This is the time and place for the general public to address the Library Board of
Trustees on any item listed on the agenda. State law prohibits the Library Board of
Trustees from addressing any issue not previously included on the Agenda.The Board
may receive testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed
necessary by the Chair, depending upon the number of individual Members of the
audience. This is a professional business meeting and courtesy and decorum are
expected. Please refrain from any debate between audience and speaker, making loud
noises or engaging in any activity which might be disruptive to the decorum of the
meeting.

The following Consent Calendar items are expected to be routine and non-
controversial. They will be acted upon by the Library Board of Trustees at one time
without discussion.Any item may be removed by a Member or member of the audience
for discussion.

A. CALL TO ORDER
The adjourned meeting of the Library Board of Trustees was held on Thursday, October 4, 2018,
in the Council Chambers at City all, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. The meeting was called to order at 6:00 p.m. by President Deyries. Present were
Members Hannah, Hairston and Temkin.
Also present were. Julie A. Sowles, Library Director, Brian Sternberg, Assistant Library Director,
Cara Vera, Library Services Manager, Brittany Garcia, Young Adult Services Librarian, Jennifer
Palacios, Executive Assistant and Avianca Ortiz, Library Clerk.

C1. Consideration to approve Minutes of September 6, 2018,
MOTION: Moved by Member Hairston to approve September 6, 2018 minutes, seconded by
Member Temkin, Motion carried 4-0-0.
C2. Consideration to approve the Library Revenue Balance Report of 2017/2018 Budget,
MOTION: Moved by Member Hairston to approve the Library Revenue Balance Report of
201712018 Budget, seconded by Member Hannah. Motion carried 4-0-0.
D. LIBRARY DIRECTOR'S STAFF REPORTS
11 Consideration and discussion regarding the Library Status Report,
a. Consideration and discussion regarding general announcements. The oral report
will be presented by Julie A.. Sowles, Library Director.
Julie A. Sole , Library Director, reported it Council Candidate Orientation was held on
September 18, 2018, The Candidates running for City Council were invited to attend a
presentation from the City Manager which discussed how the City operates and included an
introduction of each Department Director.
Library Director Soes shared with the Board the September 26, 2018 issue of The Rutherford
Report (copy on file), The article discussed the Rancho Cucamonga Library Services and
contained an interview with Councilwoman Diane Williams,

Julie A. Sowles, Library Director, stated the Library Board of Trustees recruitment closed on
September 27, 2018 and no applications were received. The recruitment has been extended to
October 31, 2018.
Library Director Sowles reported on September 28, 2018 the Library hosted their annual Hispanic
Heritage Night. The all-female Mariachi band who performed had the crowd dancing and singing.
The Friends of the Library presented a $30,000 donation check to the Library, and Council
Member's Diane Williams and Sam Spagnolo were present and offered their thanks to the Friends
and to the Library.
Julie A. Sowles, Library Director, stated the Sons of Italy Foundation agreed to make a $1,000
donation to the Second Story Campaign.
Library Director Sowles reported on September 30, 2018 the Foundation held the Lewis Gilfry
fundraising event and it was a success. Proceeds from the event will be contributed to the
Foundation's Second Story Capital Campaign.
Julie A. Sowles, Library Director, reported on October 3, 2018 the City Council appointed three
new Library Foundation Board Members, Jennifer Hufnagel, Tim Johnson and Laurel Rice, The
Foundation Board will be welcoming them at their November 5, 2018 meeting.
Library Director Sowles announced two save the dates events. December 3, 2018 will be the
Library Foundation's special celebration for Diane Williams' retirement from the City Council. The
Foundation will be hosting a fundraising luncheon for Ms. Williams and all proceeds will go
towards the Second Story Capital Campaign. This will be the first of what the Foundation hopes
will be an annual event called, Champions of Literacy. The second date of note is the City of
Rancho Cucamonga's annual State of the City event on February 28, 2019.
b. Consideration and discussion regarding a review of Library statistics. The report
will be presented by Cara Vera, Library Services Manager.
Cara Vera, Library Services Manager, reviewed the statistics with the Board.
D2. Consideration and discussion regarding Children's Services, Adult Services and Library
Programming. The oral report will be presented by Brian Sternberg, Assistant Library Director.
Brian Sternberg, Assistant Library Director, reported Teen Read Week will be October 7-13, 2018.
The theme will be, "It's Written in the Stars: READ!" October 9, 2018, Biane Library will hold an
open session event where the teens can ask questions to Jet Propulsion Lab (JPL) interns and a
NASA Solar System Ambassador about careers, internships and volunteering with NASA and
JPL. The teens will also participate in a live demonstration that introduces different types of
telescopes and proper observation methods. The demonstration will be conducted by the Pomona
Valley Amateur Astronomers. October 11, 2018, Archibald Library will hold a Teen Bookclub on
the book, Railhead by Philip Reeves. The author will be available for discussion via a live Twitter
Chat. The teens will also participate in a virtual workshop to construct, engineer and test an
aerodynamic vehicle.
Assistant Library Director Sternberg reported on October 26, 2018 the Archibald Library will be
hosting their annual Fall into Fun program. The family event has been themed after the magical
world of Harry Potter. Highlights will include crafts, games, photo ops, an animal show,and much
more.

Brian Sternberg, Assistant Library Director, reported on October 20, 2018, Children Services will
host a Pumpkin Fun Family Saturday at the Paul A. Biane Library. Families will enjoy stories,
songs and hands-on Halloween activities. At the Archibald Library's family storytime, Children's
Services will be offering a "Monsters, Spiders, is _ Oh my!" the rned program.
Assistant Library Director Sternberg reported on October 13, 2018, the Second Story will offer a
Proactive Parenting Class on early speech strategies.
D3. Consideration and discussion regarding Teen and Tween Services. Presentation by
Brittany Garcia, Young Adult Services Librarian.
Brittany Garcia, Young Adult Services Librarian, presented an oral staff report and PowerPoint
presentation (copy on file)-
Mary Hannah, Board Member told Brittany she enjoyed her presentation and was impressed with
aIl the programs Teen Services offer.
E. BOARD BUSINESS
El. Consideration to approve to eliminate the Cell Phone/Pager Policy, Closing Policy and the
Copy Right Law Policy. Staff Report presented by Julie A. Sowles, Library Director.
Julie A, Sowles, Library Director, recommended the elimination oft Cell Phone/Pager Policy,
Closing Policy and the Copy Right Law Policy.
Christine DeVries asked the Board if they are any questions regarding the elimination oft
polices.
There were no questions.
MOTION: Moved by Member Deyries to eliminate the Cell Phone/Pager Policy, Closing Policy
and the Copy Right Law Policy. Seconded by Member Hairston. Motion carried 4-0-0.
E2, LIBRARY BOARD OF TRUSTEES LIAISON REPORT. An oral report will be presented
by Mary Hannah, Board Member.
Mary Hannah, Board Member, reported the Library Foundation Board hosted the Lewiilfry
event on September 30, 2018. Entertainment was provided by opera singer Rod Gilfry. The event
was a success.
Board Member Hannah stated the three new Board Members will be at the November 5, 2018
meeting and the Board will host a welcoming dinner.
E3. BOARDMEMBER ANNOUNCEMENTS:
Christine DeVries, President, announced her Girl Scout Troop had their of Award approved
and accepted. They donated over 3,000 books to a school library in Ontario and built from scratch
a bookshelf for one of the school's classrooms.

BACKGROUND:
Library use statistics are kept each month to provide data on the measurable activities of both our
physical and virtual library locations.
ANALYSIS:
Attached is the September 2018 statistics report. These statistics indicate positive borrowing
changes following our new fine and fee-free Circulation policies, and regular program attendance
and library use patterns.

SUBJECT: CONSIDERATION TO APPROVE PROPOSED CHANGES TO LIBRARY
POLICIES
RECOMMENDATION:
Staff recommends the Library Board of Trustees adopt the proposed changes to the Library's
policies.
BACKGROUND:
In April of 2018, the Library Services Department began a review of all current library policies to
streamline services, ensure compliance, update practices and provide a better customer
experience for library users. Recommended policy updates will be brought to the Library Board
of Trustees for approval.
ANALYSIS:
The following table summarizes the proposed changes to the Library Tours for Adults Policy,
Library Tours for Children Policy and the Display Policy. The recommended updates include a
series of changes that will have a positive impact on library services and eliminate procedural,
outdated or irrelevant policies. Staff propose revising or eliminating current policies as indicated
in the chart below.

PURPOSE: The purpose ofthis policy is to establish guidelines forte provision of tours of the
Rancho Cucamonga Public Library for adult public and private education classes and community
groups, ensuring fair and equitable access.
PHILOSOPHY: The Library is pleased to provide tours of the facility. These tours fulfill several
purposes:
1. To assist inthe instruction of how to use a library successfully.
2. To make the potential patron more aware and more comfortable with the any services
offered by their public library.
ELIGIBLE GROUPS AND HOURS OF SERVICE:
Group: Any private or public school class, oradult education class
Any organization, such as Eagle Scouts or Computer Groups
Limitations: Limited in attendance to 25 students or group members
Hours: No tours available Sundays. No tours offered from 2:30 to 6 p.m. Monday
through Thursday. Available times shall be worked out with library staff.
CONTENT:
Guided Tours—Approximately 15 minutes in length—a directional tour of the library to show where
collections are located,how to get a library card,overview of catalog,and what online resources are
available. (no fee)
Instructional Tours—Approximately 40 minutes in length—guided tour, plus, instruction in use of
online resources and reference collection. Instructional Tours must be requested at least two weeks
in advance and will be designed to group leader's request (subject matter, specific databases,
reference books, etc.). ($25 fee for up to 25 adults)
Self-guided Tours — group leaders are welcome to conduct self-g0uided tours through the facility,
providing there are fewer than 10 group members and there is no disruption to other patrons using
the library.

SUPERVISION: Group leader will remain with group and assist Library staff member with
supervision.
MULTI-LANGUAGE: Tours might be available in languages other than English depending on
staff availability. Please ask at time of scheduling.
LIBRARY CARD ISSUING: If your group requests library cards be issued at the time oft e tour,
official Rancho Cucamonga Public Library registration forms must be completed for each applicant
with all required signatures. Applications should be proof-read by Group leader and submitted to the
Library two weeks prior tothe date oft e requested tour.
SCHEDULING: All group visits must be scheduled a minimum of one week and a maximum or

three months ahead. Two weeks advance notice is required for groups over 20 and/or if library cards
are to be issued at time of visit. Twenty-four hours cancellation notice is requested.
If a group of more than 20 have already scheduled the library for a tour, a second request from
another class may be denied based on limited capacity and staff.
EXCEPTIONS: Exceptions to the above requirements oradditional options in tours may be
granted by the Library Director or the Board of Library Trustees. Requests for such action should be
submitted in writing a minimum of 2 weeks prior tote proposed to date requested.

PURPOSE: The purpose of this policy is to establish guidelines for the provision of tours of the
RanchoCucamona0a Public Library for public and private education classes and community
groups for children, ensuring fair and equitable access.
PHILOSOPHY: The Library is pleased to provide tours of the facility. These tours fulfill
several purposes:
I. To instill a love of books, reading and the importance of information in children at an
early age.

2. To assist in the early instruction of how to use a library successfully.
CONTENT: Presentation will be designed to group leaders' request, but will basically include
library procedures, care of materials, locations of collections, library resources and instruction in
library use. Tours do not ordinarily include booktalks and stories.
At the time of the original request, the Group leader may request that the tour include bookialks,
stories, a film strip or other services. These special tours are arranged as library staffing permits.
Staff will suggest tour days and times at which these additional services will be available.
ELIGIBLE GROUPS AND HOURS OF SERVICE.
Group: Any private or public school class
Any organization, such as Scouts or "Y" groups
Limitations: Limited in attendance to 40 students
Hours: Not available Sunday
Not available during any regularly scheduled storytime
Tours are offered during all other regular Library hours, up to one hour before
scheduled closing time
SUPERVISION: Teacher or Group leader will remain with group and assist Library staff
member with supervision.

MULTI-LANGUAGE: Tours might be available in languages other than English depending on
staff availability. Please ask at time of scheduling.
LIBRARY CARD ISSUING: If your group requests library cards be issued at the time oft e
tour, official Rancho Cucamonga Public Library registration forms must be completed for each
applicant with all required signatures. Applications should be proof-read by Group leader and
submitted tote Library two weeks prior to the date of the requested tour.
SCHEDULING: Groups of over 10 members must be scheduled in advance. All group visits
must be scheduled a minimum of one week and a maximum of three months ahead. Two weeks
advance notice is required if library cards are to be issues at time of visit. Twenty-four hours
cancellation notice is requested.
If a group of more than 20 have already scheduled the library for a tour, a second request from
another class may be denied based on limited capacity and staff.
A group may schedule no more than 3 visits annually.
EXCEPTIONS: Exceptions to the above requirements ora ition tions in tours may be
granted by the Library Director or the Board of Library Trustees. Requests for such action
should be submitted iritin- a minimum of I month prior to the proposed to date requested.

PURPOSE: The purpose ofthis policy is to provide access to display informational bulletins,
brochures and posters regarding area educational, and cultural and civic events of interest tothe
community.
PHILOSOPHY: The content of postings can include any announcement of an event, educational
opportunity or presentation, including announcements or informational material from non-profit or
social service agencies.
EXCLUSIONS: Specifically excluded are: notices of merchandise for sale; rental
announcements; and notices of sales or auctions and related events. This of not exclude
dinners or similar events held forte benefit of nonprofit organizations. Because the Library does
not have sufficient space to allow varying viewpoints to be exhibited on topics and institutions
which are subject to controversy, such as politics, sex, religion, gun control, etc., posters
bulletins, newspaper clippings, etc. representing a single point of view on these subjects shall not
be permitted.
GUIDELINES: Such bulletins, brochures and posters to be displayed must meet the following
guidelines:
I. Items to be displayed should be of a reasonable size, preferably no larger than 12" x 19".
2. Handwritten or drawn posters or art or must meet acceptable standards as determined by
the library, i.e., correct spelling, neatness, etc.
3. Informational, nonpartisan political events will be publicized.
4. Information regarding for-profit events will not be displayed.
Because space available forte distribution of materials is limited, the Library will give
preference to materials that:
• Originate from a Rancho Cucamonga organization;
• Announce events, activities, and services in a timely fashion;
• Are of a suitable size and, in the case of handouts, of suitable quantity.

RETURN OF ITEMS DISPLAYED: Unless other arrangements are made, items must be
picked up the first working day following the date of the publicized event if the owners want
the returned. Otherwise, the library will not be responsible for returning materials. Request for
return of its with name and telephone number of person to be contacted should be written on
the back of the article.

Display Policy

PURPOSE: The purpose of this policy is to provide: (a) a forum for the dissemination of information
by the Rancho Cucamonga Public Library, City of Rancho Cucamonga and other public agencies to
library patrons; and (b) a limited public forum for the dissemination of information by local not-for-
profits corporations, local community-based organizations and others to provide information to
library patrons; by establishing guidelines for the library public display areas.
POLICY: The City of Rancho Cucamonga may designate space for the posting of notices and
pamphlets/flyer distribution (hereafter collectively "materials"). It is within the discretion of library
staff to determine the location and size of the public display areas, which may change based on
library programs and space requirements. Materials from the Rancho Cucamonga Public Library, City
of Rancho Cucamonga, County of San Bernardino, State of California and other public agencies shall
be given priority.
Display areas may serve as a limited public forum reserved for materials from local not-for-profit
corporations, local community-based organizations, and others.The Library does not have sufficient
space to allow varying viewpoints to be exhibited on topics and institutions which may be
controversial. Therefore, materials representing a single point of view shall not be permitted.
Materials should not include significant elements of sexually explicit imagery, nudity, graphic
depiction of violence, or profanity. Materials making representations about business operations for
the purpose of promoting sales of products are not permitted.
If there are more materials than space available,materials which have been on display for the longest
period of time, or the event being publicized has passed or expired, will be removed to make space
for other materials.
Persons seeking to have their materials made available to the public, must submit the materials to
library staff. Library staff will dispose of materials which were not previously submitted and are not
responsible for storing or returning materials left for dissemination.
The Library does not advocate or endorse the viewpoints of materials located in public display areas.
