B. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Library Board of
Trustees on any item listed on the agenda. State law prohibits the Library Board of
Trustees from addressing any issue not previously included on the Agenda.The Board
may receive testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed
necessary by the Chair, depending upon the number of individual Members of the
audience. This is a professional business meeting and courtesy and decorum are
expected. Please refrain from any debate between audience and speaker, making loud
noises or engaging in any activity which might be disruptive to the decorum of the
meeting.

The following Consent Calendar items are expected to be routine and non-
controversial. They will be acted upon by the Library Board of Trustees at one time
without discussion. Any item may be removed by a Member or member of the audience
for discussion.

A. CALL TO ORDER
The adjourned meeting of the Library Board of Trustees was held on Thursday, May 3, 2018, in
the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. The meeting was called to order at 6:01 p.m. by President, Christine DeVries. Present
were Members Hannah and Temkin.
Also present were: Julie A. Sowles, Library Director, Brian Sternberg, Assistant Library
Director, Cara Vera, Library Services Manager, Wess Garcia, Programming Coordinator, Casey
Marcarello, Adult Librarian, Brittany Garcia, Teen Librarian, Jennifer Palacios, Administrative
Secretary and Avianca Ortiz, Library Clerk.

C1. Consideration to approve Minutes of May 3, 2018.
MOTION: Moved by Member Hannah to approve May 3, 2018 minutes, seconded by Member
Temkin. Motion carried 3-0-2 (with Member Hairston and Member Tompkins absent).
C2. Consideration to approve the Library Revenue Balance Report of 2017/2018 Budget.
MOTION: Moved by Member Temkin to approve the Library Revenue Balance Report, seconded
by Member Hannah. Motion carried 3-0-2 (with Member Hairston and Member Tompkins absent).
D. LIBRARY DIRECTORS STAFF REPORTS
D1. Consideration and discussion regarding the Library Status Report. The reports will be
presented by staff.
a. Consideration and discussion regarding general announcements. The oral report
will be presented by Julie A. Sowles, Library Director.
Julie A. Sowles, Library Director, reported prices for book purchases have gone up by$.25 at the
Friends of the Library Bookstore.
Library Director Sowles reported Back 2 Basics graduation is on Monday, May 7, 2018 at the
Cultural Center in Celebration Hall at 5:00 p.m.

Julie A. Sowles, Library Director, stated the Recruitment Subcommittee for the Library Foundation
Board made a recommendation for a new Board Member and will be announced at the next
Foundation meeting on May 7, 2018.
Library Director Sowles stated City Council adopted the recommended change of the Code of
Conduct.
Julie A. Sowles, Library Director, stated she, other Board Members and staff attended the Serving
with a Purpose Conference at the Ontario Convention on May 2, 2018.
b. Consideration and discussion regarding a review of Library statistics. The report
will be presented by Cara Vera, Library Services Manager.
Cara Vera, Library Services Manager, reported the old format of the report will continue to be in
the agenda packet until the end of the fiscal year.
Mary Hannah, Board Member, stated the new one sheet report is easier to read and likes the way
it looks.
D2. Consideration and discussion regarding Children's Services, Adult Services and Library
Programming. The oral report will be presented by Brian Sternberg, Assistant Library Director.
Brian Sternberg, Assistant Library Director, reported the Asian Pacific Islander Night will be
Friday, May 4, 2018 at the Paul A. Biane Library.
Assistant Library Director Sternberg stated the Back 2 Basics Graduation on Monday,
May 7, 2018 will feature a guest speaker, Victoria Rigney, Vice Principle from Los Amigos
Elementary School and the comedic magician Wacko.
Brian Sternberg, Assistant Library Director, reported Saturday, May 26, 2018 will be Star Wars
Day at the Biane Library partnering with Victoria Gardens. The event is expected to have over
3,000 guests attending with an opening procession of Star Wars characters. A full presentation
will be reported at the next Library Board of Trustees meeting on June 7, 2018.
Assistant Library Director Sternberg stated the Second Story will hold a proactive parenting
contract class for early speech strategies on Saturday, May 12, 2018. The class is designed for
parents ages 17 and up.
D3. Consideration and discussion regarding Cultural Arts Nights. Presentation by Casey
Marcarello, Adult Librarian and Brittany Garcia, Teen Librarian.
Casey Marcarello, Adult Librarian and Brittany Garcia, Teen Librarian, presented an oral staff
report and PowerPoint presentation (copy on file).
Christine DeVries, President, stated the presentation was very informative and enjoyed the
report from staff.

El. Consideration and discussion to recommend approval to City Council regarding Second
Story rental fees and policies. The report will be presented by Brian Sternberg, Assistant Library
Director.
Brian Sternberg,Assistant Library Director, reported the background for Second Story room rental
rates for the general public.
Assistant Library Director Sternberg stated the rates suggested in the 2018 schedule (E1-8) are
consistent with the current rates used by the Community Services Department as well as other
facilities in the City.
Board Member Hannah asked if the clean-up fee is included in the rental rates when reserving
the Kitchenette room.
Assistant Library Director Sternberg stated the rate will include the clean-up fee.
Library Director Sowles stated there will be a signed contract and deposit when renting a room
from the Library.
Board Member DeVries stated the difference between rental rates in Group 3 and Group 4 are
minimal and asked what the difference between both groups is.
Assistant Library Director Sternberg stated it is based on location.
MOTION: Moved by Member Hannah to recommend approval to City Council regarding Second
Story rental fees and policies. Seconded by Member Temkin. Motion carried 3-0-2 (with Member
Hairston and Member Tompkins absent).
E2. Consideration and discussion to recommend approval to City Council to discontinue $.50
non-pick up hold fee. The oral report will be presented by Julie A. Sowles, Library Director.
Julie A. Sowles, Library Director, stated 2018 is the year to review all of the Library policies and
one of the discussions that came up was the non-pick up hold fee.
Library Director Sowles stated the Library collected just under $785.00 for the entire year,
averaging $65.00 a month, representing 1,570 holds and contributes approximately.6% of the
annual revenue budget.
Julie A. Sowles, Library Director, stated the fee creates a barrier to access for Library users.
Library Director Sowles stated by removing this fee it will create goodwill with our community, by
providing a free, convenient service for our customers.
Board Member DeVries stated she is excited to see this fee go away.
Board Member Hannah stated this is consistent with the removal of fines and fees and is happy
to see this fee go away.
MOTION: Moved by Member Temkin to recommend approval to City Council to discontinue$.50
non-pick up hold fee. Seconded by Member Hannah. Motion carried 3-0-2 (with Member Hairston
and Member Tompkins absent).

E3. LIBRARY BOARD OF TRUSTEES LIAISON REPORT. An oral report will be presented
by Mary Hannah, Board Member.
Mary Hannah, Board Member, reported the Library Foundation Board created a new
Subcommittee to interview prospective members to join the Library Foundation Board.
Board Member Hannah stated the Library Foundation Board will be working on an expectation
list for Members and a revised draft of the Foundation Bylaws.
E4. BOABER ANNOUNCEMENTS:
Christine DeVries, President, stated she attended the Serving with a Purpose Conference and
enjoys attending every year. The conference was positive and enjoyed the breakout session
collaborating with other Library Members within the organization.
Board Member Hannah stated she attended the Serving with a Purpose Conference as well and
enjoyed the breakout sessions and the presentations from other Libraries that spoke about how
they fundraise.
Board Member DeVries noted the idea of coffee with a cop would be a good idea for the Library.

Review of policies related to Library Circulation.
Star Wars Day event recap.

BACKGROUND:
Library use statistics are kept each month to provide data on the measurable activities of both our
physical and virtual library locations. This report includes an April statistics recap utilizing the new
one-sheet format introduced in February 2018. For the remainder of FY 2017-18, library staff will
present the new recap along with the regular long-form monthly use statistics.
ANALYSIS:
As of April 2018, use statistics indicate regular borrowing, program attendance, and library use
patterns.

RECOMMENDATION:
Staff recommends the Library Board of Trustees adopt the proposed changes to the Library's
circulation policies.
BACKGROUND:
In April of 2018, the Library Services Department began a review of all current library policies to
streamline services, ensure compliance, update practices and provide a better customer
experience for library users. Recommended policy updates will be brought to the Library Board
of Trustees for approval.
The Library's circulation policies were the first set of policies to be updated and reviewed. At the
April 2, 2018 Board meeting, the Library Board of Trustees approved recommending the
elimination of fines for overdue library items and lending fees for audio-visual materials, to the
Rancho Cucamonga City Council. The elimination of these fines and fees will make library
services more accessible and customer oriented, while also encouraging increased use of the
Library's collections. Staff have updated corresponding circulation policies to reflect the proposed
fines and fees modifications, and proposed other changes that will improve library services.
ANALYSIS:
The following table summarizes the proposed changes to the current circulation policies. In
addition to updating the current policies to reflect the elimination of fines on overdue materials
and lending fees for audio-visual items, the updates also include a series of changes that will
have a positive impact on library services, including increasing the maximum number of items
that may be checked out at once,extending the length of the loan period for all books,audiobooks,
magazines and music CDs, and permitting digital formats for proof of address for library card
applications. To make collections and services more accessible and easier for patrons to
understand, Staff propose all current circulation policies be either eliminated or incorporated into
one of the four new policies. Editing notes on the attached documents indicate the portions that
are being retained and included in the newly proposed policies, as well as those policies that are
proposed to be eliminated in their entirety.

Confidentiality of Library Records Policy

It is the policy of the Rancho Cucamonga Public Library in accordance with California Government
Code Section 6267 to keep all library records confidential. Staff will not give out any information
regarding library usage to anyone other than the cardholder, except as follows:
1. Upon the presentation of a subpoena from a Superior court.
2. In order for a library employee,contractor,or other City employee to facilitate the collection of overdue
materials from a patron whose record is delinquent.
3. In the case of a child under the age of 14, upon a request from the parent or legal guardian who
originally authorized the child to obtain a library card.
4. Upon the presentation of a written release from the cardholder.

PURPOSE: The purpose of this policy is to provide for easy access to appropriate*idee ^nd
DVD materials for all library borrowers, while recognizing the right of parent and guardians to
limit the materials to which their child or children have access.
DVDs are purchased by the library for the primary purpose of home
entertainment and enrichment. The Library currently purchases DVDs which are rated by the
Motion Picture Association of America in the following categories:
General Audience
PG Parental Guidance- this indicates that there are parts in the film that may not be
suitable viewing for preteens.
P -13 Parental Guidance suggested - not suitable for those under 13 years of age.
R Restricted - under 18 requires an accompanying parent or adult.
WHO MAY BORROW:
Educational DVDs-.
• Any borrower with a current Rancho Cucamonga Public Library card may borrow
any DVD in the Educational DVD collection.
Entertainment DVDs:
• Any borrower 18 years of age and above with a current Rancho Cucamonga Public
Library card may borrow any DVD in the Entertainment collection.
® Minors 17 and younger must have signed parent permission to be allowed to borrow
Entertainment DVDs. (See Video Contract below.)
Minor Child DVD Contract:
It is in accordance with the Library's policy that parents/guardians make their own
determination with regard to a film's suitability for youngsters who might view the film.
Given the above selection descriptions and borrowing guidelines, parents or guardians

the entertainment collection, must fill out the permission slip or video contract outlined
below and present in person for verification of I.D.

PURPOSE:
The purpose of this policy is to outline the philosophy of fees for service to provide guidance for the
staff and understanding by the public.
POLICY:
It is the library policy to charge cost-recovery fees for services beyond traditional or basic library
services. Basic services have been defined as the loaning of book materials, answering of simple
information questions, attendance at open children's and adult programming. Non-basic services
have been defined by the Library Board as DVD rental, Books on CD rental, gaming software,
reserve materials,interlibrary loan,photocopying,passport acceptance and photo fees(these fees are
set and mandatedby the United States Department of State)and specialized class instruction. Fees
will be assigned based on a cost recovery formula that will include a portion of staff time,
consumables and utility costs. While the Board may choose to subsidize services by charging less
than full cost recovery, in no instance shall the Board charge more than the cost to provide the
service. All fees will be subject to Library Board approval.
Fees may also be established when an enhanced service is provided as an alternative to an existing
free service.
Fees may be established when the service clearly benefits one user to the exclusion of others or
prevents reuse of the information provided.

PURPOSE: The purpose of this policy is to provide fair and equitable access for all patrons to the
hold or reserve service provided by the Rancho Cucamonga Public Library and to establish fees and
restrictions for the service.
The hold process assists Rancho Cucamonga library card holders in obtaining library materials
which are owned by the library, but are not on the shelf at the time of the patron's visit.
S S : In general,most requests are filled within two to four weeks.Bestseller status
of an item will add three to fifteen weeks to the process.
ITEMS NOT AVAIL :
1. High Demand DVDs
Submitting requests:
I. Patrons are encouraged to learn to place their own holds via the library website.
2. Staffwill always assist patrons or place the hold for them at their request,using their library
card to facilitate the process.
3. There will be no fee charged for placing the hold. (SeeBorrower'sResponsibilities)
Notification n Status Reports:
1. Patrons will be notified by phone or email when materials are available. Materials will be
held for 7 days after notification.
2. Inquiries concerning the status of requests should be made to the Circulation or Reference
Department.

1 All materials must be picked up at the Circulation Desk at the Rancho Cucamonga Public
Library within the time frame established, or a $.50 non-pick up fee will be charged to the
patron's account, and the requested item returned to the shelve or to the next patron in the
hold queue.
2. A hold may be picked up by a family member of the patron who placed the hold if that
person has the library card of the patron who placed the hold. However, all items held on
hold must be checked out to the library card number that placed the hold.

The purpose of this policy is to promote the effective use of library materials
amongst volunteer literacy tutors.
The Library recognizes that literacy program participants often need to keep
the literacy materials longer than the normal loan period. Given the Library's commitment to
support the literacy program, the Library Board has determined that literacy tutors will have
similar borrowing rights as teachers, as outlined below.
1. The individual literacy participants' personal library card will be handled as any other
borrower. Two forms of identification will be required to issue a card; there will be a 2
item limit as well as two books per subject limit and a two week loan on book materials.
All fines and fees will remain in effect.
2. The literacy loan card may be obtained in addition to the personal library card. The
literacy loan card can only be obtained through the literacy office, issued by literacy staff.
It will be the responsibility of the literacy program staff to delete the literacy loan card
when participants leave the program.
A literacy loan card carries the privileges of a -week loan but is still limited to a total of
25 items borrowed. Literacy loan cards "ill not accrue fines. No media may be
borrowed on this card, only literacy materials.

APPLICATION FOR A LIBRARY CARD
Rancho Cucamonga Public Library participates in universal borrowing under the California Library
Services Act. California residents showing appropriate identification are issued a library card free of
charge.
IDENTIFICATION REQUIRED FOR A LIBRARY CARD
Adults will present valid photo identification and proof of current address.
Juveniles (under the age of 14)—Parents/guardians must present photo identification and proof
of current address at the time of registration.

PURPOSE: The purpose of this policy is to outline the services and opportunities available for
teachers to use library resources in their goal of the formal education of the community.
SERVICES:
I. Teacher Loan Card:
a. A teacher loan card may be obtained in addition to a personal library card. A teacher
must provide additional identification to verify either residency or employment with
a private or public school in the City of Rancho Cucamonga school districts.
b. A teacher loan card carries the privilege of a 4-week loan but is still subject to a total
of 25 items.
C. Media,new adult,and new young adult books may be borrowed on this card,but will
not carry an extended loan period.
2. Library Tours:
a. Class tours of the library are available when pre-arranged with the library tour
coordinator.
b. Upon request, a storytime session may be arranged at the conclusion of the tour.
(Refer to Library Tours for Children Policy for greater details.)
C. Tours may include library technology and internet access upon request. (Refer to the
Library Tours policy for further details.)
3. Access to Library Catalog and Virtual Library
a. Students and teachers may search the library's catalog and Virtual Library which
provides online 24/7 access to electronic materials including magazine and
newspapers articles, eBooks, and audiobooks
b. Teachers interested in receiving this service must have a library card and
accompanying PIN number.
4. Reserve Collections
a. Upon request, Librarians can assist teachers in creating a reserve collection for
students to use in the library.

. Teachers are encouraged to provide assignment alerts to Library staff so the best
possible service can be provided to their students.

make up the Rancho Cucamonga Public Library service area.

students.
