HomeMy WebLinkAbout2003/03/12 - Minutes - PC-HPC CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting March 12, 2003 Vice Chairman Macias called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:05 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga,Califomia. Vice Chairman Macias then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Rich Macias, Larry McNiel, Pam Stewart, Peter Tolstoy ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Kirt Coury, Associate Planner, Kevin Ennis, Assistant City Attorney; Douglas Fenn, Associate Planner; Rick Fisher, Contract Planner; Kevin Frejlach, Planning Intern; Warren Morelion, Assistant Planner; Gail Sanchez, Planning Commission Secretary; Joe Stofa, Associate Engineer, Emily Wimer, Assistant Planner ANNOUNCEMENTS • PRESENTATION OF RESOLUTION OF COMMENDATION TO JOHN MANNERINO Vice Chairman Macias presented a Resolution of Commendation to John Mannerino for his services as a Planning Commissioner. Chairman McNiel complimented Mr. Mannerino and thanked him for his services. ' John Mannerino stated he learned a lot about planning while serving on the Planning Commission. He felt honored too have been able to serve on the Commission and to help plan the City. Brad Buller, City Planner, remarked that City Treasurer Jim Frost had commented at the last City Council Meeting that the job of the Planning Commission is very important because every two weeks the Commission approves projects that will last a lifetime. • •• • • Mr. Buller indicated staff recommended pulling Item B from the Consent Calendar and continuing it for two weeks because staff received an appeal of a related Tree Removal Permit. He stated the Commission would hear the appeal on March 26. Mr. Buller also suggested pulling Item C and considering it in conjunction with Public Hearing Items D, E, and F. Chairman McNiel left the meeting. APPROVAL OF MINUTES Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-1 (McNiel absent), to approve the minutes of the Adjourned Meeting of February 12, 2003. Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-1 (McNiel absent), to approve the minutes of February 26, 2003. Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-1 (McNiel absent), to approve the minutes of the Adjourned Meeting of February 26, 2003. Commissioner Tolstoy observed that the Commissioners very seldom make changes to the minutes and he complimented staff for a job well done. Vice Chairman Macias echoed the compliment and thanked staff for the thoroughness of the minutes, stating he often refers back them. He asked who was responsible. Brad Buller, City Planner, responded they are prepared by Planning Commission Secretary Gail Sanchez and Secretary Lois Schrader. CONSENT CALENDAR A. DEVELOPMENT REVIEW DRC2001-00743— FONG -A request to construct a 4,560 square foot single-family hillside home on 1.04 acre of land in the Very Low Residential District (.1-2 dwelling units per acre), located on Lot 7 of Tract 12650-1 at the westerly end of Deer Canyon Drive, east of Haven Avenue-APN: 1074-331-09. B. DEVELOPMENT REVIEW DRC2002-00814- KB HOME-A design review of building elevations and detailed site plan for 48 single-family lots on 37 acres of land in the Very Low Residential District (.1-2 dwelling units per acre) in the Etiwanda Specific Plan, located at the southwest corner of East Avenue and Banyan Street—APN: 0225-181-04, 06, 07, 08, and 43. Related files: Tentative Tract Map SUBTT16116, Tree Removal Permit DRC2002-00471, and Tree Removal Permit DRC2003-00070. C. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00951 - NORTHTOWN HOUSING DEVELOPMENT CORPORATION -A request to construct single- family residences on 9 in-fill lots in the Low Residential District (2-4 dwelling units per acre) within the Northtown area along Main Street, Reid Avenue, Feron Boulevard, and Hermosa Avenue - APN: 0209-061-15, 21, 35, 36, and 37; 0209-063-04; and 0209-085-16. Related Files: Tentative Parcel Map SUBTPM16057, Tentative Parcel Map SUBTPM16058, Variance DRC2002-00950, and Tree Removal Permit DRC2003-00060. Vice Chairman Macias noted that Items B and C were to be pulled. Motion: Moved by Tolstoy, seconded by Stewart, to adopt Item A of the Consent Calendar. DEVELOPMENT REVIEW DRC2002-00814- KB HOME Planning Commission Minutes -2- March 12, 2003 Kirt Coury,Associate Planner, stated that staff does not have issues with the project in terms of the site plan and architecture; however, staff was recommending the project be continued to be considered in conjunction with an appeal of a Tree Removal Permit, which will be heard on March ' 26, 2003. He explained the outcome of the appeal may affect the project. He stated the applicant has worked closely with staff to resolve issues relating to the tree removal permit and the project. He noted there are trees along the south boundary that are to be removed and the grading on the southern lots may be impacted if those trees are not removed. He reported the tract was approved in July 2002 and the current project is for the design review of the houses. Commissioner Stewart observed that the houses are very compatible with the area. Vice Chairman Macias invited public comments. Carol Douglas,6047 Indigo Avenue, Rancho Cucamonga, questioned the walls along the trails. She stated the Trails Committee had been very specific regarding the trail fencing Mr. Buller indicated staff would show Ms. Douglas the fencing and wall plans for the tract. Motion: Moved by Tolstoy, seconded by Stewart,to continue Development Review DRC2002-00814 to March 26, 2003. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM16058 - NORTHTOWN HOUSING DEVELOPMENT CORPORATION-A request to subdivide.258 acre (11,250 square feet) into 2 parcels of land in the Low Residential District(2-4 dwelling units per acre), located on the west side of Reid Avenue, east of Archibald Avenue, north of 8th Street- APN: 0209-061-15. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM16057 - NORTHTOWN HOUSING DEVELOPMENT CORPORATION—A request to subdivide.321 acre (14,000 square feet) into 2 parcels of land in the Low Residential District(2-4 dwelling units per acre), located on the south side of Feron Boulevard, between Archibald and Ramona Avenues- APN: 0209-063-04. VARIANCE DRC2002-00950-NORTHTOWN HOUSING DEVELOPMENT CORPORATION-A request to reduce the minimum required lot average from 8,000 square feet to 7,200 square feet for APN 0209-263-04, and the minimum required lot size from 7,200 square feet to 5,625 square feet for APN 0209-061-15, also to reduce the minimum lot width from 65 feet to 45 feet, and to reduce the required side yard setback from 10 feet to 7 feet for both previously identified parcels to allow for the construction of 4 single family residences in the Low Residential District (2-4 dwelling units per acre) within the Northtown area along Feron Boulevard and Reid Avenue- APN: 0209-063-04 and 0209-061-15. Planning Commission Minutes -3- March 12, 2003 Kirt Coury,Associate Planner, presented the staff report and indicated the Parcel Map numbers had been inadvertently switched. He also explained that the environmental mitigations regarding noise do not apply to the two parcel maps and that the standard condition requiring improvements for a drive approach on Feron Boulevard should be deleted. He stated another variance request for a sound wall would be coming before the Commission at a future date. Vice Chairman Macias opened the public hearing. Pete Pitassi, architect, 8439 White Oak, Suite 105, Rancho Cucamonga, indicated Nacho Gracia was available to answer questions. He noted the project will add nine additional units to bring the total to 45 units within Northtown. He stated they were still working with the acoustical conditions applied to the parcel at Hermosa by the railroad tract. Hearing no further testimony, Vice Chairman Macias closed the public hearing. Commissioner Stewart noted this is an in-fill project with very nice Craftsman style homes. She felt it is good for the area. Commissioner Tolstoy commented that what has been done in the past was extremely well received in the neighborhood. Vice Chairman Macias believed it is wonderful to have this type of in-fill development, particularly in an area that needs it. He commented that he travels the Metrolink and can see several homes from previous phases as he enters Rancho Cucamonga. He believed they are a wonderful addition to the neighborhood and they show pride of ownership. Motion: Moved by Stewart, seconded by Tolstoy, to issue a Negative Declaration and adopt the resolutions approving Development Review DRC2002-00951,Tentative Parcel Map SUBTPM16058, Tentative Parcel Map SUBTPM16057, and Variance DRC2002-00950; as amended to correct the parcel map numbering, delete the noise mitigation conditions from the parcel maps, and delete the drive approach on Feron Boulevard. Motion carried by the following vote: AYES: MACIAS, STEWART, TOLSTOY NOES: NONE ABSENT: MCNIEL - carried G. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT DRC2002-00815-ALTA . LOMA SCHOOL DISTRICT - A request to construct a 21,812 square foot two-story office building, 15,380 square foot one-story maintenance and operations building, and on-site bus maintenance/fueling facilities on 4.35 acres of land in the Office Professional and General Commercial Districts, located on the north side of Base Line Road, between Hellman and Amethyst Avenues-APN: 0202-091-45 and 46. Emily Wimer, Assistant Planner, presented the staff report. Commissioner Tolstoy asked if the rest stop is on school property. Ms. Wimer confirmed that it is. She said the school will install the decomposed/stabilized base, wrought iron fencing, and the curb and the rest of the amenities will be installed when the adjoining trail is built. Vice Chairman Macias opened the public hearing. Planning Commission Minutes -4- March 12, 2003 Godwin Osifeso, NTD Architects, stated he represented the Alta Loma School District. He thanked the Planning Commission and staff for support and guidance in making the facility one that will work for the School District and the community. George Betzler, 7275 Hellman Avenue, Rancho Cucamonga, stated he lives 1,000 feet west of the project. He reported he has worked for the South Coast Air Quality Management District(SCAQMD) for the last 31 years. He noted that SCAQMD has determined that one of the biggest problems in pollution control is incomplete combustion and particulate matter from diesel fuel. He stated he is vitally concemed about the impact of diesel fuel on the community. He noted there are a lot of senior facilities within a quarter mile radius and said pollution takes a high toll on senior citizens and youngsters. He opposed the fueling and maintenance center and felt carcinogenics from diesel emissions is a more important environmental concem than noise. Commissioner Tolstoy presumed the School District has met all requirements for underground storage of fuel but said he would like to hear more about the subject. Brad Buller, City Planner, noted that the Initial Study considered operational emissions. Vice Chairman Macias asked staff to summarize the environmental assessment that was completed. Ms. Wimer stated that in the neighborhood meeting, the School District provided some information regarding the fueling services and their 5-10 year plan to reduce diesel buses. Mr. Buller reported the charts in the environmental assessment show that emissions will not exceed SCAQMD thresholds. Commissioner Stewart said the charts show operations will be substantially less than threshold limits. Mr. Osifeso stated the District is currently phasing out some of the diesel fuel buses and going to compressed natural gas and noted that the immediate plan calls for ten such stations. He said they will be warehousing buses that are currently operating in the City; no new vehicles will be added. Hearing no further testimony, Vice Chairman Macias dosed the public hearing. He stated it was clear none of the thresholds are near being exceeded. He commented that an Environmental Assessment Report would have been required if the limits were even cumulatively dose to the limits. He indicated he was satisfied with the report. Commissioner Tolstoy concurred. He believed a number of school buses have been converted from diesel fuel and felt the School District will continue to convert, so the diesel fuel issue will not be an ongoing situation. Motion: Moved by Stewart, seconded by Tolstoy, to issue a Negative Declaration and adopt the resolution approving Conditional Use Permit DRC2002-00815. Motion carried by the following vote: AYES: MACIAS, STEWART, TOLSTOY NOES: NONE ABSENT: MCNIEL - carried Mr. Buller asked that Mr. Betzler leave his telephone number. Mr. Betzler stated the problem is not connected to underground storage, but rather the incomplete combustion of diesel fuel, which has high sulfur content. He said SCAQMD is working to reduce sulfur content in fuel. He noted that Mercedes Benz is prohibited from bringing their cars in because they don't meet the standards. He realized the buses operate throughout the City but noted they will Planning Commission Minutes -5- March 12, 2003 be concentrated in the neighborhood. He stated that diesel buses tend to idle for long periods of time and they will be concentrated in this area. Commissioner Tolstoy asked what SCAQMD is doing about diesel fuel. Mr. Betzler replied they have set regulations that sulfur content must be less than 7 percent by 2007 and are providing money to School Districts for the purchase of alternate fuel vehicles. H. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00606 - PANATTONI DEVELOPMENT - A request to construct a 472,720 square foot industrial warehouse building on 19.67 acres of land in the General Industrial District(Subarea 5),located west of Hermosa Avenue and north of 6th Street-APN: 0209-211-13, 16, and 17. Douglas Fenn, Associate Planner, Vice Chairman Macias opened the public hearing. Michael Johnson, Panattoni Development, 19600 Fairchild Road, Suite 285, thanked the Commission for the opportunity to build in the City. He stated he was available to answer questions. Commissioner Tolstoy felt it will be a good project. Motion: Moved by Stewart, seconded by Stewart, to issue a Negative Declaration and adopt the resolution approving Development Review DRC2002-00606. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16398 — W F CONSTRUCTION -A request to subdivide 8.96 acres of land into 12 lots in conjunction with a master plan industrial complex containing 12 buildings in the General Industrial District(Subarea 3), located at the northwest corner of Hellman Avenue and 7th Street-APN: 0209-151-28, 29, 30, 31, and 32. Related File: Development Review DRC2002-00693. J. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00693 — W F CONSTRUCTION - A request for a master plan industrial complex containing 12 buildings ranging in size from 6,559 square feet to 18,558,totaling 138,569 square feet, on 8.96 acres of land in the General Industrial District (Subarea 3), located at the northwest corner of Hellman Avenue and 7th Street -APN: 0209-151-28, 29, 30, 31, and 32. Related file Tentative Tract Map SUBTT16398. Douglas Fenn, Associate Planner, presented the staff report. Vice Chairman Macias opened the public hearing. Chuck Buquet, Charles Joseph Associates, 10681 Foothill Boulevard, #395, Rancho Cucamonga, stated he was representing W F Construction. He thanked Planning and Engineering staff for assistance in working through problems. He stated Engineering was creative in coming up with a win/win situation with respect to Hermosa Avenue. He said the existing house on the site has been vandalized and will be burnt by the Fire Department as part of training exercises. He said they are planning a new product, which offers ownership of smaller buildings for smaller businesses. He hoped the businesses moving in will be very successful and move on to bigger facilities. Commissioner Stewart felt it is a nice project. She noted that the Design Review Committee made several suggestions that were incorporated into the project. Vice Chairman Macias observed that the applicant requested the items be continued to March 26, 2003. He opened the public hearing and there were no comments. Motion: Moved by Stewart, seconded by Tolstoy,to continue Victoria Community Plan Amendment DRC2002-00916, Modification to Tentative Tract 15974, Modification to Development Review DRCDR01-04, and Modification to Development Review DRCDR00-17 to March 26, 2003. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00697 - A. J. PORTOLESI -A request to construct six industrial buildings ranging in size from 8,270 square feet to 13,774 square feet, totaling 67,419 square feet, on 5.14 acres of land in the General Industrial District (Subarea 13), located on the northwest corner of Charles Smith Avenue and 6th Street; and a request to vacate an off-ramp easement-APN: 0229-262-30, and 32. Rick Fisher, Contract Planner, presented the staff report. Vice Chairman Macias invited public comment. The applicant was present but declined to comment. There were no other public comments. Commissioner Stewart felt the project will be nice. She stated the architecture is unique and she thought the sandblasted mountains will be nice. Commissioner Tolstoy thought the project is a good solution for an awkward property. Motion: Moved by Stewart, seconded by Tolstoy, to issue a Negative Declaration and adopt the resolution approving Development Review DRC2002-00697. Motion carried by the following vote: AYES: MACIAS, STEWART, TOLSTOY NOES: NONE ABSENT: MCNIEL - carried PUBLIC COMMENTS There were no public comments at this time. COMMISSION BUSINESS There was no additional Commission Business. ADJOURNMENT Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-0-1 (McNiel absent),to adjourn. The Planning Commission adjourned at 8:05 p.m. to a workshop regarding Pre-Application Review DRC2003-00108, Pre-Application Review DRC2003-001-6, and Pre-Application Review DRC2003-00106.
