Regular Meeting
August 13, 1997
Chairman Barker called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman
Barker then led in the pledge of allegiance.
ROLL CALL
COMMISSIONERS: PRESENT: David Barker, William Bethel, Rich Macias, Peter Tolstoy
ABSENT: Larry McNiel
STAFF PRESENT: Tricia Ashby, Planning Division Secretary; Brad Buller, City Planner; Dan

Grahn, Associate Planner; Dan James, Senior Civil Engineer
ANNOUNCEMENTS
Brad Buller, City Planner, introduced Mike Estrada, of Richa~s, Watson, & Gershon, and indicated
he will be representing the City A~orney's office at future Planning Commission meetings.
APPROVAL OF MINUTES
Motion: Moved by Tolstoy, seconded by Macias, carried 4-0-1 (McNiel absent), to approve the
minutes of July 9, 1997.
Motion: Moved by Bethel, seconded by Tolstoy, carried 4-0-1 (McNiel absent), to approve the
adjourned minutes of July 9, 1997.
Motion: Moved by Bethel, seconded by Macias, carried 4-0-1 (McNiel absent), to approve the
minutes of July 23, 1997.

CONSENT CALENDAR
A. DEVELOPMENT REVIEW 97-07 - DIVERSIFIED PACIFIC HOMES LTD. - The design review
of detailed site plans and elevations for 61 single family lots on 38.92 acres approved with
Vesting Tentative Tract 13851. The project is located in the Very Low Residential District (less
than 2 dwelling units per acre), and is located east of the existing Deer Creek community, west
of the Deer Creek Channel, and north of Wilson Avenue - APN: 1074-571-01 through 31 and
1074-581-01 through 31.
Chairman Barker pulled Item A from the Consent Calendar at the request of staff.
Brad Buller, City Planner, indicated the applicant requested the item be pulled for a discussion of
drainage issues.
Chairman Barker invited public comment.
Daniel Guerra, Derbish, Guerra, & Associates, 8331 Utica, Suite 150, Rancho Cucamonga,
referenced an August 4, 1997, letter before the Commission requesting the option of using polyvinyl
chloride (PVC) pipe underground, in lieu of other alternatives. He observed the project is a recorded
vested tract map, which is currently rough graded, and had been approved with earthen graded
swales where single cross lot drainage is proposed. He explained that subsequent to the approval
of the tract, Planning Commission Resolution 92-17 was adopted which calls for concrete/rock lined
swales or reinforced concrete pipe (RCP). He felt the unique circumstances of the development
warrant the request to use PVC pipe.
Chairman Barker asked staff why the circumstances surrounding this project are unique.
Mr. Bullet stated a possible concern with regard to the setting of a precedent for future requests of
the Commission to approve PVC for underground drainage systems. He reported the Grading
Committee and the City's building officials felt the proposed change in the drainage system is a
superior product design solution in lieu of an open swale, which was previously approved under
the vesting map. He pointed out the uniqueness lay in the fact that it's a vesting tentative map and
the lots have been graded. He observed the Commission is simply approving the product which
will be built on the lots.
Commissioner Tolstoy asked if the applicant wishes to delete the pipe that was required.
Mr. Buller reported an open concrete swale was the choice design for this project, per the Hillside
Ordinance. He indicated the applicant believes it will be better for the project if PVC pipe is installed
underground, instead of the approved concrete swale or pipes made of RCP material.
Commissioner Tolstoy asked that the method be described.
Mr. Guerra reported their proposal includes the installation of PVC underground pipe, even though
the current rough graded, recorded, vested tract has earthen swales. He felt underground pipe is
superior to earthen swales.
Commissioner Tolstoy agreed.
Mr. Buller pointed out, even though it's vested, a final grading plan still needs to be approved and
the Hillside Ordinance states two options for cross lot drainage: RCP or concrete swales.
Commissioner Tolstoy stated his concurrence with the use of PVC pipe, assuming an adequate
diameter is utilized.
Mr. Butler reported the diameter to be 12-inches.
It was the consensus of the Commission to allow PVC pipe.
Motion: Moved byTolstoy, seconded by Bethel, to approve Development Review 97-07. Motion
carried by the following vote:

PUBLIC HEARINGS
B. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE · PERMIT 93-13
(MODIFICATION) - E&R RANCHO PACIFIC, INC. - A request to expand an existing storage
facility by providing an additional 46,683 square foot building on 1.78 acres of land in the
General Industrial District (Subarea 5) of the Industrial Area Specific Plan, located on the east
side of Hermosa Avenue, south of 8th Street - APN: 209-211-10. Staff has prepared a
Negative Declaration of environmental impacts for consideration. Related file: Variance 97-02.
C. VARIANCE 97-02 - E&R RANCHO PACIFIC, INC. - A request to reduce the required building
setback from residential areas from 45 feet to 0 feet for the expansion of an existing storage
facility in the General Industrial District (Subarea 5) of the Industrial Area Specific Plan, located
on the east side of Hermosa Avenue, south of 8th Street - APN: 209-211-10. Related
file: Conditional Use Permit 93-13.
Tom Grahn, Associate Planner, presented the staff report. He suggested the deletion of an
Engineering Condition relating to flood zones.
Chairman Barker opened the public hearing.
Bill Angel, E&R Rancho Pacific, Inc., 8949 Hermosa Avenue, Rancho Cucamonga, thanked both
the Engineering and Planning staff and stated they were very helpful and cooperative in processing
the project.
Chairman Barker, hearing no further comments, dosed the public hearing.
Commissioner Tolstoy supported the project.
Commissioner Bethel felt it was a continued good use of the property. He stated that at the Design
Review meeting it had been reported that both adjacent property owners had been contacted and
have no problem with the expansion.
Motion: Moved by Tolstoy, seconded by Macias, to approve Conditional Use Permit 93-13
(Modification) and Variance 97-02 with the deletion of the flood zone condition suggested by staff.
Motion carried by the following vote:
AYES: BARKER, BETHEL, MACIAS, TOLSTOY
NOES: NONE

D. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP 15016 - LEWIS
DEVELOPMENT CO. - A subdivision of 3.9 acres of land into two parcels in the Terra Vista
Promenade shopping center, located at the northwest corner of Foothill Boulevard and
Rochester Avenue - APN; 227-151-39. Staff has prepared a Negative Declaration of
environmental impacts for consideration.

Dan James, Senior Civil Engineer, presented the staff report.
Commissioner Bethel asked if the developer will landscape the parcels if the own'er does not do so
within six months.
Mr. James reported that issue had been conditioned into the design review of the project and the
landscaping condition before the Commission tonight is a requirement to join the general
landscaping and lighting district because of the subdivision of the parcel.
Chairman Barker opened the public hearing.
Mark Bertone, Madole & Associates, 10601 Church Street, Suite 107, Rancho Cucamonga,
announced he was appearing on behalf of Lewis Homes and stated they are in agreement with the
conditions.
Chairman Barker, hearing no further comments, closed the public hearing.
Motion: Moved by Bethel, seconded by Tolstoy, to approve Tentative Parcel Map 15016. Motion
carried by the following vote:
AYES: BARKER, BETHEL, MAClAS, TOLSTOY

COMMISSION BUSINESS
E. FOOTHILL BOULEVARD ACTIVITY CENTERS
Chairman Barker recommended the item be continued to August 27, 1997, so that it could be
discussed with Commissioner McNiel in attendance.
F. DESIGN REVIEW COMMI~q-EE APPOINTMENTS
Brad Buller, City Planner, announced Design Review has been moved to 7:00 p.m. on the first and
third Tuesdays of each month. He reported, with the change of meeting dates, Commissioners
Bethel and Macias are now available to serve on the Committee.
It was the consensus of the Commission that Commissiohers Bethel and Macias continue to serve
on the Committee.
G. SIGNS/MULTI-FAMILY TASK FORCE UPDATE fOral Reoort~
Brad Buller, City Planner, reported the Task Force had met and discussed signage issues, with
direction to staff to revisit regulations regarding square footage of monument signs. He stated there
was also discussion about illegal signs and reported a new Code Enforcement position is budgeted
to address these and other Code Enforcement issues.

Commissioner Tolstoy asked if a planned field trip through the City with regard to current signs had
been schedu(ed. 2 .
Mr. Buller reported Nancy Fong is coordinating this event.
H. FOOTHILL BOULEVARD/ECONOMIC DEVELOPMENTTASK FORCE UPDATE (Oral ReDort}
Brad Buller, City Planner, announced the Task Force meeting has been rescheduled for September
17, 1997.
