This is the time and place for the general public to address the Trails Advisory Committee on
any item listed on the agenda. State law prohibits the Trails Advisory Committee from
addressing any issue not previously included on the Agenda. The Committee may receive
testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the
Staff Coordinator, depending upon the number of individual members of the audience. This is
a professional businessmeeting and courtesy and decorum are expected. Please refrain from
any debate between audience and speaker, making loud noises or engaging in any activity
which might be disruptive to the decorum of the meeting.

Plan; APN: 0225-123-05. Related Record: Conditional Use Permit DRC2017-00194. This
item is exempt from the requirements of the California Environmental Quality Act (CEQA)
and the City's CEQA guidelines under CEQA Section 15332 — Infill Development.

C. DISCUSSION ITEMS
C1. HERITAGE PARK BRIDGES UPDATE - A study has been performed to evaluate the existing
conditions of five (5) bridges at Heritage Park. This update will provide information received from
the recent engineering study. Heritage Community Park and Equestrian Arena is located on the
southwest corner of Hillside Road and Beryl Street.
Committee received the staff report. The Committee asked questions including some about financing
for the bridges (in particular, the participation of the Fire District in paying for the maintenance and
replacement of the bridges at the entrance to the equestrian center), their anticipated lifespan, and
the worst -case scenarios. They also asked technical questions about the bridges.
Trails Advisory unanimously recommended to the Planning Commission that the City move forward
with combining the three main bridges (Bridges E, F, & G) into one bridge with separated uses using
a concrete material finish while leaving the two westerly bridges (Bridges C & D) in place with regular
monitoring of their condition.

Trails Advisory also supported moving forward with temporary improvements to include new signs
and striping for the two westerly bridges (Bridges C & D) as recommended in the independent
engineer's report.
Correspondence from Alta Loma Riding Club submitted for inclusion into the record for Item C 1
C2. RANDOLPH DAVIS COMMUNITY TRAIL UPDATE - A study has been performed to assess the
trail erosion that occurred in 2019 after a heavy storm event. This update will provide information
received and the current status of the existing trail. Randolph Davis Community Trail is located
at the top of Amethyst Avenue where it turns into Almond Street.
Please note: Randolph Davis Community Trail name to be replaced with `Almond Trail" and will be
referred to as Almond Trail from this point on.
Trails Advisory received a report on the status of the necessary repairs to the Almond Trail. The City
submitted an insurance claim in the amount of $500, 000 to offset the costs of the repairs. That claim
has been denied but the City is in the process of appealing the denial. At this time, alternative funds
have not been identified in Landscape Maintenance District No. 1 reserves for the repairs. Staff has
installed measures to mitigate further erosion in the meantime.

Site Characteristics and Background:
The 3.28-acre (143,041 square foot) project site is located at the northwest corner of East and
Wilson Avenues. The vacant project site is covered in native and non-native grasses and scrubs.
The dimensions of the rectangularly shaped project site are approximately 660 feet from east to
west and 216 feet from north to south and generally drains from north to south. The street
improvement along East and Wilson Avenues adjacent to the project site have not been
completed.

Project Overview:
The applicant proposes developing a 12,350 square foot church and 18,033 square foot social
building at the northwest corner of East and Wilson Avenues. As part of the project, the applicant
will be required to construct the East Avenue street improvements along with paying in -lieu fees
to construct one-half of the Wilson Avenue street improvements. The project will also be required
to construct the 12-foot wide Community Trail and 8-foot wide sidewalk/bike path along Wilson
Avenue on land owned by the Metropolitan Water District, as shown in Figure 5-33 of the Etiwanda
Specific Plan. The plans submitted for review include the required 12-foot wide Community Trail
and 8-foot wide sidewalk/bike path as required by the Etiwanda Specific Plan.
Staff Comments:
The site plan and Wilson Avenue street section included with the submitted plans show the
alignment of the required 12-foot wide community trail and 8-foot wide sidewalk/bike trail, in
conformance with the Etiwanda Specific Plan. The project will be conditioned to provide a 4-inch

cover of decomposed granite and PVC fencing per Engineering Department Standard Drawing

Staff recommends that the Trails Advisory Committee approve the proposed Community Trail and
