PLANNING COMMISSION MINUTES
Adjourned Meeting
November 14, 2001
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 8:50 p.m. The meeting was held in the Rains Room at Rancho Cucamonga
Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.

NEW BUSINESS
A. PRE-APPLICATION REVIEW DRC2001-00641 — NET DEVELOPMENT CO. —A review of a
master plan for nine single-story office/industrial buildings ranging from 4,300 to 10,000 square
feet (approximately 44,000 square feet total) on a 3.5 acre site in the Industrial Park District
(Subarea 7), located on the southwest side of White Oak Avenue, east of Elm Street —
APN: 208-352-92.
Brad Buller, City Planner, opened the meeting with an introduction of the Pre-Application process.
He introduced the applicant.
The applicant, Kevin Coleman of Net Development Company, reviewed the project concept for the
Commissioners and explained the meetings he had with the City Planner regarding the project. He
indicated the project, as proposed, is an office/industrial park complex on a 3.5 acre site on the
southwest side of White Oak Avenue.
Alan Warren, Associate Planner, provided staff comments and questions for the Commission to
consider in their remarks. Primarily, staff asked the Commission to respond to the concept as it
relates to the Master Plan for the area surrounded by Red Oak, White Oak Avenues, and Civic
Center Drive. In addition, he asked the Commission to evaluate how the plan satisfies various
standard office/industrial design policies.
Commissioner Stewart began the discussion by stating that she didn't see any unifying pattern
evident in the site plan. She thought the project should have an internal relationship between the
buildings similar to a project in Newport Beach with which she is familiar.
Commissioner Mannerino concurred with staffs comments regarding the design, but also
commented that land use is a primary issue regarding the site. He believed the site should be
developed as a major office complex, possibly similar to the recently approved Mercury Insurance
office to be constructed nearby on Foothill Boulevard. He thought the plan should stress office
development if the project has mixed uses.
Commissioner Macias agreed with staffs comments.
Chairman McNeil stated that he understood the applicant's desire to build the kind of project that
would currently be marketable for the site. However, he commented that the City's plan for the area
was for quality office development. He felt the proposal would need to be amended with significant
improvements towards higher quality before it would be acceptable with the existing master plan.
Mr. Coleman commented that he brought this plan to the Commission to get feedback from the
Commissioners and that Planning staff had not indicated a favorable impression of his proposal. He
stated that he does not see a large office structure as being feasible now or in the foreseeable future
but he thought smaller individual offices might have some potential for the site.
Mr. Buller informed the Commission that he met with some of the other property owners adjacent to
this site and that they are interested in pursuing a similar type of development on the remaining land
of area bordered by Red Oak and White Oak Avenues and Civic Center Drive. He indicated he
gathered from the Commissioners' comments that the area's development should not be
piecemealed without an integrated connective plan for the entire area and every project should fit
into the approved master plan. He stated that, based on the feedback from the Commission, other
industrial properties further south into the industrial area should be developed with the proposed type
of project before considering the area near Foothill Boulevard for such uses. Mr. Buller raised the
issue of the acceptability of a Catellus-like (development on Foothill Boulevard), high-end industrial
master plan, for this area.
Commissioner Mannerino questioned the concept of"high-end industrial"and asked where it exists.
Mr. Coleman stated that since he doesn't see the market for the type of office/industrial development
that the Commission is suggesting, he would not amend the plan for such a proposal.
Chairman McNiel stated that he presently sees no reason to change the master plan concept to
allow 3,000 square foot buildings for small offices and industrial uses on the site.
