State law prohibits the City Council and Planning C ommission from addressing any issue not previously included on the Agenda. The C ity Counc il and Planning Commission may receive testimony and set the matter for a subsequent meeting. C omments are to be limited to five minutes per individual or less, as deemed necessary by the Mayor, depending upon the number of individuals desiring to speak. All communications are to be addressed direc tly to the City Council and Planning C ommission not to the members of the audience. This is a professional business meeting and c ourtesy and dec orum are expected. P lease refrain from any debate between audience and speaker, making loud noises, or engaging in any activity whic h might be disruptive to the decorum of the meeting. RE COMMENDAT ION: D iscuss the vision f or the future [of the General P lan] for the City of Rancho Cucamonga and the values behind the vision. BACKGROUND: T he City's General P lan was last updated in 2010. A s the General P lan nears ten years old, the City is preparing to initiate a comprehensive update to the G eneral Plan, which will include a lengthy public outreach process. I n order to start the General P lan update on a direction that is the most compatible with the vision for the C ity's future, staff is looking f or direction f rom the C ity C ouncil and Planning C ommission on the broad aspirations, hopes and ideals upon which the General Plan update should be founded. ANALY S IS: W hile state law does not set deadlines for cities to update their General Plans, it does set the expectation that cities maintain and regularly update their General Plans. T he City's General P lan is nearing 10 years old. Over the course of the last ten years, there have significant changes to the legislation governing General P lan requirements such as safety, housing, traffic, environmental justice, and climate change. T he region has also begun to experience significant demographic shif ts as the B aby B oomer generation moves into retirement and Millennials have moved into adulthood and the job market in f ull force. Additionally, the C ity's Housing Element is due to be updated by the F all of 2021 and the State is signif icantly decreasing local control over housing and moving towards increasing f inancial penalties for non-compliance. F or these reasons, C ity staf f is preparing to initiated a comprehensive update to the General P lan which will include the Housing E lement. Over the course of the last few months, City staff met with City C ouncil twice to discuss economic development objectives. During the final City Council study session, staf f received feedback f rom the C ity C ouncil that the ideal of creating a "World C lass Community" is still a high priority f or the City C ouncil. Additionally, during the study session, the City Council shared that creating a high quality community where residents enjoy bountif ul opportunity and a high quality of lif e are important economic development objectives. Page 3 W ith this recent input and the age of the General P lan as context, staf f is seeking more specific input from the City Council and Planning C ommission on the vision for R ancho Cucamonga as a world class community, as well as the values, interests, and priorities that surround this vision, in order to appropriately set the stage for the update to the City's General Plan. T he Study S ession will include a f acilitated interactive conversation designed to elicit the values, interests and priorities as they relate to the C ity C ouncil and P lanning Commission's vision for the f uture. FISCAL IMPACT: No impact. COUNCIL GOAL(S) ADDRE S S E D: Better understanding of the City Council's vision for the C ity's future will enable staf f to more effectively work towards creating and sustaining a P remier C ity in the region.
