We will try to attend the zoom meeting but wanted to express our concerns:
1. Traffic, while there is usually enough on -site parking, a lot of people park
off -site and burden the surrounding residential streets. We would ask that
no street parking is posted and enforced.
2. No church access be allowed via Rolling Pasture PI.
3. Incorporate the extension of Wilson Ave for ingress and egress.
4. No traffic allowed to enter the neighborhood via Horse Thief Place if Wilson
is extended that far.
5. Activities restricted to the hours of 0800 to 2100 hours.
6. All site lighting limited to 12' in height and equipped with "House Shields"
and 0.0 foot-candles of light at the property lines.

We object to the proposed construction of the 12,350 square foot church located just north of our quiet
residential neighborhood. The following points should be considered prior to granting approval for
construction:
1) The developments located south of the construction site on East Ave. will experience an
increase in traffic and traffic congestion. Two schools (Colony and Summit) are located .8 mile
south of the proposed construction site. On December 5, 2013, a 9 year old girl- Ashlyn Gardner
was struck and killed by a truck as she was crossing the intersection of East and Banyan. Our
neighbors use East Ave as a cycling and exercise path. We anticipate that the increase in traffic
heading to and from the church will likely place local residents at risk for traumatic injuries.
2) East Ave has just one southbound and one northbound lane. Prior to and after school each day,
East is significantly congested as parents drop off or pick up their children. Those of us who exit
our community at the intersection of Philly Drive and East Ave. are often unable to safely turn
on East Ave during school hours. We anticipate that the increase in traffic during church hours
would not only worsen access to East, but increase the risk of car accidents at this intersection.
3) Prior to giving approval for church construction, the City of Rancho Cucamonga should require
the developer to place permanent barriers on Horse Thief PI and Rolling Pastures PI which would
prohibit access to our development.
4) The City of Rancho Cucamonga should place a stop light at the corner of East Ave and Philly
Drive which would improve the Southbound traffic flow and speed.

I understand the planing commission is holding a public hearing regarding the project
plan located at the southwest corner of East and Wilson in the Very Low (VL)
Residential District of the Etiwanda Specific Plan; APN: 0225-123-05 on Wednesday,
April 22, 2020, but I won't be able to attend it for the safety of my family and the
community due to Covid-19 pandemic.
In my absence for the hearing, I would like to offer my written comments and
suggestions regarding the project as a long time resident of this community.
The project which includes structures for church and social hall will no doubt bring
unwanted traffic and congestion to the community, and we are asking the developer to
include 2 additions to the project.
1. Build permanent traffic barriers on Horse Thief Place and Rolling Pasture Place
which would prohibit access to the development from inside the community.
2. Place a stop sign at the corner of East avenue and Philly drive which would regulate
the south bound traffic to improve the safety of residents and motorists.

This letter is in response to the virtual zoom meeting held by the RC Planning Commission on 4/22/2020.
I believe that this meeting had no legal jurisdiction as residents residing in the vicinity of the proposed
construction site were NOT effectively notified about the date, time or nature of this meeting. The
California open meetings laws give citizens the right to attend the meetings of state bodies and the
legislative bodies of local agencies, with an exception for closed meetings. California law does not limit
access to meetings to a specific category of people or a profession, such as "the traditional press."
Anyone may attend a meeting that falls under the requirements of the Bagley -Keene Act and the Brown
Act. California open meetings laws require covered government bodies to post notice of their regular
meetings in a publicly accessible place and to mail notice to those persons who have specifically
requested notice. State bodies covered by the Bagley -Keene Act must post notice of their meetings on
the Internet at least 30 days beforehand. They must also mail notice to anyone who has requested
notice in writing (this appears to be free). The notice must give you the time, date, location of the
meeting, and the name, address, and phone number of a person who can provide further information
before the meeting. It also must contain a specific agenda for the meeting, including a brief description
of items to be discussed.
Although I sent a letter to the planning commission earlier this month objecting to the proposed project,
I heard about the meeting ONLY through a neighbor. Thus, last night's zoom meeting could be
considered as a violation of the Bagley -Keene Act and the Brown Act. Therefore, I strongly recommend
that another meeting be held to address the concerns of our neighbors about the construction of this
church north of our property.
There was discussion of constructing a gate between Rolling Pasture Place and the church parking lot
which would allow access to emergency vehicles only. We have requested that an additional gate be
placed on the north end of Horse Thief Lane. One of the planning commissioners implied that
construction of such a gate would not be needed as a barrier already exists which he assumed would
minimize the cross traffic between the church and our properties. Perhaps that commissioner was
referring to THIS barrier:
North Barrier Between Horse Thief Lane and The Dirt Road
This rather flimsy NON -barrier, can be located down the street every time the wind blows more than 20
MPH! The barrier keeps no one out of our property and is a favorite intersection for dirt bikers and off
road racers. We MUST INSIST that a gated barrier be placed on this street as a condition for building the
church I Otherwise, foot traffic through our property will likely increase when the church is open for
business.
Brian mentioned that the traffic at the round about on Wilson and East would be minimal with the
addition of the church. He is absolutely INCORRECT. I invite Brian as well as other members of your
commission to stand on that same round about between the hours of 7-8:30 AM and 1-4 PM weekdays.
The traffic moving both North and South on East Ave is quite dangerous as families drop off their
children for school. Pedestrians can often be seen crossing East Ave during these times. Church hours
will simply add to the misery we feel 5 days a week as we attempt to exit onto East Ave from Philly Ave.
We feel that the church construction will impact safety of all members of our community. We do not
want anyone else killed as they walk across the street. On December 5, 2013, a 9 year old girl- Ashlyn

Finally, we object to the construction noise that will occur as this church is built.
In summary, we feel that any approval for constructing this church should be delayed until we can be
properly notified and be allowed to attend the planning commission meeting IN PERSON. If the planning
commission sees fit to approve this project, the church MUST provide gates at both Rolling Pasture Place
and Horse Thief Lane accessible to emergency traffic only. Finally, we disagree that traffic flow will not
be a major problem as the only access to the church parking lot is from East Ave, located just south of
the round about.

WHAT IS DESIGN REVIEW DRC2017-00193 & CONDITIONAL USE PERMIT DRC2017-
PROPOSED? 00194 — GEORGE BOTROS — A request for site plan and architectural review along
with the operation of a proposed 12,350 square foot church and 18,033 square foot
social building on a 3.28 acre (143,053 square foot) project site located at the
southwest corner of East and Wilson Avenues in the Very Low (VL) Residential District
of the Etiwanda Specific Plan; APN: 0225-123-05. This item is exempt from the
requirements of the California Environmental Quality Act (CEQA) and the City's CEQA
guidelines under CEQA Section 15332 — Infill Development.
INFORMATION The proposed plans and other information can be reviewed at the City Planning
AVAILABLE: Department.

Dear Ms Thornhill and Ms McIntosh:
This letter will once again address my concerns about the conditional use permit DRC2017-00194
(George Botros).
Ms. McIntosh, I am in receipt of your letter dated April 27,2020 and respectfully disagree that the
virtual Zoom meeting was in compliance with the Bagley -Keene and Brown Acts.. The California open
meetings laws give citizens the right to attend the meetings of state bodies and the legislative bodies of
local agencies, with an exception of closed meetings. California law does not limit access to meetings to
a specific category of people or a profession, such as "the traditional press." Anyone may attend a
meeting that falls under the requirements of the Bagley -Keene Act and the Brown Act. California open
meetings laws require covered government bodies to post notice of their regular meetings in a up blicly
accessible place and to mail notice to those persons who have specifically requested notice. State
bodies covered by the Bagley -Keene Act must post notice of their meetings on the Internet at least 10
days beforehand. They must also mail notice to anyone who has requested notice in writing. The notice
must give you the time, date, location of the meeting, and the name, address, and phone number of a

agenda for the meeting, including a brief description of items to be discussed. Ms McIntosh, I did not
receive any notification of the meeting planned for 4/22/20 despite writing a letter to the Planning
Commission expressing my disapproval of the construction project. In fact, a neighbor informed me of
the meeting just prior to the call to order on 4/22/20. Our neighbors have been asked to comply with
social distancing and to remain at home. The city of Rancho Cucamonga should have mailed a notice to
each residence located near the site of the proposed construction site so that our views could be heard.
Apparently, many supporters of this church were provided with a timely notice regarding the zoom
meeting. Unfortunately, the people most impacted by the construction were not provided with equal
and timely notification.
I am pleased that the Planning Commission has scheduled another meeting on May 27, 2020 at 7 PM
and would like to attend the meeting IN PERSON. As a physician I have many concerns about
construction noise, traffic safety and the environmental impact which could impact those of us living
just south of this site.
Finally, Ms. McIntosh did not address my request for the builder to construct a gate at two sites
adjacent to the Church property. Our neighbors have requested that an additional gate be placed on the
north end of Horse Thief Lane. At the previous meeting, one of the planning commissioners implied that
construction of such a gate would not be needed as a barrier already exists which he assumed would
minimize the cross traffic between the church and our properties. Perhaps that commissioner was
referring to THIS barrier:
