PLANNING COMMISSION MINUTES
Adjourned Meeting
April 7, 1993
Chairman McNiel called the Adjourned Meeting of the City of Rancho Cucamonga
Planning Commission to order at 5:10 p.m. The meeting was held at the Tolstoy
residence, 9540 Hillside Road, Rancho Cucamonga, California-

PLANNING COMMISSION GOALS AND pRIORITIES
The Commission discussed the design review process and reached consensus on
the following items.
1. Minutes of pre-Application Review meetings should be included when
projects are forwarded to Design Review and full Commission meetings. The
staff reports should emphasize the Commission's determinations.
2. Staff to have to option of forwarding poorly conceived/designed projects
to the Commission during the completeness review (between initial and
final submittals) for early direction by the Commission. This will allow
the Planning Commission to strengthen staff's hand in working with
applicants who choose to submit proposals which are contrary to the
Commission's pre-Application determinations and/or staff's presubmittal
advice.
3. User-friendly informational guidelines shall be included in application
forms to explain the completeness process, so that less sophisticated
applicants will be fully informed beforehand that the standard submittal
requirements represent the minimum information needed to enable staff to
determine whether further submittal data peculiar to the particular
project is required for evaluation.
4. prescheduling procedures to be utilized to minimize the time between
Design Review and Commission meetings.
5. Staggered Design Review Committee terms to be utilized in order to
minimize disruptive effects of changing personnel.
