The City of Rancho Cucamonga City Council held a closed session on Wednesday July 15. 2020, in the Tri-
Communities Conference Room at the Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor
Michael called the meeting to order at5:00p.m.
Present were Council Members: Ryan Hutohieon, Kristine Scott, Sam Spagno|o. and Mayor Pro Tern Lynne Kennedy
and Mayor L Dennis Michael.

The regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency, Successor
Agency, Public Finance Authority and the City of Rancho Cucamonga City Council were held on July 15, 2020 in the
Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor Michael
called the meeting to order at 7:00 p.m.

Mayor Pro Tem. Lynne Kennedy, led the Pledge nfAllegiance.
Responding to the spread of the Coronavirua (COV|D-19). and social distancing requirements. City Manager GiUisnn
announced that due to recent changes in the Governor's Executive Orders, the San Bernardino County Department of
Public Health requiremonts, and to ensure the health and safety ofRancho Cucamonga residents by limiting contact
that could spread the C(}V|O-10 viruo, there will be no members of the public in attendance at the City Council/Fire
District Meetings and in p|ema of in person attendanoe, members of the public are encouraged to watch from the safety
of their homes live from the City'ovveboiteoronRCTVc3.
He stated members of the public wishing to speak during public communication, or on a public hearing item will need to
dial into (00Q)774-2751 to be added tu the queue for comment. Additional information on the Coronavirus pandemic

Mayor Michael announced, due to COVID-19 and social distancing requirements, the Public Communications portion of
the meeting will be conducted telephonically.
Via phone oo||. Felicia Jones. Resident and member of the Rethink Public Safety Coa|ition, publicized that the San
Bernardino County Board of Supervisors recently declared Racism as a Health Crisis. K4a. Jones asked that the City
Council along with all other |ooe| jurisdictions align with San Bernardino Counh/'e declaration of racism being a health
crisis and for the City tojoin the oounty'o element group for racial equity.
Via phone oa||. K8oroo Garcia, Airbnb operutor, spoke in favor of Safety in the Community and listed various safety
measures taken as an Airbnb operator on a regular basis and during the COVID-1 9 Pandemic for his units.
Via phone call, Janet Walton, recited a Twenty-Third Psalm poem and offered a prayer.
Via phone call, Jacqueline Miller, member of the Rethink Public Safety Coalition, made known that on Tuesday, June 23rd
the San Bernardino County Board of Supervisors recently declared racism as a Public Health Crisis. She urged the City
of Rancho Cucamonga to align with San Bernardino County's declaration of racism being a health crisis and for the City
to join the nnunty's element group for racial equity to create an equitob|e, sustainable and vibrant city rich in opportunity
for all to thrive aastated in the City'a mission statement.
Via phone call, Stefanie Sawyer, called to agree with previous callers and asked the City to align with San Bernardino
County's declaration of racism being a health crisis. Ms. Sawyer expressed her disappointment in the live stream issues
that occurred during the Special Meeting of June 2b. 2020.

John Choi and Resident, Michele Holladay, in support of item J5. Ms. Cook noted the suggested language
provided by Airbnb relating to the hosting platform responsibilities for rentals at properties which are not
compliant with City regulations.
City Attorney Markman directed staff to amend language as proposed by Airbnb relating to the hosting
platform responsibilities for rentals at properties which are not compliant with City regulations to read"Hosting
platforms shall require hosts to include the City-issued registration number in their listing(s), in a format
designated by the City. Upon notice from the City that a listing is non-compliant, hosting platforms shall cease
any short-term rental booking transactions for said listing(s)within five (5) business days. A hosting platform
shall not complete any booking transaction for a residential property or unit subject to a City notice until notified
by the City that the residential property or unit is in compliance with the local registration requirement." Mr.
Markman noted that amending the language in the Ordinance as proposed by Airbnb would benefit the City.

Mayor Michael reported that the Public Art Committee is composed of five (5) members appointed by the City
Council as follows: (i) one member of the Planning Commission; (ii) one member of the Community and Arts
Foundation; and (iii)three members of the public appointed based on relevant work experience, trade, industry,
or expertise. Due to o vacancy from the Community & Arta Foundation K4ember, Ms. Paula Paohon was
selected ho complete the Vacant Term through February 2O21.

L3. Discussion of the City Treasurer Resignation and any Appurtenant Actions Related Thereto.
City K4mnaQorGiUieun introduced the item and Lori San000n, Deputy City K4anager /Administnativo Services,
who provided a verbal report for item L3.
Deputy City K4anager8aoaoon reported the different options regarding the current City Treasurer Vacancy
which included:
1. Call for an election—While the law provides that the council may call for a special election, that option is not
practical, since the office is already subject to a regularly scheduled election coming up in 3 1/2months.
2.Appoint a City Treasurer—The Council has the option to appoint a City Treasurer to serve out the remaining
term of the City Treasurer.The appointee would serve until the new Treasurer takes office following certification
of the November election results, which is typically in early December.
3. Take no aotion —The Council might take no action during this interim period. In that case, the Deputy City
Manager will continue to serve as Assistant City Treasurer and take on the Treasurer's duties during this time,
until a new Treasurer takes office.

Ms. Sassoon added that in addition, to considering these options, the Council may also want to consider
directing staff to revisit the City's Municipal Codes regarding the roles of the City Clerk and Treasurer and make
updates and clarifications to provide guidance for these roles.
Mayor Michael noted that a well-qualified and active community member with a background in accounting by
the name of Jim Harrington expressed his interest in running for the elected position of City Treasurer.
Council consensus for staff to return with an Ordinance on the roles for the position of City Clerk and City
Treasurer.
Mayor Michael proposed that Community Member Jim Harrington be appointed to serve out the remaining term
of the City Treasurer. The appointee would serve until the new Treasurer takes office following certification of
the November election results, which is typically in early December.
MOTION: Moved by Mayor Michael, seconded by Council; Member Spagnolo to appoint Jim Harrington as
City Treasurer, to serve out the remaining term of the City Treasurer. Motion carried unanimously, 5-0.
LA. COUNCIL ANNOUNCEMENTS
Mayor Pro Tern Kennedy acknowledged the Public Works Department as the City recently received a letter from
a thankful resident stating that the Public Works Department did a wonderful job to recent sidewalk improvements
in her neighborhood. She applauded the commitment, dedication and hard work of City staff.
