PLANNING COMMISSION MINUTES
Adjourned Meeting
July 9, 1997
Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga Planning
Commission to order at 6:15 p.m. The meeting was held in the Rains Room at Rancho Cucamonga
Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman Barker then led
in the pledge of allegiance.

NEW BUSINESS
A. PRE-APPLICATION REVIEW 97-03 - BURNETT DEVELOPMENT CORPORATION - The
review of a conceptual site plan and grading scheme for the proposed development of 19
hillside residential lots on Red Hill, on the south side of Camino Predera, south of Red Hill
Country Club Drive ~ APN: 207-631-01 through 11 and 207-641-01 through 10.
Brad Bullet, City Planner, opened the meeting by introducing the development team to the Planning
Commissioners and briefly explaining the function and format of the Pre-Application Review process.
Bill Warkentin, Warkentin Partnership, presented the project to the Planning Commission and
explained how it is proposed to be developed as two separate entities; the "flatter" podion of the site
with more conventional single family residences with access off the existing street (Camino Predera)
and the "steeper" portion of the site with stepped pads and a private driveway providing access to
the existing street.
Steve Hayes, Associate Planner, outlined staff's concerns with the project that the Planning
Commission should consider in their analysis of the project.
Commissioner Tolstoy stated that he liked the private drive and clustering represented on the plans
for the steeper portion of the site. He noted his concern with the visibility of cars exiting the private
ddve to the public street and how slopes will be maintained and stabilized and asked the applicant
to consider these items carefully when formalizing the design of this project.
Commissioner McNiel stated that the design of houses on the flatter "production" lots should have
a custom appearance and asked the applicant when the private drive would be built.
Lynn Burnett, Bumett Development Corporation, stated that they plan to build the drive with Phase
Two, at the same time that the houses on the affected lots are accepted for the issuance of building
permits.
Commissioner McNiel noted that he did not want the drive to be built well in advance of the homes
on the adjacent lots. ~.
Commissioner Macias expressed the impodance of slope stabilization and commended the applicant
on an interesting design solution for the site. He felt that the architectural flavor should be consistent
with the overall custom architectural feel of the Red Hill community.
Commissioner Bethel felt that the phasing was acceptable as proposed, but was concerned with the
length of the private driveway proposed to serve the steeper part of the site. He also stressed the
importance of slope stabilization and complimented the developer on the design concept for the site.
Chairman Barker stated that a "thematic," 360 degree landscape concept should be developed in
areas that are easily visible from public view, one that aids in the issue of slope stabilization that has
already been addressed by all members of the Commission. He noted his concern with the length
and angle of the private drive, and asked the applicant to work closely with staff to address those
issues. He felt that the clustering proposed in the steeper portion of the site was innovative and liked
the overall design concept.
Mr. Bullet summarized the comments and issues of the Planning Commissioners and gave the
developer direction in preparing for submittal of a formal application.
