Each presentation and resulting period of Committee comment is limited to 20 minutes. Following each presentation, the Committee will address major issues and make recommendations with respect to the project proposal. The Design Review Committee acts as an advisory Committee to the Planning Commission. Their recommendations will be forwarded to the Planning Commission as applicable. DESIGN REVIEW DRC2017-00193— GEORGE BOTROS — A request for site plan and architectural review of a proposed 12,350 square foot church and 18,033 square foot social building on a 3.28 acre (143,053 square foot) project site located at the northwest corner of East and Wilson Avenues in the Very Low(VL) Residential District of the Etiwanda Specific; APN: 0225-123-05. Related Record: Conditional Use Permit DRC2017-00194. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section 15332 — Infill Development. Tabe van der Zwaag, Associate Planner, gave a PowerPoint presentation and oral report. Following the report, staff was asked by the Committee about the large landscaped area located immediately to the north of the project site. Staff stated that it was property owned by the Metropolitan Water District (MWD). The landscaping was going to be installed by the applicant to enhance the area. The Committee also asked about the construction of an uncompleted segment of Wilson Avenue located along the north side of MWD's property. Staff stated that the street will not be constructed until the vacant properties on the opposite (north) side of the future street were developed (which is not pending). The applicant will be required as a condition of approval to pay in-lieu fees to cover their share of the construction of the street. Call to Order The meeting of the Design Review Committee was held on June 16, 2020. The meeting was called to order by Tony Guglielmo at 7:00pm. Design Review Committee present: Tony Guglielmo, Diane Williams, Mike Smith. Staff Present: Mena Abdul-Ahad, Assistant Planner; Dat Tran, Assistant Planner; Sean McPherson, Sr. Planner. B. Public Communications Tony Guglielmo opened the public communication and hearing no comment, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of March 17, 2020. (Meetings cancelled April 7, April 21, May 5, May 19 and June 2, 2020, due to no items submitted.) Consideration to adopt the Minutes was overlooked and will be brought back for a motion at the next scheduled Design Review Committee meeting. D. Project Review Items D1. DESIGN REVIEW DRC2020-00026— CHASE PARTNERS LTD -A request to construct a 22,870 square foot commercial warehouse shell building on a vacant site of 1.08 acres located within the General Industrial (GI) District, located at the southwest corner of 6t" Street and Hyssop Drive—APN: 0229-284-03. This item is exempt from the requirements of the California Environmental Quality Act(CEQA)and the City's CEQA guidelines under CEQA Section 15332—In-Fill Development Projects. Design Review Committee recommended DRC2020-00026 move forward to Planning Commission. The committee liked the design and color palette of the proposed building. The Committee took the following action: X Recommend approve to PC/PD. D2. DESIGN REVIEW DRC2019-00864 — CARDEN ARBORS VIEW SCHOOL—A request for site plan and architectural review of a proposed 18,500 square foot private school building on a 2.88 acre (125,596 square foot) project site located at the northeast corner of Beryl and 1911 Streets in the Low (L) Residential Zoning District; APNs: 0202-461-62, 0202-461-63, and 0202-461-65. Related Record: Conditional Use Permit DRC2019-00863; Tree Removal Permit DRC2020-00209. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section 15332 — Infill Development. The Design Review Committee recommended DRC2019-00864 for approval by the Planning Commission. Generally, the DRC was very favorable of the project. One topic of discussion was the roofing material to be used. The project applicant provided the DRC with two alternatives, asphalt shingle (intended to match the existing historic house on-site, and a flat profile concrete tile). After discussion, the DRC recommended use of the asphalt shingle roof material. The Committee took the following action: X Recommend approve to PC/PD. E. Eoff IV November 10, 2020 DESIGN REVIEW DRC2019-00651 — SGE CONSULTING STRUCTURAL ENGINEERS FOR AIR GAS SPECIALTY GAS FACILITY - A request to demolish an existing office building and construct a new 18,165 square-foot industrial building/production facility with a 3,490 square-foot office and additional site improvements. The project is located in the General Industrial (GI) zone at 12550 Arrow Route — APN: 0229-031-23. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section 15332 — In-Fill Development Projects. Site Characteristics and Background: The overall project site is roughly 19 acres in area with a property depth of 1,270 feet north to south and a width of 660 feet east to west. The project site is currently developed with several small operation buildings, various employee parking areas, and outdoor production and manufacturing equipment that is necessary for the Air Gas operation. A majority of the site is paved with concrete for parking areas and vehicle/truck circulation, and the Air Gas production. The unpaved areas will be improved with landscape and hardscape and graded to accommodate the new production facility. The existing Land Use, General Plan, and Zoning Designations for the project site and adjacent properties are as follows: Land Use General Plan Zoning Site Industrial General Industrial General Industrial (GI) District Shopping Center Regional Related Commercial North (Foothill Marketplace) General Commercial (Foothill Boulevard Overlay District South Industrial Heavy Industrial Heavy Industrial (HI) District Industrial (Metropolitan East Water District (MWD) General Industrial General Industrial (GI) District facility) West Industrial General Industrial General Industrial (GI) District Project Overview: The applicant proposes to demolish an existing single-story 9,133 square-foot office building and replace it with a new 18,165 square-foot industrial/production building that includes a 3,490 square-foot office space. The project will also include new landscape improvements, improvements to the parking lot area to accommodate additional parking stalls, and improvements to circulation throughout the property. The proposed building is located near the south portion of the property. Most of the existing production equipment for the Air Gas operation is located towards the northern area of the site. The building will be setback roughly 72 feet from the face of curb along Arrow Route. The proposed building is designed into two components-the production area for the air gas operation, and the office area for the administrative needs. The proposed building is mostly comprised of DRC COMMENTS DESIGN REVIEW DRC2019-00651 —SGE CONSULTING STRUCTURAL ENGINEERS FOR AIR GAS SPECIALTY GAS FACILITY November 10, 2020 Page 2 production area, occupying roughly 15,000 square-feet of the overall building area, while the remaining office portion is integrated into the overall structure near the southeast portion of the building. The exterior finish of the proposed building will consist primarily of an insulated panel material that will have slight textured finish to replicate stucco or concrete tilt-up construction. The remainder of the building, primarily the office portion, will use integrally colored split face block as the exterior finish. The color palette will include white as the primary color, with tans and a teal incorporated as accents to enhance the visual interest. To help break up the wall plane, the production area will include a large rectangular clerestory windows along the south, east, and west elevations. The office portion will also include a large storefront-like windows along the south and west elevations. The office area is also designed to extend out from the primary building wall plane, to create movement and articulation in the building, to further improve the visual interest in the building along the south and west elevations. The building will have a shed-style roof using standing seam metal roofing. This will result in an overall building height that ranges from roughly 18 feet to 27 feet. To enhance the overall appearance of the building, additional architectural features such as steel canopies will be placed over the office windows, a large steel canopy will be constructed over the loading dock, and a large screen wall be constructed to screen outdoor production equipment. The screen wall will be designed using the same split face block to provide consistency with the rest of the building design. Overall site improvements include the expansion of a new parking lot to accommodate additional parking spaces for employees and to account for the expanded building area. The project requires 73 parking stalls; 75 parking stalls were provided, creating a surplus of 2 stalls. This does not include truck parking. The project includes one loading dock, which will require one parking space specifically for trucks. The project site currently has 13 existing truck stalls, making it compliant with the City's Development Code. The project will also include new circulation routes throughout the property to accommodate fire access and proper truck circulation for the Air Gas operation onto the site and around the proposed building. New landscaping will also be provided in place of the demolished building and throughout the site. The property frontage along Arrow Route will be improved with new parking landscape consisting of trees, shrubs and ground cover, as well as a new sidewalk that meets the City standards within the required average landscape setback of 45 feet. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding the project: None Secondary Issues: Once all the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. The design/appearance of the canopy can be improved with wider columns and a wider base that is in better proportion with the overall canopy. 2. Fencing along Arrow Route-The applicant has proposed to retain the existing chain link fence along the property frontage although fencing is not required, the applicant has indicated the fence is necessary for security purpose. Staff understands the need for the fencing for security purposes, however considering the overall site improvements that are being proposed, staff believes enhancing the fence material to wrought iron will add to the overall improvements to the site. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. All Double Detector Checks(DDC)and Fire Department Connections(FDC)shall be screened behind a 4-foot high block wall. These walls shall be constructed of decorative masonry block such as slumpstone or stackstone or poured in-place concrete with design elements incorporated to match the building. 2. All ground-mounted equipment, including utility boxes, transformers, and back-flow devices, shall be surrounded by a minimum of two rows of shrubs spaced a minimum of 18 inches on center. All ground-mounted equipment shall be painted dark green except as directed otherwise by the Fire Department. 3. Decorative paving shall be provided at each vehicle entrance to the site, behind the public right-of-way. These decoratively paved areas shall extend from the front property line to the building setback line and have a width equal to that of the driveway. As part of the project, the existing parking lot will be reconstructed to comply with the current requirements for parking lots as described in the Development Code. The existing restaurant will remain in operation while the new restaurant building is being constructed. The applicant has provided a phasing plan to show how the site will be managed during the construction and demolition period. The first phase involves the construction of the new restaurant building. The second phase involves the demolition of the existing restaurant and the reconstruction of the parking area. It is estimated by the applicant that the first and second phases will take about 10 and 3 months to complete, respectively. The Building & Safety and Fire Departments have reviewed the phasing plan. They have deemed it to be in compliance with the applicable Building and Fire Codes which includes, for example, adequate Fire Department access during the construction and demolition period. The proposed restaurant will feature a modern architectural style, containing angular metal siding along the building's east elevation, a smooth white plaster finish, and an all-glass fagade along the south elevation, facing Foothill Boulevard. The glass fagade separates the restaurant's main indoor dining area, measuring 825 square feet and an outdoor dining area measuring 233 square feet. It is anticipated that the restaurant will have the capacity to serve 65 patrons between the outdoor and indoor dining areas at one time. An entry garden is proposed in front of the building south fagade, flanking the sidewalk leading up to the building entrance. The entry garden features a composite wood bridge, crushed stone, decorative boulders and enhanced landscaping. Five-foot wide landscape strips are proposed along the project site's eastern and western boundaries, while a 10-foot wide landscape planter with trees planted 25 feet on-center will be installed along the project site's northern boundary, adjacent to single-family residential homes. The landscape buffer along the northerly portion of the site complies with the Development Code's requirement of a 10-foot wide landscape buffer between commercial and residential uses. Based on 2,697 square feet of dining area and food preparation area, and 608 square feet of office, the proposed restaurant will require a total of 42 parking spaces. The project will provide a total of 44 parking spaces, resulting in 2 surplus parking stalls. Staff Comments: The following comments are intended to provide an outline for Committee discussion. These walls shall be constructed of decorative masonry block such as slumpstone or stackstone or poured in-place concrete with design elements incorporated to match the building.
