RANCHO CUCAMONGA
FIRE PROTECTION DISTRICT, CITY COUNCIL
SPECIAL MEETING MINUTES
A special meeting of the Rancho Cucamonga Fire Protection District and City Council convened in
the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho
Cucamonga, California. President/Mayor L. Dennis Michael called the meeting to order at 5:00
p.m.
Present were Board Members/Council Members: Bill Alexander, Chuck Buquet, Diane Williams;
Vice President/Mayor Pro Tem Sam Spagnolo and President/Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; Linda Daniels, Assistant City Manager; Lori
Sassoon, Deputy City Manager; Bill Wittkopf, Public Works Services Director; Chris Paxton,
Human Resources Director; Robert Karatsu, Library Director; Veronica Fletcher, Animal Care and
Services Director; Nettie Nielsen, Community Services Director; Fire Chief Mike Bell; Jim Frost,
City Treasurer; Debra McNay, Records Manager/Assistant City Clerk and Adrian Garcia, Assistant
City Clerk.
B. PUBLIC COMMUNICATIONS
B1. Jerie Lee referenced the proposal to promote the three Fire Investigator(s) to Captain
Specialist(s) while other employees are being laid off. She noted that all other Departments are
doing without and wondered what the Fire Department was sacrificing. She requested
reconsideration of this matter.
CONSENT CALENDARS:
The follow/ng Consent Calendar items are expected to be routine and note-controversial. They
will be acted upon by the Fire BoardlCouncil at one time without discussion. Any item may be
removed by a Fire BoardlCouncil Member for'discussion.

APPROPRIATIONS LIMIT FOR COMMUNITY FACILITIES DISTRICT
NO. 88-1 FOR FISCAL YEAR 2011/12 PURSUANT TO ARTICLE XIIIB
OF THE CALIFORNIA CONSTITUTION
C7. Approve and authorize the execution of a Promissory Note between the City and the
District to provide funding for the prepayment of the District's side fund liability with
CALPERS.
Board Member Alexander referenced Item C4 (Consideration of adoption of Fiscal Year 2012/2013
General Fund's Article XIIIB Appropriations Limit) and noted that his concerns related to fiscal
responsibility. He noted that every Department does extra work without being compensated,
indicated that the Captain Specialists will not be supervising anyone, and indicated that now is not
the right time to be promoting employees. Board Member Alexander noted that the proposed
changes can be accomplished without promoting anyone.
MOTION: Moved by Spagnolo, seconded by Williams, to approve the staff recommendations in
the staff reports. Motion carried 4-1, Board Member Alexander voted no.

E. CITY MANAGERS STAFF REPORTS
FIRE PROTECTION DISTRICT
The following items have no legal publication or posting requirements.
E1. Consideration to adopt the Rancho Cucamonga Fire Protection District General Fund
preliminary budget in the amount of$24,203,610 and appropriations limit in the amount of
$29,920,117 for Fiscal Year 2012/2013 and set final approval of final budget for July 18,
2012.

City Manager John Gillison presented the staff report.

In response to Board Member Buquet, the Fire Chief clarified the impact of the proposed
promotions and indicated that the cost would be $5,300 per year per person. The Fire Chief noted
that the intent was to provide greater service to the public and expected a savings of $78,000 by
releasing a fire truck to be available for other calls.
Board Member Alexander noted that these savings can be realized without the expense of
promoting three positions. He mentioned the State budget trailer bill which was jeopardizing pass
through agreements through out the State, noting that now is not the time to incur additional
personnel costs.
In response, Chairman Michael noted that the District was notified today that the State budget
trailer bill has been abandoned. Discussion was held, with the Fire Chief reporting that the intent
was to enhance the level of service to the community. Chairman Michael concurred, stating that
the Fire Protection District's budget is separate from the City budget. He noted that the employees
will be required to pass the testing requirement and spoke about the need to free up fire engines to
respond to other emergencies. Chairman Michael noted that if the State budget trailer bill affecting
pass through agreements is adopted, the Agency will need to revisit this budget.
MOTION: Moved by Williams, seconded by Spagnolo, to approve the preliminary budget and
adopt Resolution FD 12-035. Motion carried 4-1, Board Member Alexander voted no.
E2. Consideration of approval of Resolutions adopting a budget in the amount of $6,520,070
and approving the appropriations limit in the amount of $11,397,429 for Fiscal Year
2012/13 in Communities Facilities District( (CFD) No. 85-1.

MOTION: Moved by Spagnolo, seconded by Alexander, to adopt Resolution Nos. FD 12-036 and
12-037. Motion carried 5-0.
E3. Consideration of adoption of Resolutions adopting a budget in the amount of $1,850,090
and approving the Appropriations Limit in the amount of $2,671,439 for Fiscal Year
2012/13 in Community Facilities District(CFD) No. 88-1.

MOTION: Moved by Alexander, seconded by Buquet, to adopt Resolution Nos. FD 12-038 and
12-039. Motion carried 5-0.

City Manager John Gillison presented the staff report.
Council Member Buquet noted the challenge of eliminating 4.2 million dollars from the City's
budget due to the loss of Redevelopment. There was no use of reserves and the positions and
services that were affected were Redeveloped related.
Mayor Michael indicated that the City Council held two workshops to consider these budgets with
this final meeting tonight to adopt them. He spoke about the importance of adopting a balanced
budget and noted that this has been very challenging for the City Council and staff. Mayor Michael
indicated that the City did not take the easy way out and use up 4.2 million dollars from the
reserves. He commended the City Council members, the employees and the public for working
together to achieve this goal.
MOTION: Moved by Buquet, seconded by Williams, to adopt Resolution Nos. 12-106 and 12-107.
