PLANNING COMMISSION MINUTES
Adjourned Meeting
December 19, 1995
Chairman Barker called the Adjourned Meeting of the City of Rancho Cucamonga
Planning Commission to order at 6:05 p.m. The meeting was held in the Rains Room
at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga,
California. Chairman Barker then led in the pledge of allegiance.

NEW BUSINESS
MODIFICATION NO. 2 TO CONDITIONhi. USE PERMIT 93-49 - WESTERN DEVELOPMENT CO.
- A modification to the master plan of an integrated shopping center, Town
Center Square, and the design review of detailed site plan and elevations for
Building 7, an in-line 36,380 square foot retail building (Office Max), and
Buildings 13 and 14, two freestanding retail buildings of 7,500 square feet
each, in the Community Commercial District of the Terra Vista Community Plan,
located at the north side of Foothill Boulevard, between Spruce and Elm
Avenues - APN: 1077-421-58 and 63.
Nancy Fong, Senior Planner, presented the staff report.
Chuck Beecher, Lewis Homes, explained the reasons for the changes to the upper
and lower plazas and the design changes to building pads 13 and 14.
Commissioner Melcher suggested a stronger entry statement by eliminating the
lower central plaza and expanding southerly the upper central plaza. He also
felt that having a single building (Building 11) within the lower plaza isolates
it from the rest of the center.
'Oommissioner Lumpp stated he liked the approved design of the upper and lower
plazas. He felt that the ambiance of the upper plaza is compromised because
Barnes & Noble and Starbucks are not next to it.
Commissioner Tolstoy agreed with Commissioner Lumpp's comments
Chairman Barker stated he would like to maintain a view corridor into the site
and beyond. He felt that having a main driveway up to the plaza would draw
people to it.
The consensus of the Commission was to maintain the view corridor and the
pedestrian promenade within the plazas and the applicant was directed to work
with staff to study the options of having a centralized lower plaza or a major
entry driveway.
The Commission directed the applicant to include proposed signages on the
elevations so that they could review the total design of building 7.
The Commission did not reach a consensus as to the proposed 45-degree gable roof
entries for Buildings 13 and 14. The Commission directed the applicant to work
with staff in preparing more refined elevations for their review at another
workshop.
The applicant agreed to work with staff in addressing the concerns of the
Commission.
