CITY COUNCIL AND FIRE PROTECTION DISTRICT SPECIAL MEETING WORKSHOP MINUTES
The City Council and Rancho Cuoennoogo F|nm Protection District held a special meeting workshop on
VVmdnaodmy. August 21, 2019 in the Tri-Communities Conference Romm, 10500 Civic Center Drive, Rancho
Cucamonga, California. Mayor LDennis Michael called the meetings tmorder at3:3Op.m.
Present were Oommoi| Members: Ryan A. Hutchison, Kristine �D. Scott. 8onm Spiagno|m, Mayor Pro Tem Lynne
Kennedy and Mayor LDennis M�ohae|.
Also present were: John GiUimon, City Manager; Lori Sammoon, Deputy City Manager/Administrative Services;,
Ce|ebZa|dena. Intern; and Linda A. Trmyom, City Clerk Services Director.
Council Member Hutchison led the Pledge ofAllegiance.

1 Discussion of Transient Occupancy Tax (TOT) Issues and Rates, and Options for Considering
Adjustment of the Raba.
City Manager Gillison along with Lori Sassoon, Deputy City Manager Administrative Services, presented the item.
Deputy Qty Manager Sassoon introduced Caleb Za|dana, an intern with the City who assisted with data
compilation, & PowerPoint slide show providing an overview of the Transient C)mmopemcy Tax (TOT) was
disp|ayed. The overview included the history of the transient occupancy tax in Remuhm Cucamonga and its
definition, TOT nates ne0ionaUy, e brief outline of the process to place a TOT measure on the ballot and options
for ooneideration. TOT is paid by visitors who stay in hotels and other lodging establishments for period of thirty
(30) days erless; not typically Rancho Cucamonga residents. The City's TOT rate was imposed in 1983 and is
set at1DY4.
Mayor Michael, Mayor Pro Tenn Kennedy, Council Member Scott and Spagmo|o supported additional research,
such as ballot measure polling data to determine support for or against an increase to the City's TOT.
Councilmember Hutchison acknowledged his constituents would be disappointed with placing a TOT measure on
the ballot due toong6ngtax increases.
City Council requested staff tofurther expand map in PowerPoint presentation obov*imQ TOT rates in the
surrounding region to include all counties in Southern California. AdditionaUy, staff to obtain m cost for polling
services for a ballot measure before deciding to place a TOT measure on the ballot.
