V- STAFF REPORT Cin'NL,�NAGEx'S Orr-icc RANCHO Date: August 10, 2016 C,,UCAMONGA To: Members of the Trails Advisory Committee From: Erika Lewis-Huntley, Management Analyst III By: Michael Parmer, Management Analyst I , Subject: PRESENTATION ON ACTIVE TRA PORTATION PROGRAMS FUNDED BY MOBILE SOURCE AIR POLLUTION R DUCTION REVIEW COMMITTEE (MSRC) BACKGROUND/ANALYSIS The Mobile Source Air Pollution Reduction Review Committee's (MSRC) Clean Transportation Funding Local Government Match Program offers funding for clean air projects to cities and counties within the South Coast Air Quality Management District (SCAQMD) to assist in local efforts to reduce air pollution. The City of Rancho Cucamonga secured MSRC funding for two active transportation programs; the Green Bike Zones and Pacific Electric Trail Safety Enhancement Project ($730,491) and the Southwest Cucamonga Class 1 Bicycle Lanes Project ($631,152). Specifically, these two projects include: 1. Green Bike Zones and Pacific Electric Trail Safety Enhancement Project • The application of green-colored pavement in identified conflict zones, turning conflict areas, bike boxes, and intersection crossings throughout the City. • The installation and evaluation of safety enhancements at twelve (12) Pacific Electric Trail crossings from the western to eastern City limits (7.4 miles from Grove to the 1-15 freeway), including flashing beacons, striping, and signing modifications 2. Southwest Cucamonga Class 1 Bicycle Lanes Project The construction of approximately 4.31 miles of Class 1 bike lanes to improve the current surface for walking and bicycling and the installation of path signage, striping, and crossing improvements at the following locations: a. 2.46 miles (12,990 LF) along the Cucamonga Canyon shared-use path (Foothill Boulevard to 41" Street) b. 1.85 miles (9,750 LF) along the Deer Creek shared-use path (Church Street to 41" Street) These projects will address gaps in the City's bicycle and trail network through infrastructure improvements, increasing safety, reducing potential conflicts between motorists and cyclists, and encouraging bicycling and walking for commuting as well as recreation. Further, these projects will encourage and promote alternatives to motorized transportation and help reduce vehicle emissions in the SCAQMD.
