PLANNING COMMISSION MINUTES
Adjourned Meeting
May 5, 1993
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga
Planning Commission to order at 5:00 p.m. The meeting was held at the Tolstoy
residence, 9540 Hillside Road.

TRANSITION OF DENSITY FOR RESIDENTIAL PROJECTS
Commissioner Melcher began the discussion by recommending that the full
Planning Commission conduct a workshop with Lewis Homes to discuss site/land
planning issues, such as transition of density. He felt that the developer
needs to be reminded of the Commission's concerns with the need for proper
site/land planning, particularly as Terra Vista enters into its final phases.
Commissioner Vallette indicated that she had reviewed the staff report and
felt that the City's existing codes are adequate regarding the issue of
transition of density and that greater attention in adhering to existing codes
needs to occur. She supported Commissioner Melcher's suggestion to hold a
workshop with Lewis Homes.
Chairman McNiel suggested that the Planning Commission develop an agenda for
the workshop, outlining those key issues or recommendations that need to be
imparted to Lewis.
Commissioner Melcher felt that the Commission needs to be very specific. He
felt that jumps of two density ranges between adjoining projects should no
longer be allowed.
Chairman McNiel thought that existing language regarding transition of density
is adequate. He felt the Commission needs to press harder for enforcing the
policies.
Commissioner Chitlea observed that part of the problem is that the Park
Development Agreement with Lewis Homes guarantees a certain number of units at
build-out in Tetra Vista. She said that this has created a situation in which
compromises in site/land planning are being made in the final phase of Tetra
Vista simply to achieve this target number of dwelling units. She felt this
handicaps the planning process.
RESIDENTIAL DEVELOPMENT - VARIATION IN LOT SIZES
Commissioner Vallette indicated her concern with providing adequate yard space
for residents and separation between homes for privacy. She felt that the
latest trend is to build big houses on smaller lots which gives an appearance
of being overbuilt and does not provide the quality of life desired. She felt
that variety in lot size is important because it offers different buyers
opportunity to purchase a home within a tract. She felt that dual glazing in
windows helps reduce noise problems between neighbors in smaller lot tracts.
Chairman McNiel asked that staff provide the Commission with more information
regarding existing projects, including lot size, setbacks, etc.
Dan Coleman, Principal Planner, indicated the information had already been
compiled and would be forwarded to them.
Commissioner Melcher observed that developers like a uniform lot width because
it allows plotting adjustments in future phases in response to buyer
preference. He felt the City should require a minimum 15-foot side yard where
RV storage is provided, or less than 7 feet where no RV storage is provided,
in order to discourage residents from trying to fit too much into an
inadequate side yard space.
