion: Moved by Macias, seconded by McPhail; to nominate Larry McNiel as Vice Chair. Motion
carried by the following vote:
AYES: FLETCHER, MACIAS, McNIEL, McPHAIL
NOES: NONE
ABSENT: STEWART - carried
F. DESIGN REVIEW COMMITTEE APPOINTMENTS
Brad Buller, City Planner, stated that he spoke with Commissioner Stewart earlier in the day and she
indicated she was willing to stay on the Design Review Committee as she understood that Chairman
McNiel was interested in moving off the Committee and she felt there should be some continuity.
Chairman McNiel confirmed he desired to step down from the Design Review Committee.
Motion: Moved by McNiel, seconded by Macias, to appoint Cristine McPhail to serve on the Design
Review Committee along with Pam Stewart. Motion carried by the following vote:
AYES: FLETCHER, MACIAS, McNIEL, McPHAIL
NOES: NONE
ABSENT: STEWART - carried
G. TRAILS ADVISORY COMMITTEE APPOINTMENTS
Brad Buller, City Planner, said that Commissioner Stewart indicated a desire to step down from the
Trails Committee but had offered to serve as the Altemate.
Motion: Moved by McNiel, seconded by McPhail, to appoint Richard Fletcher as representative on
the Trails Committee (appointment expiring July 2005)with Pam Stewart as the Alternate. Motion
carried by the following vote:
AYES: FLETCHER, MACIAS, McNIEL, McPHAIL
NOES: NONE
ABSENT: STEWART - carried

Motion: Moved by Fletcher, seconded by McPhail, carried 4-0-1 (Stewart absent), to adjourn. The
Planning Commission adjourned at 7:28 p.m.
