Business History
• In March of 2000 a Conditional Use Permit and an
Entertainment Permit was approved for McAlan's Pub and
Grill for the operation of a restaurant with a bar as well as
entertainment (music performances and karaoke)
• Since then the CUP has been modified several times and
is still valid.
• The Entertainment Permit was surrendered, reviewed and
approved again and then finally expired in 2014.
• The restaurant has been in operation by the current
owner since August of 2014
• The restaurant was inspected in August of 2017 and
entertainment was observed. The applicant was informed
that an Entertainment Permit would be required.
Business Specifics
• Existing restaurant with bar area
• Subject Suite is 4,368 square feet in size with a
377- square foot outdoor patio
• 15 to 20 staff working at any given time
• Hours of operation
• Sunday- 9:00 a.m. to11:00 p.m.
• Monday through Wednesday- 11:00 a.m. to 11:00 p.m.
• Thursday-11:00 a.m. to 12:00 a.m.
• Friday through Saturday- 9:00 a.m. to 2:00 a.m.

owners on January 9, 2018
• The site was posted and a hearing notice was
published in the Inland Valley Daily Bulletin
• Staff has received one call regarding the
proposed entertainment.
Environmental Determination
and Staff Recommendation
• The project qualifies as a Class 1 exemption
under State CEQA Guidelines Section 15301.
• Staff recommends approval of Entertainment
Permit DRC2017-00734 by adoption of
Resolution of Approval with conditions of
approval.

Environmental Review
& Recommendation
• The City certified an EIR on June 21, 2004.
• Per CEQA Section 15162, no subsequent or supplemental EIR is
required with this action, unless:
• Substantial changes are proposed with new or more severe impacts
• Substantial changes have occurred which create new or more severe impacts
• New information shows the project will have new or more severe impacts
• Additional or different mitigation measures are now feasible to reduce impacts
• No changes to the map are proposed.
• ESA confirmed the condition of the site is substantially similar to
previous analyses.
• Staff recommends approval of Time Extension DRC2017-00982,
by adoption of the attached Resolution.
