A. Call to Order @ 6:00p.m.
The meeting of the Trails Advisory Committee was held on March 11, 2020. The meeting was called to
order by Mike Smith at 6:00pm.
Committee Members present: Francisco Oaxaca, Tony Morales, Mike Smith, Tom Tisler and Carol
Douglass.
Additional Staff Present: Gianfranco Laurie, Sr. Civil Engineer Developer; Lori Sassoon, Deputy City
Manager; Jason Welday, Director of Engineering Services.
B. Public Communications
Mike Smith opened the public communications and hearing no comment, closed public
communications.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of February 12, 2020.
D. Discussion Items
D1. DESIGN REVIEW DRC2017-00193—GEORGE BOTROS—A request for site plan and architectural
review of a proposed 12,350 square foot church and 18,033 square foot social building on a 3.28 acre
(143,053 square foot) project site located at the northwest corner of East and Wilson Avenues in the
Very Low (VL) Residential District of the Etiwanda Specific Plan; APN: 0225-123-05. Related Record:
Conditional Use Permit DRC2017-00194. This item is exempt from the requirements of the California
Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section 15332 —
Infill Development.
Trails Advisory Committee raised the following questions and concerns:
1. Would the project be required to construct half of Wilson Avenue at the time the project
is constructed? Staff responded that the project would be required to pay an in-lieu fee
of the future construction of Wilson-East Avenue street improvements.

Z Will the Wilson-East Avenue intersection continue to have a roundabout when fully
completed? Staff responded that an upgraded roundabout would be included when
Wilson Avenue is fully improved.
3. Where the East Avenue crosswalk will be located? Staff responded that the crosswalk
will be located to the south of the entrance to the roundabout.
4. Committee member Tom Tisler stated that from his experience roundabouts are unsafe.
The project was recommended for approval by the Planning Commission by all the Committee
members (Oaxaca, Morales, Tisler, Douglass, Smith).
D2 DISCUSSION OF STEP-THRU BARRIER REPLACEMENTS AT FLOOD CONTROL
ENTRANCES (Oral report).
Staff presented the report on the project. The Committee asked several questions about the
reasons and technical details for the project. Staff answered these questions to the Committee's
satisfaction. The Committee consented to the actions related to the implementation of the
project. The report was received and filed.
D3. DISCUSSION OF PACIFIC ELECTRIC TRAIL DRAINAGE IMPROVEMENTS (Oral report).
Staff presented the report on the project. The Committee asked several questions about the
reasons and technical details for the project. Staff answered these questions to the Committee's
satisfaction. The Committee consented to the actions related to the implementation of the
project. The report was received and filed.
E. Identification of Items for the Next Meeting
No items were discussed.
F. Adjournment
Meeting was adjourned at 7:30pm.
