PURSUANT TO GOVERNOR GAVIN NEWSOM'S EXECUTIVE ORDER N-29-20 THIS MEETING WILL
BE HELD AS A TELECONFERENCE MEETING
In response to the Governor's Executive Orders, the San Bernardino County Department of Public
Health requirements, and to ensure the health and safety of our residents by limiting contact that could
spread the COVID-19 virus, there will be no members of the public in attendance at the Trails Advisory
Committee meetings. Members of the Trails Advisory Committee and staff will participate in this meeting
via teleconference.
As this is a Special Meeting, Public Communications are limited to agenda items appearing on the
Special Meeting Agenda.
In place of in-person attendance, members of the public can observe and offer comment at this meeting

This is the time for the Trails Advisory Committee to identify the items they wish to discuss at the
next meeting. These items will not be discussed at this meeting, only identified for the next meeting.

A. Call to Order @ 6:00p.m.
The meeting of the Trails Advisory Committee was held on June 10, 2020. The meeting was called to
order by Mike Smith at 6:00pm.
Committee Members present: Francisco Oaxaca, Tony Morales, Mike Smith, Tom Tisler and Carol
Douglass.
Additional Staff Present: Gianfranco Laurie, Sr. Civil Engineer Developer, Jason Welday, Director of
Engineering Services.
B. Public Communications
Mike Smith opened the public communications and hearing no comment, closed public
communications.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of March 11, 2020. (Meetings cancelled
for April 8, 2020, May 13, 2020 and July 8, 2020 due to no items submitted.)
Consideration to adopt the Minutes was approved as presented. Motion passes 5-0.
D. Discussion Items
D1. San Sevaine Trail Project
Gianfranco Laurie presented Committee with an oral presentation (copy on file).
• Gianfranco Laurie shared a PowerPoint presentation that summarized the funding,
Memorandum of Understanding (MOU), design (including 4-ft elevated future equestrian trail
and constraint beneath 210 Freeway combining uses(equestrian, bikes, peds) to share the multi-
use path.
• Jason Welday updated Trails Advisory Committee with information supplied by Larry Henderson
(ALRC) regarding the tunnel beneath 19th Street west of Sapphire Street which serves as an
existing shared multi-use path (equestrian, bikes, peds).

Carol Douglass requested pavement markings or signage for proposed mixed use path beneath the
210 bridge to have "Slow to Users". As well as a sign about user hierarchy(equestrian, bikes, peds).
Francisco Oaxaca inquired about funding beneath the 210 bridge which proposed mixed use path is
funded through State and AQMD grant funding.
Trails Advisory Committee general consensus: To proceed with Option 2— Provide concurrence that
the trail improvements be submitted with design of 4-foot high retaining wall for an elevated equestrian
trail in the future to meet the City's MOU.
E. Identification of Items for the Next Meeting
No items were discussed.

The meeting of the Trails Advisory Committee was held on August 10, 2020. The meeting was called
to order by Mike Smith at 6:00pm.
Committee Members present: Tony Guglielmo, Tony Morales, Mike Smith, Tom Tisler and Carol
Douglass.
Additional Staff Present: Tabe van der Zwaag, Senior Planner; Dat Tran, Assistant Planner.
B. Public Communications
Mike Smith opened the public communications and hearing no comment, closed public
communications.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of June 10, 2020.
Consideration to adopt the Minutes was overlooked and will be brought back for a motion at the next
scheduled Trails Advisory Committee meeting.
D. Discussion Items
D1. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT18305 (WEST SIDE
OF HERMOSA AVENUE AT VISTA GROVE) — MANNY BADIOLA—A request for site plan review to
subdivide a 4-acre parcel of land into 6 residential lots for the future development of 6 single-family
residences within the Very Low (VL) Residential District and the Equestrian Overlay District on the west
side of Hermosa Avenue at Vista Grove Street; APN 1074-201-01 and 02. Related File: Minor Exception
DRC2020-00217, and Tree Removal Permit 2020-00218. A Mitigated Negative Declaration of
environmental impacts was prepared for consideration.
Tabe van der Zwaag, Associate Planner, presented Committee with an oral presentation (copy on file)
The Trails Advisory Committee received staff's report and raised the following concerns:
• That the cross-sections showed walls encroaching into the 15-foot-wide trail easement.
• That a newer updated step-through gate design should be used for easier equestrian access.

• That the plans should show the double trail access gates at the rear of each lot.
• That the proposed wall along the west property line should be replaced with trail fencing with openings
to access the existing trail network to the west.
The applicant agreed to make all of the above recommend changes to the plans prior to the project being
reviewed by the Planning Commission.
The project was recommended for approval by the Planning Commission with the above-outlined changes
by all the Committee members.
E. Identification of Items for the Next Meeting
No items were discussed.
F. Adjournment
Meeting was adjourned at 7:50pm.

TRAILS ADVISORY COMMITTEE COMMENTS
7:00 p.m. Anne McIntosh, AICP, Planning Director November 19, 2020
Discussion on Trails and Mobility for the General Plan Update.
The City is currently updating the General Plan. Mobility and circulation are important
components of the document. During the public outreach phase of the process, staff is reaching
out to important stakeholders to receive input on future policies. In order to determine future
opportunities for non-vehicular circulation through the City, we are asking the Trails Advisory
Committee to consider some important questions and have a discussion about possible policies.
The Core Values for the PlanRc General Plan Update are Health, Equity, and Stewardship.
The following questions will be discussed. Please consider the attached draft map for
reference:
1. Trails—what's working and what's not?
2. What would you like to see in the future?
3. What are the constraints?
4. How do we ensure mobility equity throughout the city?
5. What are the best opportunities to integrate peds, bikes, horses, and link to other
community resources such as parks and natural pathways and open spaces?
