CALL TO ORDER The regular meeting of the Library Board of Trustees was held on Thursday, April 6, 2017, in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 6:01 p.m. by President DeVries. Present were Members Coberly, Hairston and Tompkins. Also present were: Robert Karatsu, Interim Library Director, Angelica Trummell, Children’s Services Supervisor, Margaret Hatanaka, Adult Services Supervisor, Wess Garcia, Programming Coordinator, Dianna Lee, Community Partnerships Coordinator, Jacquie Cox, Circulation Supervisor for Archibald Library, Tracy Yniguez, Library Clerk, Amanda Sidawi, Library Clerk, Aviana Ortiz, Library Clerk and Vivian Garcia Senior Administrative Secretary. ****** B. PUBLIC COMMUNICATIONS There were none. ****** C. CONSENT CALENDAR C1. Consideration to approve Minutes of: March 2, 2017. MOTION: Moved by Member Hairston, seconded by Member Coberly. Motion carried 4-0-1 (with Temkin absent). ****** D. LIBRARY DIRECTOR'S STAFF REPORTS D1. Consideration and discussion regarding the Library Status Report. The reports will be presented by staff. a. Consideration and discussion regarding general announcements. The oral report will be presented by Brian Sternberg, Assistant Library Director Interim Library Director Karatsu stated that in the absence of Assistant Library Director Sternberg, he would update the Board on the general announcements. Robert Karatsu, Interim Library Director, introduced Amanda Sidawi, the new full time Library Clerk for the Biane Library in the Circulation Department. She started out as a volunteer over ten Library Board Minutes April 6, 2017 Page 2 years ago at the Library. She then applied and was a part time Library Page and later a part time Library Clerk. She is very interested in animal science. Robert Karatsu, Interim Library Director, introduced Tracy Yniguez. She is the full time Library Clerk for the Archibald Library in the Circulation Department. She started back when the Library opened in September, 1994, as a part time Library Page. One of her duties as the Library Clerk is overseeing the Housecalls program. Welcome to both of you to the Library family. Interim Library Director Karatsu, stated that Julie Sowles, the new Library Director, will be starting on May 1st. She is the City Librarian for Salem Public Library. President DeVries stated in her interview, Julie had an extreme passion for libraries. Robert Karatsu, Interim Library Director, reviewed the new federal budget which would eliminated or drastically cut the IMLS. The IMLS awards the National Medal to libraries and museums across the United States. The IMLS also passes federal money through to the State Libraries in grants which are known as Library Services and Technologies Act (LSTA) grants. Robert Karatsu, Interim Library Director, asked the Members to save the date of September 18 and 25 for the Boards and Commissioners Event. b. Consideration and discussion regarding a review of Library statistics. The oral report will be presented by Cara Vera, Library Services Manager. Interim Library Director Karatsu stated that in the absence of Cara Vera, Library Services Manager, he reviewed the library statistics with the Members. D2. Consideration and discussion regarding Library Budget Report. The report will be presented by Robert Karatsu, Interim Library Director. Robert Karatsu, Interim Library Director, reviewed the budget with the Board. D3. Consideration and discussion regarding Second Floor Fundraising. The report will be presented by Dianna Lee, Community Partnerships Coordinator. Dianna Lee, Community Partnerships Coordinator, reviewed handouts which consisted of brochures, note cards and a pin. She also reviewed the upcoming presentations to clubs such as the Rotary and Kiwanis Clubs this month with the Members. Community Partnerships Coordinator Lee stated there had been a $10,000 anonymous pledge during the February VIP event. Also a new $25,000 pledge that will be coming. Staff is planning an Educators’ Night for the month of September. Staff is also looking at another VIP event; however, a date has not been confirmed at this time. Dianna Lee, Community Partnerships Coordinator, stated that there will be a ribbon cutting event which will be held on Friday, June 2, at the Summer in the City kickoff. Library Board Minutes April 6, 2017 Page 3 Member Hairston left at 6:27 p.m. D4. Consideration and discussion regarding Children’s Services. The report will be presented by Angelica Trummell, Children’s Services Supervisor. Angelica Trummell, Children’s Services Supervisor, stated that on May 11 the Back to Basics Graduation will be held at the Celebration Hall at 5:30 p.m. Community Partnerships Coordinator Lee left at 6:28 p.m. Children’s Services Supervisor Trummell stated that Summer in the City will be held on Friday, June 2nd at the Biane Library. Wess Garcia, Programming Librarian, reviewed the activities that would be held at the Summer in the City event. D5. Consideration and discussion regarding Adult Services. The report will be presented by Margaret Hatanaka, Adult Services Supervisor. Margaret Hatanaka, Adult Services Supervisor, reviewed the Meditation Workshop which is being held on Monday evenings at 6:30 p.m. at the Biane Library. The weekly adult program is instructed by Rishi Chavan, M.D Adult Services Supervisor Hatanaka reviewed the upcoming RC Reads: Fairy Tales Cultural Arts Night with the Members. The event will be held on Friday, April 21, from 7 to 9 p.m. at the Biane Library. D6. Consideration and discussion regarding Library Programming. The report by Wess Garcia, Programming Coordinator. Programming Coordinator Garcia reviewed the Cooking with STEAM Grant with the Members. He stated that this past week, library staff visited Los Amigos Elementary School in partnership with the grant. Programming Coordinator Garcia stated that the Library will be a participant in the “Open Streets Event” on Saturday morning, May 13. Wess Garcia, Programming Coordinator, stated that Library staff is working on the Star Wars Event which is planned for Saturday, May 27. This year it will be a one day event from 11 a.m. to 6 p.m. The event will be in partnership with Forest City. ****** Library Board Minutes April 6, 2017 Page 4 E. BOARD BUSINESS E1. Consideration and discussion regarding the review of Library Patron Policy including “Rules of Conduct.” The report will be presented by Brian Sternberg, Assistant Library Director. Member Coberly asked that the item be held over to the next meeting when a full Library Board could review them. Interim Library Director Karatsu stated that he and Assistant Library Director Sternberg had met with the City Attorney regarding a 30 day administrative suspension from the Library at a staff level prior to coming to the Board. Programming Librarian Garcia stated that Mr. Sedillo has not returned to the Library. ****** F. IDENTIFICATION OF ITEMS FOR NEXT MEETING F1. Rules of Conduct to be reviewed. F2. Budget ****** G. ADJOURNMENT MOTION: Moved by President DeVries to adjourn to June 1, seconded by Member Coberly. Motion carried 3-0-2 (with Hairston and Temkin absent).
