HomeMy WebLinkAbout1993/03/24 - Minutes - PC-HPCCITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Regular Meeting March 24, 1993 Chairman McNiel called the Regular Meeting of the City of Rancho Cucamonga Planning Commission to order at 7:00 p.m. The meeting was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman McNiel then led in the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Suzanne Chitiea, Larry McNiel, John Melcher, Peter Tolstoy, Wendy Vallette ABSENT: None STAFF PRESENT: Brad Buller, City Planner; Dan Coleman, Principal Planner; Dan James, Senior Civil Engineers Scott Murphy, Associate Plannerl Gall Sanchez, Planning Commission Secretary , , , , , ANNOUNCEMENTS Brad Buller, City Planner, announced that the Planning Commission would be adjourning to a workshop at the end of the regularly scheduled meeting. , , , , APPROVAL OF MINUTES Motion: Moved by Tolstoy, seconded by Vallette, carried 5-0 to adopt the minutes of the Adjourned Meeting of March 3, 1993, as amended. Motion: Moved by Melcher, seconded by Tolstoy, carried 5-0, to adopt the minutes of March 10, 1993. , , , , PUBLIC HEARINGS Ae CONDITIONAL USE PERMIT 93-01 - VARDEN STUDIOS - A request to establish a photography studio within an existing industrial building in the General Industrial designation (Subarea 3) of the Industrial Area Specific Plan, located at 9607 Business Center Drive, #A - APN: 209-021-40. Scott Murphy, Associate Planner, presented the staff report. Chairman McNiel opened the public hearing. Bob Mitchell, Varden Studios Manager, 8380 Wilson Court, Rancho Cucamonga, stated he was available to answer questions. Hearing no further testimony, Chairman McNiel closed the public hearing. Motion= Moved by Melcher, seconded by Tolstoy, to adopt the resolution approving Conditional Use Permit 93-01. RESIDENTIAL DESIGN GUIDELINES CHITIEA, MCNIEL, MELCHER, TOLSTOY, VALLETTE NONE NONE -carried Brad Bullet, City Planner, presented the staff report. Commissioner Vallette asked for Commission discussion on the proposed language. She suggested the verbage regarding the enhanced treatment for exterior walls be separated from the requirement for an interior focal point. She wanted to be sure applicants realize that special architectural features will be necessary for the perimeter walls or monument signs and that the interior focal point is a separate requirement. Chairman McNiel felt they should be combined because both the exterior treatment and the interior focal point are part of an enhanced entry statement. It was the consensus of the Commission that verbage would be considered for the elimination of the word "should." , , , , Commissioner Vallette requested that an item be added to the next agenda regarding transition of density from single family homes to multi-family projects. Commissioner Tolstoy asked if the subject should not be expanded to include transition from multi-family projects to projects of higher density. She felt a policy should be Commissioner Melcher suggested that the Commission must differentiate between policies and guidelines. He felt policies must be formally adopted whereas guidelines can be collected and given as suggestions to applicants without being mandated. Commissioner Vallette suggested that the Commission discuss whether density transition should be a policy or guideline issue. , , , , , Commissioner Vallette requested some information for a potential meeting with Lewis Homes and the Community Development Director on March 31 regarding future develolmnent in the Terra Vista community. She requested a listing of zoning for parcels that are undeveloped but have approved projects, parcels with develol~nent in process or completed, and undeveloped parcels. She also asked for the total number of units already developed. She questioned how many in-fill projects have occurred in the past and what in'fill projects the Commission might still expect to see. Brad Bullet, City Planner, suggested that a map be provided showing what is developed and what is in process. Commissioner Tolstoy observed that Tetra Vista has a guaranteed build-out. He feared that when units are eliminated in one area, it will increase develol~nent elsewhere. Commissioner Melcher thought the Commission had requested a meeting with Lewis to address the Commission's concerns on future development. Mr. Buller stated he intended to set up a separate meeting with Lewis and the Planning Commission to address those concerns. · , , , Commissioner Vallette asked which planner is working on potential revisions to the Hillside DevelolMnent Ordinance. Mr. Bullet responded that there had been no decision that the Hillside Developsent Ordinance should be given priority over other items in the Work Program. Commissioner Vallette asked that the matter be placed on the next Commission agenda. · , , · , Planning Co~nission Minutes -3- March 24, 1993 ADJOURNMENT Motion: Moved by Tolstoy, seconded by Vallette, carried 5-0 to adjourn. 7=30 p.m. - The Planning Commission adjourned to a workshop immediately following in the Rains Room regarding Pre-Application Review 93-01 and Pre-Application Review 93-03. That meeting adjourned to a Workshop at 5=00 p.m. on April 7, 1993, at the Tolstoy residence regarding Planning Commission Goals and Priorities.
