PRESENTATION OF A RESOLUTION OF COMMENDATION FOR JEFF BLOOM, RETIRING DEPUTY CITY MANAGER/ECONOMIC AND COMMUNITY DEVELOPMENT Chairman Oaxaca made the presentation Jeff Bloom, Deputy City Manager/Economic and Community Development, thanked the Commission and staff for their friendship. He remarked that the needs of cities have changed since the 80s when he started with some of his colleagues. He said we are now responding to the demands of 2017 and he can see the fruit of our work done in earlier years. C2. PRESENTATION OF A RESOLUTION OF COMMENDATION HONORING COMMISSIONER RICHARD B. DIRECTOR'S STAFF REPORTS/HISTORIC PRESERVATION COMMISSION AND PLANNING COMMISSION The following items do not legally require any public testimony, although the Chairman may open the meeting for public input. El. UPDATE ON THE STATUS OF THE CHINATOWN HOUSE LOCATED AT 9591 SAN BERNARDINO ROAD - ORAL REPORT Candyce Burnett, City Planner, gave the report. She noted CVWD owns the property and to our knowledge it is up for sale. She said the water district has money set aside in their budget to shore up the building but they are waiting to see if the property sale is completed. At that time, the City will be able to determine a strategy. Commissioner Wimberly expressed concern over the demolition by neglect" aspect of the property. He said they are not improving the quality of the building or site_ E2. UPDATE ON POTENTIAL DEVELOPMENT CODE AMENDMENT APPLICABLE TO HAUNTED HOUSES IN RESIDENTIAL DISTRICTS Dat Tran, Assistant Planner, gave the report. The Secretary received and filed the report_ E3. UPDATE ON URGENCY ORDINANCE ADOPTED BY CITY COUNCIL APPLICABLE TO NEW HOTEL DEVELOPMENT Jennifer Nakamura, Associate Planner, gave the report. Commissioner Munoz appreciated staff recognizing that times are changing and for doing the right thing for the community. Commissioner Wimberly expressed concern that other cities are experiencing a lowered clientele in some hotel as people are living there_ He asked what controls will be placed on new hotels coming in and what can the City do to protect City interests and public safety. Chairman Oaxaca asked if the ordinance will impact hotel development already in progress. Ms. Nakamura said it will not affect projects in the process that have been deemed complete nor will it affect those projects already approved by the Commission. Chairman Oaxaca asked if we can look at the calls for service metrically. Ms. Nakamura said we are focusing on the types of calls for service and their causes rather than just the number of calls She said we do not want to create unsafe spaces The Secretary received and filed the report. Michael Sizemore, the applicant, noted that Mr. Perez did an outstanding job through the process Chairman Oaxaca opened the public hearing Thomas Reese of the LIUNA Labor Union said his union supports the project because it improves the area that is underutilized and provides sidewalks and landscape, creates jobs and contributes to worker pensions. COMMISSION BUSINESSIHISTORIC PRESERVATION AND PLANNING COMMISSION IIZkt� aKc1; WJIJ1JOVAL�-1 Commissioner Munoz reported on the activities of the League of California Cities (detailed copy on file) including the passing of SB1 (Transportation Funding). The Board will not support opposition but focas on measure to protect revenues earmarked for transportation (ACA-5 will accomplish this re: motor vehicle registration fees)_ They also support SB o (Park and water bond), SB3 (Housing bond) and oppose a pending ballot measure to repeal existing transportation funding for Califomia cities. He also noted the 2018 goals for the League including: public safety re; reduced sentencing laws: - protect local funding and authority in the implementation of the AUMA (cannabis); preserve City rights to deliver emergency med services and seek tools and resources to address community challenges such as homelessness, mental health, domestic violence, drug rehab, ex -offender reentry and human trafficking; 1) address public safety concerns of California cities 2) Ensure sustainability of public pension and retirement health benefits; 3) Protect existing transportation funding for local priorities and 4) improve housing affordability and support additional resources to address the homelessness crisis. Commissioner Munoz also recognized retiring Danielle Boldt, Police Captain job well done. NORTH EASTERN SPHERE ANNEXATION SPECIFIC PLAN DRC2015-00750 — CITY OF RANCHO CUCAMONGA - A Planning Commission Workshop to review the proposed development areas of the North Eastern Sphere Annexation Project (NESAP). Related applications include: General Plan Amendment DRC2015-00749, Zoning Map Amendment Page 1 of 5 D2--Pg 1 DECEMBER PLANNING COMMISSION WORKSHOP MINUTES RAINS ROOM RANCHO CUCAMONGA CIVIC CENTER 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA, CALIFORNIA DRC2015-00752, Etiwanda North Specific Plan Amendment DRC2015-00750, North Eastern Sphere Annexation DRC2015-00732, and related Environmental Impact Report Tom Grahn, Associate Planner, gave a brief overview of the staff report and PowerPoint presentation (copy on file). He introduced the applicants team, David Sargent and John Baucke of Sargent Town Planning. Mr, Grahn noted 4 community workshops have been held and this is the 2"y Commission workshop. He said some opposition has been received at these meetings. They gave a PowerPoint presentation (copy on file) and gave the opportunity to ask questions and Chairman Oaxaca asked what drives the number of dwelling units proposed for the project. Mr Sargent said they are looking for a `complete community". The Commissioners had a general discussion regarding density, project feasibility and the EIR_ Mr, Sargent noted that the County should be part of the EiR process because they are not selling the property to the City_ He said the County would surely object if we annexed the property and then did nothing. The Commissioners had a general discussion about explaining the value of the project, our inability to provide some requested information about the EIR to the public because it has not been written yet, it is not available. The Commissioners noted all alternatives should be explored in the EIR. The public has a construed perception of what is proposed: they are seeing a project rather than a long-range plan that also has a conservation component. They are also seeing it as a 'done -deal" rather than something that has a lot of vetting, many options to consider and many hurdles to cross before anything could take place_ Most people only hear the projected number of units and ignore the benefits of local control and our conservation efforts. Mr. Sargent proceeded with a discussion about possible types of development and the scale of the buildings. He said there is no need for traditional big apartment buildings as far as 'hitting a number" of dwelling units. He talked about placement of taller buildings in the area of the old gravel pit to help preserve viewsJsite lines and establishing an intimate feel of the development with walkability (wider sidewalks). He said in spite of projected ratios of rental units versus ownership, folks should understand that a person can purchase a home and later rent it out which would negate any pre-set ratios. He also noted the trend of "renting by choice". They proceeded to a general discussion re: uses. Mike Smith, Senior Planner noted that for the Empire Lakes project they looked at compatibility of uses and eliminated uses that were not compatible. The Commissioners offered the following wrap up comments: Commissioner Munoz said he likes the terraced levels of development shown in the presentation. He said the message to the public has to include that the "no -build" option also means no control and that the worst case alternative scenarios also have to be discussed in the environmental documents. Commissioner Macias said he is comfortable with the general direction and he likes the village atmosphere and the mix of product. Chairman Oaxaca said they need to work on delivering the message as to how we explain how we can drive the character of the development. He said he supports working with the grade and preserve the natural contours. He said he likes the variety of setbacks and entries shown in the presentation. Commissioner Wimberly said they are on the right track and he agreed they should work on messaging and explain what happens if we do not do this plan. D. ADJOURNMENT 9: 50 PM 1, Lois J.
