CONSIDERATION OF A RECOMMENDATION TO THE
CITY COUNCIL TO APPROVE A GENERAL PLAN
AMENDMENT TO EXPAND THE ROAD NETWORK
WITHIN SOUTHEAST RANCHO CUCAMONGA
(DRC2020-00215)
Overview
• The City's current General Plan, approved in 2010, serves as the City's
primary regulatory policy document. This document includes the
Community Mobility Chapter, which serves as the City's overall
transportation policy plan.
• In January 2020, the City initiated a comprehensive update of the
General Plan ("PlanRC") intended to ensure that the General Plan
reflects the aspirations of the community. Public hearings anticipated
for early 2022.
• Recently, there's been significant interest in industrial development
within Southeast Rancho Cucamonga (SEIQ), where approximately 6
million square feet of proposed development and redevelopment has
been proposed on parcels totaling about 300 acres;

• Potential redevelopment includes turn-over of legacy uses such as
CIVIC Steel and "Gen On" Etiwanda facility.
• Currently, the Community Mobility Chapter of the General Plan
does not anticipate this level of development interest, nor does it
anticipate the wholesale turnover of legacy uses such as CIVIC
Steel and Gen On;
• In order to properly plan for and anticipate this level of
development, staff recommends a General Plan Amendment to
carefully and immediately respond to these significant and
challenging development interest.

• Existing road network established prior to incorporation limits
optimal circulation and access.

Analysis - Existing Conditions
Two primary concerns are raised :
1. Modern speculative warehouse development
introduces new traffic dynamic not considered in
2010 General Plan .
2. Allowing anticipated development to occur within
existing road network limits access points.
Analysis - Proposed Expansion
• Proposed road network involves expansion of Local
Industrial Collectors throughout SEIQ;
• New local collectors north and south of
BNSF/Metrolink rail integrated to expand existing
road network;
• No new local collectors are proposed to cross
BNSF/Metrolink right-of-way.

Benefits of Proposed Amendment
• Improved Circulation, and Public/Public Safety
Access;
• Potential Increase in Land Value;
• Improved General Aesthetics
• Guidance for future development;
General Plan Amendment
• Proposed General Plan Amendment revises
relevant Figures within Community Mobility
Chapter of the General Plan (Circulation Plan, Truck
Routes, etc. );
• Amendment also adds language to Community
Mobility Figures stating that final locations of the
expanded road network are to be determined at
the time of development.
CEQA Determination
• Pursuant to CEQA Guidelines Section 15164, an
Addendum to the 2010 General Plan's EIR has been
prepared which found that the proposed changes
to the Community Mobility Chapter are considered
minor technical changes.
Correspondence
• A Notice of Public Hearing was published in the Inland
Valley Daily Bulletin on November 2, 2020. In addition, staff
sent a courtesy email to known stakeholders informing them
of this meeting;
• To date, staff has received two letters (via email) objecting
to the proposed General Plan Amendment;
• In September, staff received to letters (from SCE and Gen On
representatives) objecting to the proposed road network.
These have been included as attachments to the staff
report.
Relationship to Moratorium
• On November 2, 2020, the City Council passed a
temporary Urgency Ordinance related to industrial
development within the SEIQ (and certain portions
of Foothill Boulevard);
• This is not a repudiation of industrial development;
rather this proposed General Plan Amendment is
the first step in creating an optimal, world-class
industrial district for the benefit of all .
Recommendation
• Staff recommends that the Planning Commission
recommend approval of the subject General Plan
Amendment to the City Council for their
consideration at a later date.
