MEETINGS MINUTES
The City of Rancho Cucamonga City Council held a closed session on Wednesday March 4, 2020, in the Tapia
Conference Room at the Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor Michael
called the meeting to order at 4:30 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Sam Spagnolo, and Mayor Pro Tem Lynne
Kennedy and Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; James L. Markman, City Attorney; Elisa Cox, Deputy City
Manager/Cultural & Civic Services and Matt Burris, Deputy City Manager/Economic and Community Development.
No public communications were made.
No discussion or actions were taken.

The closed session recessed at 6:50 p.m.
The regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency,
Successor Agency, Public Finance Authority and the City of Rancho Cucamonga City Council were held on
March 4, 2020 in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. Mayor Michael called the meeting to order at 7:00 p.m.
Present were Council Members: Ryan Hutchison, Kristine Scott, Sam Spagnolo, and Mayor Pro Tern Lynne
Kennedy and Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; James L. Markman, City Attorney and Linda Troyan, City
Clerk Services Director.
Council Member Hutchison led the Pledge of Allegiance.
A.1. PIanRC • Public Engagement for the General Plan Update.
Anne McIntosh, Planning Director, shared avideo, highlighting public participation efforts forthe General
Plan Update, "PlanRC". She encouraged input from residents, businesses, property owners and
institutional partners as the city embarks on an important visioning project. More information about the

Puredi Hillary and Shiloh Tabernacle, Church Pastor, offered a prayer.
Frank Atry, spoke about salary increases; freedom of speech; and spoke about the President's administration
and endorsing Bernie Sanders, as a 2020 presidential candidate.
Janet Walton, offered a prayer.
Max Cherubil, commended and thanked the City Council, City Staff, Police and Fire Department for doing a
great job for the City of Rancho Cucamonga.
C.1. Consideration of Meeting Minutes: Special Meetings of February 12, 2020 and February 25, 2020.
C.2. Consideration to Approve Bi•Weekly Payroll in the Amount of $658,867.02 and Weekly Check
Registers (No Checks Issued to Southern California Gas Company) in the Amount of $672,390.26 Dated
February 11, 2020 Through February 24, 2020 and Electronic Debit Register for the Month of January in
the Amount of $796,833.66.
MOTION: Moved by Board Member Spagnolo, seconded by Vice -President Kennedy, to approve Consent
Calendar Items C1. through C2. Motion carried unanimously, 5-0.

J.1. PUBLIC HEARING OF THE CITY OF RANCHO CUCAMONGA TO CONSIDER AND CONDUCT FIRST
READING AND INTRODUCE AN ORDINANCE AMENDING TITLE 17 OF THE MUNICIPAL CODE TO
AMEND STANDARDS FOR ACCESSORY DWELLING UNITS IN COMPLIANCE WITH STATE LAW.
THIS ITEM IS EXEMPT FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEQA) AND THE CITY'S CEQA GUIDELINES UNDER CEQA SECTION 15282(H).
ORDINANCE NO. 966
AN ORDINANCE OF THE CITY OF RANCHO CUCAMONGA, AMENDING THE RANCHO
CUCAMONGA MUNICIPAL CODE AMENDING REQUIREMENTS AND STANDARDS FOR THE
DEVELOPMENT OF ACCESSORY DWELLING UNITS CONSISTENT WITH STATE LAW, AND
MAKING FINDINGS IN SUPPORT THEREOF
City Manager Gillison introduced Jennifer Nakamura, Management Analyst II, who gave the
Staff Report for item J1.
Mayor Michael opened the Public Hearing.
Max Cherubil inquired if the Ordinance was intended for low affordable housing and if it would
allow homeowners to rent out different sections of their homes and charge any rate they choose.
Mayor Michael closed the Public Hearing.
City Attorney Markman responded that anyone wishing to build an Accessory Dwelling Unit (ADU)
or Junior Accessory Dwelling Unit (JADU) and meet the standards and requirements can do so
under new state law as this is an attempt by the state to generate housing opportunities.
City Manager Gillison added that the City is currently drafting an ordinance relating to short term
rentals and home conversions and it does not relate to Ordinance No. 966 which amends
requirements and standards for the development of accessory dwelling units to conform and stay
consistent with state law.
Discussion ensued on how tracking would be enforced for absentee owners and short-term
rentals.

In response to Council Member Spagnolo's concerns, City Manager Gillison clarified that the City
is looking to create and establish a registration and licensing program to track rentals and require
regular reporting as part of the short-term rentals Ordinance. He further clarified that the City has
no control or ability to exercise control pursuant to state law regulations mandated by the State for
Accessory Dwelling Units (ADU) or Junior Accessory Dwelling Units (JADU).
MOTION: Moved by Council Member Hutchison, seconded by Mayor Pro Tern Kennedy, to
introduce First Reading of Ordinance No. 966, by title only and waive further reading.
