PLANNING COMMISSION MINUTES
Adjourned Meeting
January 10, 1991
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga
Planning Commission to order at 7:30 p.m. The meeting was held in the Tri-
Communities Room at Rancho Cucamonga Civic Center, 10500 Civic Center Drive,
Rancho Cucamonga, California.

PRELIMINARY WORKSHOP ON CONDITIONAL USE PERMIT 90-37 - THE WATTSON COMPANY - A
request to establish a retail/commercial center consisting of approximately
520,000 square feet of retail space, 22,000 square feet of restaurant/fast
food use, and a service station on an approximately 60 acre site within
Subarea 4 of the Foothill Boulevard Specific Plan, located on the south side
of Foothill Boulevard between Etiwanda Avenue and Interstate 15 -
APN: 229-031-03 thru 13, 15, 16, and 20.
The Planning Commission discussed the various issues surrounding the site plan
and provided direction to staff and the applicant about areas of concern,
additional study, and/or possible redesign. These areas included, but are not
limited to, the following:
1. Circulation
a. Contacting the property owners on the north side of Foothill about
shifting the median break location
b. Master planning for the north side of Foothill
c. The internal circulation flows, especially the western half of the
property
d. Safety of the western driveway in relation to the 1-15 off-ramp
e. Justification for the left only median break
f. Access to Etiwanda
g. Truck maneuvering
h. Emergency vehicle access and circulation
2. Building placement
a. Use of free-standing buildings would be considered only if greater
emphasis and improvement is provided at the pedestrian level
through site design and architectural elements
b. Avoid "box" design of free-standing buildings
c. Freeway visibility
d. Screening of drive-thru facilities
e. Drive-thru conflicts with circulation aisles
3.Focal points
a. Expansion
b. Stronger statement
4. Landscaping
a. Building edges
b. Parking areas
c. Storefront areas
Because of time constraints, the architecture proposed for the project was not
reviewed. A second workshop will be scheduled for January 23, 1991, following
the Planning Co~nission meeting, to review the architecture and any revisions
to the site or landscape plans.
The meeting adjourned at 11:00 p.m.
