PLANNING COMMISSION MINUTES
Adjourned Meeting
April 28, 1999
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:40 p.m. The meeting was held in the Rains Room at Rancho
Cucamonga Civic Center, 10500 Civic Center Ddve, Rancho Cucamonga, California.

NEW BUSINESS
A. PRE-APPLICATION REVIEW 99-04 - GRABIEL - Review of grading concepts for 21 lots
within approved Tentative Tract 10035 on 15.7 acres of land in the Low Residential District
(2-4 dwelling units per acre) located on Camino Predera south of Red Hill Country Club Ddve
- APN: 207-641-01 thru 10 and 207-631-01 thru 11.
Chairman McNiel noted that the applicant had requested the item be rescheduled for May 12,
1999.
B. PRE-APPLICATION REVIEW 99-05 - KAPLAN - The proposed development of a 125-unit
senior housing, 100-unit assisted living, and 25,000 square foot medical office on a 13 acre
site in the Industrial Park Distdct (Subarea 7) of the Industrial Area Specific Plan, located at
the southwest comer of Foothill Boulevard and Elm Avenue - APN: 208-352-63 through 69.
Larry Henderson, Principal Planner, explained the purpose and format of the pre-application
review process.
Leonard Kaplan, applicant, described the assisted care concept with the senior housing acting as
a "feeder" to the assisted care facility. He said the senior housing would be developed in
conjunction with and closely associated with the assisted care to provide different levels of care
to senior citizens in a very dignified, high end project. He indicated the average age is 85 years
old, and all are on some form of medication. He stated the project would offer many on-site
amenities, such as card rooms, exercise rooms, walking paths, water feature, and shuffle board
courts and would have its own shuttle van to take seniors to services and recreation. He felt the
project could work well with Heritage Hospital and Aspen/Laurel medical facilities to provide a
compendium of care for seniors. He said they are very open to rearranging the site plan, and
were considering flipping the amenities of the senior housing to the rear of the building. He
commented they have a lot of land to work with and will provide extensive landscaping along
Foothill Boulevard.
Carol Plowman, Lee and Associates, introduced the land owner, Steve Gozini, and indicated the
parties involved in this project are not the same as those in the Wohl master plan. She said they
have tried to market the site for commercial/retail but have not been able to generate interest by
commercial developers.
Rebecca Van Buren, Associate Planner, identified the recently approved projects in the vicinity,
including Marriott to the north and Heritage Hospital expansion for a skilled nursing facility to the
south. She noted that using Heritage Hospital as a point of reference, the proposed project could
be seen as integrating and expanding the "medical/senior care" focus in this area. However, she
noted that looking at the project from the vantage point of Foothill Boulevard, the residential nature
of the project is a concern on this site. She commented a senior pedestrian project would be
challenged with the fast, high volume traffic across Foothill, while a senior, non-pedestrian project
would seem to "under utilize" a prime commercial site intended to be an active people place. Ms.
Van Buren stated there is an approved master plan for this site that is commercial/retail but the
proposed project is very different from the approved master plan so a new conditional use permit
analyzing the land use changes would be necessary.
Commissioner Stewart said there are many amenities in the area with the hotel and nearby
restaurants. She was concerned that the project removes a retail area and wanted to know how
this affects the General Plan process before developing any opinions on the medts of this project.
She asked if there will be fences or walls to secure the facilities. She noted that seniors are
sensitive to noise and noise impacts of Foothill Boulevard must be considered.
Commissioner Mannerino supported this type of use. He noted that this site is near restaurants
and hotel. He thought this subarea has the potential to develop as a medical campus with
Heritage Hospital, Aspen-Laurel and this type of complementary care. He said the applicant must
work out pedestrian problems and amenities to make the project compatible.
Chairman McNiel stated he opposed the community commercial on the south side of Foothill
Boulevard when the ISP amendment and master plan were reviewed. He said he continues to
feel the commercial/retail on Foothill is becoming too spread out and diluted to the detriment of
this corridor. He noted that there is a commercial building surrounded by apartments on the west
end of Foothill Boulevard which is designed in an attractive and compatible manner. He liked the
idea of creating a medical hub with restaurants and a hotel.
Mr. Henderson confirmed the preliminary plan shows the medical office next to Mimi's, with
assisted care in the middle, and senior housing at the east end.
