This is the time and place for the general public to address theCommitteeon any item listed
on the agenda. State law prohibits theCommitteefrom addressing any issue not previously
included on the Agenda. The Committee may receive testimony and set the matter for a
subsequent meeting.
Comments are to be limited to five minutes perindividual or less, as deemed necessary by
the Staff Coordinator, depending upon the number of individuals embers of the audience. This
is a professional businessmeeting and courtesy and decorum are expected. Please refrain
from any debate between audience and speaker, making loud noises or engaging in any
activity which might be disruptive to the decorum of the meeting.

The following items will be presentedby the applicant and/or their representatives.Each
presentation and resulting period of Committee comment is limited to 20 minutes. Following
each presentation, the Committee will address major issues and make recommendations with
respect to the project proposal. The Design Review Committee acts as an advisory Committee
to the Planning Commission. Their recommendations will be forwarded to the Planning
Commission as applicable. The following items do not legally require any public testimony,
although theCommittee may open the meeting for public input.
C1.TENTATIVE PARCEL MAP SUBTPM19836 -YOUSEF AUDI -A request to subdivide a 0.92
acre site into 2 parcels of land in the Low (L) District at the southeast corner of Wilson Avenue
and Winchester Court -APN:0201-182-07.Staff has determined the project to be exempt from
the California Environmental Quality Act under Section 15315, Minor Land Divisions.

TENTATIVE PARCEL MAP SUBTPM19836 - YOUSEFAUDI - A request to subdivide a 0.92 acre site
into 2 parcels of land in the Low (L) District at thesoutheast corner of Wilson Avenue and Winchester
Court - APN: 0201-182-07. Staff has determined the project to be exempt from the California
Environmental Quality Act under Section 15315, Minor Land Divisions.
Design Parameters:The project site is comprised of one(1) parcelof landwith dimensions of
approximately202 feet (north to south) and198feet (east to west) and an area of approximately40,000
square feet (0.92acres), located at the southeast corner ofWilson Avenue and Winchester Court. The
site is undevelopedexcept for existingwallsandseveral trees. To the east and west are existingsingle-
family residences in the Low (L) District, to the north (across Wilson Avenue) aresingle-family
residencesin the Very Low (VL) District and to the south is an approved 6-lot subdivision (SUBTT18391
and DRC2013-00914)that is currently under construction. The project site is zoned Low (L) District and
slopes north to south. The elevation is approximately1,800feet at the north property line and 1,782 feet
at the south property line for a total elevation change of approximately 18 feet.
The applicant proposes to subdivide the project siteinto 2 parcels for the future development of 2single-
family residences. Eachlot exceeds the minimumdevelopment standards of the Low (L) District as
described in the Development Code. Parcel #1 is 22,526 square feet inarea and approximately 102feet
wide(north to south) and 178 feet wide (east to west).Parcel #2 is 17,474 square feet in area and
approximately 88 feet wide and 178 feet deep. The minimum developmentcriterial in the Low district is
for the parcels to average 8,000 square feet and be 65 feet wide (70 feet for corner lots) and 100 feet
deep. Eachparcelwill be conventional in design and will mirrorthe lots of the subdivision directly across
the street (Related File: Tract 16421). Access to the project sitewill be via Winchester Court. The street
was constructed with Tract 16421withunfinished public right-of-way improvements. Thepavement,
sidewalk, curb, and gutter are missing and will be completed at the time this project site is developed
with homes.The proposed grading will be similar to the subdivision across the streetand to the south,
and the proposed finished pads foreach lot will be stepped to follow the slope ofWinchester Court.
Staff Comments: The following comments are intended to provide an outline for Committee discussion.
Major Issues: The following broad design issues will be the focus of Committee discussion regarding this
project.
None.
Secondary Issues: Once all of the major issues have been addressed, and time permitting, the
Committee will discuss the following secondary design issues.
1.The removal of any trees on the site is subject to the review and approval of a Tree Removal
Permit.
2.Double-wall/fence conditions shall be eliminated, if possible. The applicant shall contact the
neighboring property owners to east to obtain permission and coordinate the removal of any
existing fence that is currently along the east property line.
Staff Recommendation:Staff recommends that the project be approvedwith the above items listed
incorporated into the Conditions of Approvaland be forwarded to the Planning Commission for review
and action.
