Call to Order The meeting of the Design Review Committee was held on November 10, 2020. The meeting was called to order by Mike Smith at 7:00pm. Design Review Committee present: Francisco Oaxaca, Diane Williams, Mike Smith. Staff Present: Vincent Acuna, Associate Planner; David Eoff, Senior Planner; Dat Tran, Assistant Planner. B. Public Communications Mike Smith opened the public communication and hearing no comment, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of March 17, 2020. C2. Consideration to adopt Regular Meeting Minutes of June 16, 2020. Motion by Williams, second by Oaxaca. Motion carried 3-0 to adopt the March 17, 2020 and June 16, 2020 minutes as presented. D. Project Review Items D1. DESIGN REVIEW DRC2019-00651 (LOCATED IN THE GENERAL INDUSTRIAL (GI) ZONE AT 12550 ARROW ROUTE) — SGE CONSULTING STRUCTURAL ENGINEERS FOR AIR GAS SPECIALTY GAS FACILITY - A request to demolish an existing office building and construct a new 18,165 square -foot industrial building/production facility with a 3,490 square - foot office and additional site improvements - APN: 0229-031-23. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section 15332 — In -Fill Development Projects. Staff provided a brief presentation of the project. The Committee generally liked the project and agreed that the fencing material along the perimeter should be enhanced with something that complements the new building better. The Committee recommended approval of the project to the Planning Commission and instructed the applicant to work with staff to revise the perimeter fencing to a different material such as wrought iron, or explore other options along the perimeter The Committee took the following action: X Recommend approve to PC/PD. D2. DESIGN REVIEW DRC2019-00985 (LOCATED AT 10006 FOOTHILL BOULEVARD) — TUCKER SCHOEMAN VENTURE FOR KEN'S JAPANESE RESTAURANT - A request to construct a 3,358 square -foot single -story restaurant (Ken's Japanese Restaurant) to replace an existing 2,822 square -foot restaurant building within the Commercial Office (CO) District, APN: 1077-621-26 and -027. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section 15303 — New Construction or Conversation of Small Structures. Staff made a brief presentation about the project. Mike Smith said he likes the modern architecture. Francisco Oaxaca and Diane Williams agreed, noting that the project will be a significant improvement not only on the project site, but along the Foothill corridor as well. Diane Williams expressed concern about parking lot lighting spilling into the residential neighborhood to the north. Staff noted that all projects are conditioned to ensure that no light spillage occurs into residential properties, per the Development Code, and that staff will pay special attention to the photometric plan during building plan check. Design Review Committee recommended DRC2019-00985 move forward to Planning Commission. The committee liked the modern architecture and the garden frontage between the restaurant and Foothill of the proposed building.
