B. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Committee on any item listed
on the agenda. State law prohibits the Committee from addressing any issue not previously
included on the Agenda. The Committee may receive testimony and set the matter for a
subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by
the Staff Coordinator, depending upon the number of individuals members of the audience.
This is a professional businessmeeting and courtesy and decorum are expected. Please
refrain from any debate between audience and speaker, making loud noises or engaging in
any activity which might be disruptive to the decorum of the meeting.
C. PROJECT REVIEW ITEMS
The following items will be presented by the applicant and/or their representatives. Each
presentation and resulting period of Committee comment is limited to 20 minutes. Following
each presentation, the Committee will address major issues and make recommendations with
respect to the project proposal. The Design Review Committee acts as an advisory Committee
to the Planning Commission. Their recommendations will be forwarded to the Planning

Commission as applicable. The following items do not legally require any public testimony,
although the Committee may open the meeting for public input.
C1. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT20240 – TRI-
POINTE HOMES, INC - A request to subdivide a vacant 4.75-acre parcel into 2 numbered and
3 lettered lots for condominium purposes for the development of 80 detached residential
condominiums located within Planning Area S-20 in the Village Neighborhood (VN) District of
the Empire Lakes Specific Plan, Planning Area 1, located north of 4th Street, south of 6th Street,
west of Milliken Avenue, and east of Utica/Cleveland Avenues. The specific location of the
project site is north of 4th Street on the east side of the future alignment of the Resort Parkway;
APN: 0210-102-05. Related Files: Design Review DRC2018-00851 and Pre-Application
DRC2018-00434. Pursuant to the California Environmental Quality Act (CEQA), the City
certified an Environmental Impact Report (EIR) (SCH No. 2015041083) on May 18, 2016, in
connection with the City’s approval of General Plan Amendment DRC2015-00114, Specific
Plan Amendment DRC2015-00040, and Development Code Amendment DRC2015-
00115. Pursuant to CEQA Guidelines Section 15162, no subsequent or supplemental EIR is
required in connection with subsequent discretionary approvals of the same project.
C2. ENVIRONMENTAL ASSESSMENT AND DESIGN REVIEW DRC2018-00851 – TRI-POINTE
HOMES, INC - A request to construct 80 detached residential condominiums on 4.75 acres of
vacant property located within Planning Area S-20 in the Village Neighborhood (VN) District of
the Empire Lakes Specific Plan, Planning Area 1, located north of 4th Street, south of 6th Street,
west of Milliken Avenue, and east of Utica/Cleveland Avenues. The specific location of the
project site is north of 4th Street on the east side of the future alignment of the Resort Parkway;
APN: 0210-102-05. Related Files: Tentative Tract Map SUBTT20240 and Pre-Application
DRC2018-00434. Pursuant to the California Environmental Quality Act (CEQA), the City
certified an Environmental Impact Report (EIR) (SCH No. 2015041083) on May 18, 2016, in
connection with the City’s approval of General Plan Amendment DRC2015-00114, Specific
Plan Amendment DRC2015 -00040, and Development Code Amendment DRC2015-00115.
Pursuant to CEQA Guidelines Section 15162, no subsequent or supplemental EIR is required
in connection with subsequent discretionary approvals of the same project.
The Design Review Committee recommended that the project move forward to the Planning
Commission for final review as amended.
C3. ENVIRONMENTAL ASSESSMENT AND DESIGN REVIEW DRC2018-00546 – DUKE
REALTY, INC. – The proposed development of a 120,628 square foot building on 6.00 acres
in the General Industrial (GI) District, Industrial Park (IP) District, and Haven Avenue Overlay
District (HAOD), on the west side of Haven Avenue south of Eighth Street, located at 8978

Haven Avenue; APN: 0209-242-08. Staff is reviewing a Mitigated Negative Declaration
prepared per State CEQA Guidelines for consideration of environmental impacts.
The Design Review Committee reviewed the project, supported staff’s comments, and recommended that
the project move forward to the Planning Commission for final review as presented.
D. ADJOURNMENT
Meeting Adjourned at 8:00 PM
The Design Review Committee has adopted Administrative Regulations that set an 11:00 p.m.
adjournment time. If items go beyond that time, they shall be heard only with the consent of the Committee.
