PLANNING COMMISSION MINUTES
Regular Meeting
February 26, 2003
Vice Chairman Macias called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga,Califomia. Slice Chairman
Macias then led in the pledge of allegiance.

ANNOUNCEMENTS
Brad Buller, City Planner, announced that staff had received a request from the applicant for Items A,
B, D, and E to continue the items to March 26, 2003. He stated that the applicant for Items F and G
requested that the matter be continued to an unspecified date. He also observed that staff
recommended postponing the report for Item N.
APPROVAL OF MINUTES
Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-1 (McNiel absent), to approve the
minutes of January 8, 2003.
Motion: Moved by Tolstoy, seconded by Stewart, carried 3-0-1 (McNiel absent), to approve the
minutes of February 12, 2003.

Vice Chairman Macias noted the applicant requested a continuance to March 26, 2003, and the
public hearing remained open from the January 8, 2003, meeting. There were no comments.
Motion: Moved by Stewart, seconded by Tolstoy, to continue Items A, B, D, and E to March 26,
2003. Motion carried by the following vote:

F. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT16301 - CENTEX

located on the west side of Etiwanda Avenue approximately 685 feet south of Base Line Road-

G. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT DRC2002-00280 -
CENTEX HOMES — The development of 47 single family lots on 13.2 acres of land in the
Low-Medium Residential District (4-8 dwelling units per acre) of the Etiwanda Specific Plan,
located on the west side of Etiwanda Avenue approximately 685 feet south of Base Line Road-
APN: 227-171-05 and 07. Related files: Tentative Tract Map SUBTT16301, Tree Removal
Permit DRC2002-00281, and Preliminary Review DRC2002-00084. (Continued from January
22, 2003)
Vice Chairman Macias observed that the applicant requested that the matter be continued to an
unspecified date. He also noted that the public hearing remained open from January 22, 2003.
Hearing no comments, Vice Chairman Macias closed the public hearing.
Motion: Moved by Tolstoy, seconded by Stewart, to continue Tentative Tract Map SUBTT16301
and Conditional Use Permit DRC2002-00280 to an unspecified date. Motion carried by the following
vote:

C. VARIANCE DRC2003-00062 AMERICAN PACIFIC HOMES - A request to allow a freeway
sound wall height up to 23 feet in conjunction with previously approved Tentative Tract Map
SUBTT16335 and Development Review DRC2002-00307 in the Medium Residential District
(8-14 dwelling units per acre) of the Etiwanda Specific Plan, located on the east side of East
Avenue, north of the 1-15 Freeway-APN: 227-141-14 and 66.
Rick Fisher, Contract Planner, presented the staff report and indicated that Page 2 of the resolution
had been inadvertently left out of the Planning Commission packet and was in front of the
Commissioners.
Vice Chairman Macias opened the public hearing.
Chuck Buquet, Charles Joseph Associates, 10681 Foothill Boulevard, Suite 395, Rancho
Cucamonga, stated the Variance was needed in connection with a project already approved by the
Planning Commission. He noted the sound wall requirement was included with the approval for the
Tract Map and Development Review, but the height of the wall requires a Variance.
Commissioner Tolstoy asked what had been determined with respect to the noise from the
condenser unit for the cell tower.
John Snell, American Pacific Homes, 1131 West 6th Street, #110, Ontario, stated the acoustical
engineer felt no mitigation would be necessary; however, they plan to enclose the area with a block
wall so there should definitely not be any problem.
Hearing no further testimony, Vice Chairman Macias closed the public hearing.
Commissioner Tolstoy liked the step down transition from the higher height to standard wall height at
the ends of the sound wall.
Motion: Moved by Stewart, seconded by Tolstoy, to adopt the resolution approving Variance
DRC2003-00062. Motion carded by the following vote:

H. PERIODIC REVIEW OF CONDITIONAL USE PERMIT 97-09 - STORAGE MAX - Review of
operational compliance with conditions of approval for an approved Conditional Use Permit for a
106,301 square foot mixed use storage facility(93,957 square feet of storage,6,000 square feet
of retail, 3,552 square feet of office, and 2,792 square feet of manager's quarters/office) on
3.8 acres of land in the Community Commercial District (Subarea 1), located at 8363 Foothill
Boulevard -APN: 207-571-76, 77, and 78. (Continued from January 22, 2003)
Brent Le Count, Associate Planner, presented the staff report.
Commissioner Stewart asked if the barrier was constructed because the applicant was having
trouble with patrons from the business to the east.

Mr. Le Count replied that was correct and the tenants of Storage Max have asked that the situation
be fixed.
Vice Chairman Macias opened the public hearing. The applicant was present but chose not to
speak. As there was no other testimony, Vice Chairman Macias closed the public hearing.
Commissioner Tolstoy believed Storage Max tried its best but the property owner to the east
appeared unwilling to cooperate. He hoped a more aesthetic closure will be found. He felt the
property owner to the east will have a real problem when Foothill boulevard is reconstructed, as
there will only be one driveway access allowing right tums only.
Commissioner Macias also felt staff had done its best to try to achieve a successful resolution of the
matter.
Motion: Moved by Stewart, seconded by Tolstoy, to direct staff to work with the applicant with
respect to the method of closure for the existing driveway. Motion carried by the following vote:

I. ENVIRONMENTAL ASSESSMENT AND MODIFICATION TO CONDITIONAL USE PERMIT
95-25, DRC2002-00739-SAHGA GROUP L.P. -A request to modify the site plan and uses for
a previously approved master planned shopping center totaling 75,652 square feet on 8.9 acres
in the Community Commercial District, including a 2,900 square foot drive-thru restaurant and a
5,500 square foot motor vehicle service facility, at the southwest comer of Foothill Boulevard
and Vineyard Avenue—APN: 207-211-12, 13, 15, 19, 38, and 40.
Alan Warren, Associate Planner, presented the staff report.
Commissioner Tolstoy asked the location of the loading area for the buildings to the south.
Mr. Warren replied it is located in an alcove where the two larger buildings are connected by a
smaller building in the center. He said the loading activity will not face south, but will rather face the
other buildings.
Vice Chairman Macias opened the public hearing. The applicant was present but chose not to
speak. As there was no other testimony, Vice Chairman Macias closed the public hearing.
Commissioner Tolstoy asked the status of the not-a-part lot at the southeast corner of the project.
Mr. Warren stated it contains a small house, which is rented. He reported the applicant held a
neighborhood meeting and the owner of the house attended the meeting.
Commissioner Stewart noted that the Design Review Committee was pleased that the parking was
moved to the center of the site.
Commissioner Tolstoy noted it also realigned the on-site driveway. He felt it created a win/win
situation.
Motion: Moved by Stewart, seconded by Tolstoy, to issue a Negative Declaration and adopt the
resolution approving DRC2002-00739, a modification to Conditional Use Permit 95-25. Motion
carried by the following vote:

J. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM16042 -
RIVERSIDE COMMERCIAL INVESTORS-A request to subdivide 14.41 acres into 16 parcels
for industrial purposes in the General Industrial District (Subarea 5), located at the southwest
corner of 8th Street and Center Avenue - APN: 209-222-17 and 209-234-07. Related Files:
Development Review DRC2002-00860,Tree Removal Permit DRC2002-01004,and Preliminary
Review DRC2002-00405.
NEW BUSINESS
K. ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00860 -
RIVERSIDE COMMERCIAL INVESTORS-The development of 14.41 acres of an Industrial Use
Master Plan consisting of 16 buildings totaling 255,210 square feet, in the General Industrial
District (Subarea 5), located at the southwest corner of 8th Street and Center Avenue -APN:
209-222-17 and 209-234-07. Related Files: Tentative Parcel Map SUBTPM16042, Tree
Removal Permit DRC2002-01004, and Preliminary Review DRC2002-00405.
Donald Granger, Assistant Planner, presented the staff report.
Vice Chairman Macias opened the public hearing.
Chuck Buquet, Charles Joseph Associates, 10681 Foothill Boulevard, Suite 395, Rancho
Cucamonga, thanked staff from Planning and Engineering. He stated the site was difficult because
of substantial infrastructure challenges. He indicated they were in concurrence with the conditions
and representatives from Riverside Commercial Investors were available to answer questions.
Hearing no further testimony, Vice Chairman Macias closed the public hearing.
Commissioner Stewart said it was a pleasure to work with the Mr. Butler in the design review
process because he was willing to work with the City. She believed the development will be very
nice and noted it will bring jobs to the City.
Vice Chairman Macias stated it is good to hear success stories. He thanked the applicant for
appreciating the needs of the City and his willingness to work with staff.
Motion: Moved by Stewart, seconded by Tolstoy, to issue a Negative Declaration and approve the
resolutions approving Tentative Parcel Map SUBTPM16042 and Development Review
DRC2002-00860. Motion carried by the following vote:

L. DEVELOPMENT REVIEW DRC2001-00808-THOMAS SOTO-A request to construct a 3,674
square foot single family home on .86 acre of land in the Hillside Residential District, located at
4946 Skyline Road - APN: 200-441-37.

Vice Chairman Macias invited public comment. The applicant was present but chose not to speak
and there were no other public comments.
Commissioner Stewart felt the project is very nice. She noted the Design Review Committee
reviewed the project on two occasions. She stated it meets the intent of the Hillside Development
Ordinance.
Motion: Moved by Tolstoy, seconded by Stewart, to adopt the resolution approving Development
Review DRC2001-00808. Motion carried by the following vote:

DIRECTOR'S REPORTS
M. TRAILS IMPLEMENTATION PLAN ANNUAL 2003-2004 BUDGET REVIEW
Brad Buller, City Planner, presented the staff report.
Commissioner Tolstoy observed that he and Commissioner Stewart are members of the Trails
Committee and the Committee reviewed the requests and feel they are well founded. He stated the
priority listing remains basically the same as presented in previous years.
It was the consensus of the Commission to support the priority listing as presented.
Mr. Buller observed that there are many trails throughout the northern part of the City and it will
eventually be possible to ride from east to west and north to south throughout the City and connect
to other cities. He also noted there are several horse stables and other equestrian facilities in the
City.
N. DEMOGRAPHIC CHANGES-A review of the 2000 Census focusing on demographic changes
between 1990 and 2000.
Brad Buller, City Planner, reiterated that staff wished to postpone this item to a future agenda.

There were no additional public comments.
COMMISSION BUSINESS
Commissioner Tolstoy observed that the projects considered this evening had been in process for
quite some time and been reviewed by staff and various committees. He noted that the projects go
through a rigorous process.

At the request of Vice Chairman Macias, Brad Buller, City Planner, gave a brief overview of the
development review process, including the environmental review process. lie also reviewed the
appeal process and the plan check process.
Vice Chairman Macias noted there are a variety of checks and balances and the availability for public
comments.

Motion: Moved by Stewart, seconded by Tolstoy, carried 3-0-1 (McNiel absent), to adjourn. The
Planning Commission adjourned at 7:47 p.m. to a workshop immediately following. The workshop
adjourned at 9:00 p.m. and those minutes appear separately.
