A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, STATE OF CALIFORNIA, PROCLAIMING
EXISTENCE OF A LOCAL EMERGENCY DUE TO THE NOVEL
CORONAVIRUS DISEASE (COVID-19)
WHEREAS, California Government Code section 8630 empowers the City Council to
proclaim the existence of a local emergency when the City of Rancho Cucamonga is
threatened or likely to be threatened by the conditions of extreme peril to the safety of
persons and property that are or are likely to be beyond the control of the services,
personnel, equipment, and facilities of this City; and
WHEREAS, pursuant to the City of Rancho Cucamonga Emergency Services Ordinance No.
104, the Director of Emergency Services has requested the City Council to proclaim the
existence of a local emergency; and
WHEREAS, the Director of Emergency Services does hereby find that conditions of extreme
peril to safety and public health has arisen within the City of Rancho Cucamonga and the
Rancho Cucamonga Fire Protection District in the County of San Bernardino, California,
caused by COVID-19 that initially was detected in Wuhan City, Hubei Province in China in
December of 2019. Since then, on January 31, 2020, Health and Human Services declared
this global outbreak a public health emergency for the United States.
WHEREAS, on March 4, 2020, the State of California declared a state of emergency. On
March 10, 2020, the San Bernardino County Department of Public Health declared a public
health emergency. On March 11, 2020 the World Health Organization declared a global
pandemic. On March 13, 2020, President Trump declared a national emergency.
WHEREAS, today's recommended actions will provide the City additional powers to
coordinate local efforts and identify resources that may be necessary to fully address the
response in the event that the situation evolves. COVID-19 has created conditions that are
likely to be beyond the control of local resources and require the combined forces of other
political subdivisions.
WHEREAS, the City's ability to mobilize local resources, coordinate interagency response,
accelerate procurement of vital supplies, use mutual aid, and seek future reimbursement by
the State and Federal governments will be critical to successfully responding to COVID-19;
and
WHEREAS, the aforesaid condition of extreme peril warrants and necessitates the
proclamation of the existence of a local emergency; and
NOW THEREFORE IT IS HEREBY PROCLAIMED that a Local Emergency now exists
throughout the City; and
WHEREFORE, IT IS FURTHER PROCLAIMED AND ORDERED that during the existence
of said Local Emergency the powers, functions, and duties of the emergency organization of
the City shall be those prescribed in State law by ordinances, resolutions and approved plans

of this City and by the current City of Rancho Cucamonga Emergency Operations Plan as
approved by the City Council.
IT IS FURTHER PROCLAIMED AND ORDERED that said Local Emergency shall be
deemed to continue to exist until its termination is proclaimed by the City Council, or it is
terminated by operation of law.
IT IS FURTHER DIRECTED, that all City Departments shall track costs for staffing, supplies,
and equipment related to COVID-19 preparation and prevention and forward that information
to the Finance Department; and
IT IS FURTHER DIRECTED, that the Emergency Management Division shall coordinate
Citywide planning, preparedness and response efforts regarding COVID-19 with the San
Bernardino County Department of Public Health and the San Bernardino County Office of
Emergency Services (OES).
NOW THEREFORE IT IS FURTHER HEREBY PROCLAIMED AND ORDERED that a copy
of this Resolution is to be forwarded to the Governor of the State of California requesting that
the Director find it acceptable in accordance with State law; that the Governor of California,
pursuant to the Emergency Services Act, issue a proclamation proclaiming an emergency in
the City of Rancho Cucamonga and request a Presidential Disaster Declaration; that the
Governor waive regulations that may hinder response and recovery efforts; that recovery
assistance be made available under the California Disaster Assistance Act (CDAA); and that
the State expedite access to Federal resources and any other appropriate Federal Disaster
Relief programs.
