Project Description
Who: Pacific Summit-Foothill, LLC
What: A request to allow the first one (1 ) year time extension
of a previously approved Tentative Tract Map
(SUBTT16605M) to subdivide 24. 19 acres into 6 parcels
for the development of 175 attached condominium units
(Sycamore Heights project).
Where: North side of Foothill Boulevard, between Red Hill
Country Club Drive and the Pacific Electric Trail Right-of-
way.

Time Extension
• The applicant is requesting aone-year time extension for Tentative
Tract Map SUBTT16605M.
• The time extension is being requested to allow the applicant more
time to complete site preparations and other outstanding work
needed to obtain a grading permit.
• With the approval of the subject time extension, the expiration of
the Tentative Tract Map will be October 4, 2021 .
• The subject Tentative Tract Map is eligible for four additional time
extensions
Environmental
• The City Council certified a Mitigated Negative Declaration on
October 24, 2017 (State Clearinghouse #2017071010) through
Resolutions 17-098 and 17-099.
• The project does not raise or create new environmental impacts
not already considered in the Mitigated Negative Declaration.
• CEQA Guidelines Section 15162, states that no subsequent or
supplemental review is necessary if the scope of the project has
not changed from that considered as part of the original CEQA
review.
Noticing
• Notices were mailed to all property owners within 660 feet (408
property owners) on August 11 , 2020 and published in the Inland
Valley Daily Bulletin on August 10, 2020.
• On August 18, 2020, staff received a letter from Henry Stoy. The
letter expressed opposition for the tentative map's one-year time
extension request, citing concerns related to slope stability,
drainage, and vehicular traffic associated with the entire Sycamore
Heights project.

Public Art
• Tentative Maps are exempt from providing public art as outlined in
Chapter 17.124 of the Development Code.
• The project is exempt from providing Public Art, as the Sycamore
Heights project was deemed complete on November 16, 2016,
which was prior to the City Council's adoption of the Public Art
ordinance on May 24, 2017.
Condition of Approval Changes
• Engineering conditions of approval were revised to establish a
better legal mechanism to regulate off-site improvements for the
Sycamore Heights project.
• Redlined conditions of approval as well as a clean copy was
provided to the Planning Commission.
Staff Recommendation
• Staff recommends that the Planning Commission approve Time
Extension through the adoption of the attached Resolution #20-42
of Approval with Conditions.
