C ALL TO O RDER –P.W.S ERVICE C ENTER C ONFERENCE R OOM The City of Rancho Cucamonga West-Side Districts Citizens’Oversight Committee held a Special meetingon Tuesday, March 14, 2017in the Public Works Service CenterConferenceRoom,8794 Lion Street, Rancho Cucamonga, California. Committee Member Harvathcalledthe meeting to order at 6:10 p.m. A1.Pledge of Allegiance: Ledby Committee Member Marji. A2.Roll Call: Present wereCommittee Members:Joey Catuara, David DeMauro, Sean Harvathand Theresa Marji. Absent: Velma Gilbert Also present were:Lori Sassoon, Deputy City Manager/Administrative Services; Tamara Layne, Finance Director; Bill Wittkopf, Public Works Services Director; Noah Daniels, Finance Manager; Chris Bopko, Management Analyst III; Kelly Guerra, Special Districts; Administrative Secretary Melinda Garcia. A3.Approval of Minutes: Committee Member Marjimotioned to approve the minutes from the meetings on November 9, 2016. The motion was seconded by Committee Member Catuaraandharmoniously approved. B.P UBLIC C OMMUNICATIONS No public communicationswere made. C.I TEMSOF D ISCUSSION C1.Review and Discussion of Annual Independent Report. TheCityAuditor, RichKikuchi, provided detailedinformation about therole of the auditor, procedures, the various letters that they issue, and results.A discussion ensued regarding rates, fund balances, uses of funds, administrative costs, and reserves.The Committee complimented the stafffor the public outreach educatingresidents about the West-Side Districts. C2.Review and Approval of Annual Written Report to the City Council. Following adiscussion, Committee Member DeMauromotioned to approve the annual report to the City Council. The motion was seconded by Committed Member Harvath.Pending availability, the Committee selected April 5 and April 17, 2016as adate for the report to be presented to the City Council.Staff to follow-upand email date. Finance Manager Daniels provided information concerning the distribution of the Newsletter to residents. The Committee provided input they felt would help simplify the issue to residents. D.C OMMENTS FROM THE C OMMITTEE D1.Comments. Chair Harvath submitted his letter of resignation and wish the Committee well. As a result, Committee MemberCatuarawas selectedto present Auditor’s Report to the City Council. E.A DJOURNMENT Committee Member Marjimotioned to adjourn the meeting.
